Beijing introduces twin measures to facilitate foreign investment

Beijing introduces twin measures to facilitate foreign investment Beijing has introduced two fresh measures this month to facilitate foreign investment, launching a new cross-border service platform for domestic and international businesses enganged in transnational cooperation as well as an expanded cross-city document mutual-recognition scheme in Fengtai that now reaches the coastal city of Qingdao.

On Sept 17, a delegation of 45 representatives from French companies visited the Daxing sector of the Beijing Daxing International Airport Economic Zone to explore investment opportunities. The delegation, including Fortune Global 500 enterprises and industry leaders such as Michelin and BNP Paribas Cardif, together with niche specialists, toured the International Bio-medicine Park, JD Smart Logistics Park and International Dental Industry Park.

On the day of the visit, Beijing also launched the cross-border service platform. Built on three carriers, the International Aviation Headquarters Park, the public warehouse of the Daxing Airport Comprehensive Bonded Zone and the Beijing FTZ Innovation Service Center, the platform pools full-chain cross-border trade resources, with six core functions: promotion, market expansion, customs clearance, supply-chain support, training and government liaison.

"The platform is designed to meet an international business environment as it leverages the cumulative advantages of six zones in Beijing" said a representative from Beijing Xinhangcheng Holding Group, the operator of the airport economic zone. He added that the platform serves both Chinese companies going global and foreign investors landing in Beijing.

Sylvie Savoie, a local partner at a French law firm, said the Daxing airport zone boasts outstanding location advantages, a clear industrial layout and sound supporting policies that fit French strengths in high-end manufacturing and smart logistics.

"The newly launched platform offers great convenience for foreign firms to deepen their presence in the Chinese market and connect with local resources," she said, pledging to deepen technical exchanges, project matching and industrial cooperation with zone enterprises.

In a parallel move, Fengtai district has extended its mutual recognition of foreign investors' entity qualification documents to Qingdao, adding the coastal city in East China’s Shandong to a partner network that already links the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Pearl River Delta.

Under a 2025 pilot with Hangzhou in East China’s Zhejiang and Foshan in South China’s Guangdong, overseas investors can verify their documents once and reuse them across the three cities without repeated notarization and authentication, cutting the processing time from 15 days to as fast as one day.

The 2026 expansion lets investors who complete one verification reuse archived materials across partner cities, removing duplicate notarization and lowering cross-border investment costs.

Both steps are part of Beijing's drive under its "two zones" initiative to advance institutional opening-up and build a stable, transparent and predictable business environment for global investors.
