On the afternoon of October 24, the People's Government of Beijing Municipality convened an executive meeting to discuss matters including the "Beijing Municipal Special Action Implementation Plan for Clearing Overdue Payments to Enterprises." The meeting was chaired by Yin Yong, Deputy Secretary of the CPC Beijing Municipal Committee and Mayor of the People's Government of Beijing Municipality.

The meeting emphasized the need to thoroughly implement the deployment requirements of the CPC Central Committee and the State Council, strictly fulfill responsibilities, refine work measures, and fully engage in clearing overdue payments. Efforts should be intensified to coordinate work, establish and improve a working mechanism of weekly scheduling, monthly coordination, and quarterly reporting. The focus should be on resolving the issue of government arrears, prioritizing the payment of debts to small and medium-sized enterprises, and leading by example with state-owned and large enterprises to achieve a "chain reaction" in clearing payments between enterprises. It is crucial to establish a long-term mechanism, relying on legal and institutional measures to prevent and curb new arrears, striving to achieve a comprehensive solution to both the symptoms and root causes of the issue.
