Tongzhou district registered 23,894 new enterprises in the first half of 2026, up 102.84 percent year on year, putting Tongzhou first among Beijing's districts by number of newly‑registered enterprises. 

According to data from the Tongzhou District Market Supervision Administration, the district saw 32,844 new market entities established in the six month period, with enterprises making up 72.75 percent of the total, indicating a continued improvement in the structure of market entities.

Since the start of the year, the Tongzhou District Market Supervision Administration has rolled out a targeted package of reforms to address common operational bottlenecks faced by businesses, including end-to-end electronic registration, self-service declaration of names, standardized business scopes, and simplified market exit procedures.

Online services are available through the Beijing Enterprise Service e-Window Platform, while a single-window service system has been introduced offline, creating an efficient, standardized and accessible market entry system that makes business procedures faster and more convenient.

As the core area designated to absorb industrial relocation from Beijing's central districts, Tongzhou has opened a dedicated green channel for incoming companies, pairing full-process online coordination with one-on-one guidance. In the first half, 8,950 enterprises relocated to Tongzhou from other districts, up 56.63 percent year-on-year — evidence of the district's growing pull as an industrial cluster.

The district has also standardized service items across the Beijing-Tianjin-Hebei region, making cross-district relocation far easier. 

"We thought relocating across districts would be a drawn-out hassle," said the head of a company that moved from Chaoyang district. "Instead, Tongzhou opened a green channel, handled everything online with a dedicated adviser, and the move was done in a matter of days."

The district also offered dedicated service to support major projects, offering advance policy briefings, pre-screening application materials and end-to-end assistance and helping commercial tenants launch business on schedule at various places including the transport hub serving the Beijing Municipal Administrative Center (sub-center) and at the Sixth Ring Road High Line Park.

"Our project had a tight deadline and a heavy workload," said the project manager for retail tenants at the sub-center transport hub. "The staff helped us prepare the necessary documents, identify potential issues early and guide us through the entire process. The project opened on time."

The district's "Government Steward" team applies the same model to foreign investors, working directly with foreign-invested enterprises to resolve registration bottlenecks. As of mid-July, the number of registered foreign-invested enterprises in Tongzhou had surpassed 1,900.

The improved business environment is also reshaping Tongzhou's industrial landscape, driving higher-quality development and attracting more high-caliber companies. Their growing presence is, in turn, fueling the district's industrial innovation and entrepreneurship.
