Beijing updates bilingual service guides for foreign investors

The Beijing Municipal Administration for Market Regulation has launched the nation's first set of Chinese-English bilingual registration application documents, together with updated bilingual service guidelines for foreign-invested market entities.

 The updated guidelines cover the entire registration process, including business establishment, modification, cancellation and record-filing. The latest initiative further improves Beijing's investment environment and facilitates registration services for foreign investors.

 The bilingual documents apply to all categories of foreign-invested market entities, including companies and partnership enterprises, and cover all the registration services. Internationally recognized business terminology has been adopted to improve readability for overseas users while maintaining the legal precision under China's commercial registration system. In strict compliance with national language laws and regulations, Chinese remains the legally binding language for filing and interpretation, with English provided for reference.

 To address the interpretation gaps and procedural concerns that foreign investors may encounter when completing registration documents, Beijing has simultaneously introduced updated Chinese-English bilingual service guidelines with expanded coverage and policy explanations.

 The revised guidelines extend services from companies to all categories of foreign-invested market entities such as partnership enterprises, ensuring full coverage of foreign-invested registration subjects. They also clarify that natural person equity transfers are exempt from submitting equity transfer agreements, further reducing paperwork and administrative burdens.

 The new measures are designed to provide foreign investors with more stable, transparent and predictable services.
