Beijing leads China with over 9,000 intellectual property service agencies

As of the end of last year (2024), the number of the intellectual property service agencies in Beijing exceeded 9,000, ranking first in China.

Great strides have been made in the institutional innovation for the intellectual property field. Since the launch of the "Two Zones" (the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone), Beijing has been approved to carry out successively pilot projects such as the China National Intellectual Property Administration's open pilot project of patent agencies, pilot project of insurance, and comprehensive pilot of financial ecosystem to enhance the efficiency of intellectual property system innovation.

The service capacity of intellectual property agencies has been constantly enhanced. By the end of 2024, Beijing had become home to more than 9,000 intellectual property service agencies, a number ranking first in the country. Notably, 1,185 patent agencies based in the city had obtained administrative licenses from the State Intellectual Property Office. There were 14,560 patent agents practicing in Beijing, accounting for 36.24 percent of the total number of practicing agents in China. The number of the intellectual property applications submitted by patent agencies ranked first in the country. Notably, the publicly disclosed number of the PCT international applications by Beijing's patent agencies in 2024 reached 37,608, accounting for 53.98 percent of the national total of the PCT international patent applications disclosed that year.

The internationalization of the city's intellectual property field has also been continuously improved. By calibrating its practices against high-standard international economic and trade rules such as those of RCEP (Regional Comprehensive Economic Partnership) and CPTPP (Comprehensive and Progressive Agreement for Trans-Pacific Partnership), Beijing has deepened the opening up of patent agencies to the outside world, and promoted the establishment of the first foreign patent agency in the Beijing Economic-Technological Development Area. The Beijing (ZGC) International Intellectual Property Service Hall has been built, with more than 130 domestically and internationally renowned intellectual property service resources introduced, aimed at providing high-level intellectual property services for innovators.
