From September 6 to 12, the National Healthcare Security Administration announced the list of declared medicines that have passed the preliminary form review for the adjustments to the catalog of medicines covered by national medical insurance system in 2022. Recently, based on feedback from all parties, relevant medicines have been reviewed and the results revised in accordance with the procedures. On September 17, the National Healthcare Security Administration officially announced the List of Declared Medicines that have passed the Formal Review for the Adjustments to the Catalog of Medicines Covered by National Basic Medical Insurance, Work-related Injury Insurance and Maternity Insurance in 2022, with a total of 343 medicines officially passing the formal review.
In 2022, 343 medicines passed the form review in the list of declared medicines for the adjustments to the catalogue of medicines covered by national basic medical insurance, work-related injury insurance and maternity insurance, including 198 kinds of western medicines and proprietary Chinese medicines out of the list, such as Azvudine tablets, the first domestic COVID-19 oral medicine, and 145 kinds of western medicines and proprietary Chinese medicines in the list of declared medicines, such as Adalimumab injection. Compared with 344 medicines in the list of declared medicines that have passed the preliminary formal review, one western medicine, Metronidazole, vitamin E and total ginsenoside of ginseng stems and leaves vaginal suppositories, was reduced.
In the context of the normalized prevention and control of COVID-19 pandemic, since the first implementation of the independent declaration system of enterprises in the catalogue of medical insurance medicines in 2020, the National Healthcare Security Administration has attached great importance to COVID-19 treatment medicines, and has taken medicines included in the Diagnosis and Treatment Plan for COVID-19 as one of the declaration conditions, a batch of COVID-19 treatment medicines have been included in the catalogue of medicines covered by the medical insurance. For COVID-19 treatment medicines that have been declared and passed the form review in the declaration process, the National Health Healthcare Security Administration suggested that follow-up work will be carried out in accordance with the procedures to try to make those medicines be formally included in the medical insurance catalog at a reasonable price.
In July, National Healthcare Security Administration indicated that this year, there was no time limit for rare disease medicines to apply for medical insurance catalogue after January 1, 2017. As early as this year, when the negotiation of medical insurance catalogue started, National Healthcare Security Administration made it clear that the medical insurance catalogue would be appropriately inclined to special groups such as patients with rare diseases and children. The list of medicines that passed the formal review this time contains a variety of rare disease medicines, such as Risdiplam Powder for Oral Solution is used as a therapeutic drug for spinal muscular atrophy (SMA), Imiglucerase for injection is for Gaucher's Disease Type I, Laronidase concentrated solution for infusion is for Mucopolysaccharidosis Type I, and Alglucosidase Alfa for Injection is for Pompe disease.
The National Healthcare Security Administration suggested that the adjustment of medical insurance drug list is divided into enterprise declaration, form review, expert review, negotiation and bidding and other links. Form review is only one of them. Through the form review, it shows that the medicine is qualified to enter the next link, the expert review. Only by successfully passing all links of catalogue adjustment can it be finally included in the catalog of medicines covered by national medical insurance system.
In the next step, the National Healthcare Security Administration will organize expert review and other work according to the requirements of the Interim Measures for Administration of Drug Use Covered by Basic Medical Insurance and the Work Plan for Adjustments to the List of Medicines covered by National Basic Medical Insurance, Work-related Injury Insurance and Maternity Insurance in 2022. If all goes well, the updated list of medicines covered by the medical insurance will be published in November, and it will be implemented on January 1 next year.
