On September 22^nd, Beijing Radio & Television Station (BRTV) and Shunyi District People’s Government of Beijing Municipality signed a strategic cooperation agreement and jointly unveiled the "BRTV Btime Digital Culture Industry Base". Yu Junsheng, Deputy Director of the Publicity Department of the CPC Beijing Municipal Committee, Secretary of Leading Party Members’ Group and Director of BRTV, Gao Peng, Secretary of CPC Shunyi District Committee, Gong Zongyuan, Deputy Secretary of CPC Shunyi District Committee and Mayor of Shunyi District, attended the event. 

Mr. Yu Junsheng said in his speech that the joint construction of the "BRTV Btime Digital Cultural Industry Base" by Beijing Radio & Television Station and Shunyi District People’s Government of Beijing Municipality is a practical action to deeply implement the spirit of the 13^th Beijing Municipal Congress of the Communist Party of China and vigorously push forward the development of Beijing in the new era, and it is also the pioneering undertaking by the municipal media and district governments to give full play to their respective advantages and jointly promote the integration of digital technology in the real economy. Both parties will jointly build an important platform and display window to promote the development of cultural integration, an expansion platform and demonstration base for industrial transformation and upgrading, and a new space and new ecology to promote cross-border cooperation and exchanges.

Mr. Gao Peng said in his speech that both sides will further deepen cooperation, provide stronger propaganda support for accelerating the realization of the goals and requirements of "Shunyi District playing the pioneering role in Pingyuan New City" and "pioneering in three aspects" proposed by the Beijing Municipal Party Committee, and will continue to optimize the business environment, promote the project to achieve high-quality development in Shunyi District by taking policy support and business expansion as the starting point, and jointly contribute to the construction of national cultural center.

At the signing ceremony, Yu Junsheng and Gong Zongyuan signed the Strategic Cooperation Agreement between Shunyi District People’s Government of Beijing Municipality and Beijing Radio & Television Station. Zhao Peng, member of the Standing Committee and Director of the Publicity Department of the CPC Shunyi District Committee, introduced relevant situation of Shunyi District. Bian Jian, member of the Leading Party Members’ Group and Deputy Editor General of Beijing Radio & Television Station, introduced the project of "BRTV Btime Digital Culture Industry Base".

"BRTV Btime Digital Culture Industry Base” is a new practice of BRTV Btime in the direction of media convergence of "Internet + Industry" under the background of Beijing's vigorous promotion of digital economy development, which can be summarized as one foundation, three engines, four spaces and N scenes. "One foundation" refers to the dual platforms of Btime and Beijing Cloud as the base. "Three engines" refers to live-streaming e-commerce, talent training and government and enterprise services, which can be developed both independently and interdependently. "Four spaces" refers to the exhibition space, communication space, digital space and cultural space developed by the cultural industry base. "N scenes" refers to the cultural industry base with a variety of service scenes, including the government service of "Btime + Beijing Cloud", the interactive service of new business forms such as "live-streaming e-commerce", and the cultural experience service of digital base.

"BRTV Btime Digital Culture Industry Base" has formed alliances with many industries and leading enterprises. At the event site, both sides also awarded plaques to "BRTV Btime Digital Culture Industry Base" alliance partners, including Tsinghua Tongheng Urban Planning & Design Institute, Fengtai District Vocational and Adult Education Group, Qianxun Holdings, China Coffee Association Beijing and Explore Potential Brain Science Research Institute Co., Ltd.

Located in Borun Center of Houshayu Town, Shunyi District, the project of "BRTV Btime Digital Cultural Industry Base" is based on the construction and development requirements of the Capital City, combined with the development plan of Beijing Radio & Television Station and Shunyi District. The project focuses on building a platform, integrating resources, exploring the industrialization of convergence media, and building a market-oriented and future-oriented cooperation model and operation model, so as to boost digital economy, rural revitalization, and cultural construction, increase employment and improve people's livelihood. In the future, it will become a display window for integrative development, an expansion platform for industrial transformation, a forward position for government and enterprise services, and an exchange space for cross-border cooperation.
