To facilite the development of the "Two Zones" in Beijing, Chaoyang District will make an effort to build itself into a major area for international exchanges during the 14th Five-Year Plan period (2021-2025). It plans to register at least 50 more international organizations and institutions to support the basic completion of the CBD Core Area.

During the five years, Chaoyang District will focus on the general development of Beijing as the "four centers" and grow into an international and green district rich in culture. Also, more effort will be made to implement five major improvement projects for high-quality development as well as five demonstration projects for higher quality of life. Chaoyang District will remain committed to building itself into a livable demonstration district that boasts high-quality development, cultural innovation, and international exchange.

What's more, the CBD Core Area to be built during the 14th Five-Year Plan period will function as a world-class business district. Chaoyang District will make full use of the Olympics functional area as diplomatic approaches to better serve China and its image as a great nation. The Jinzhan International Cooperation Service Zone will be a new growth area of Chaoyang District, and with the construction of the new embassy area, a host of international organizations and institutions will be attracted to make it a large cluster. At least 50 more international organizations and institutions will be registered through the development of such important areas as the Jinzhan International Cooperation Service Zone.

Chaoyang District is expected to accelerate the construction of the Wangjing international talent community and attract at least 5,000 leading talents. It will also strengthen the construction of a one-stop service platform designed for international talents in order to encourage innovation. Steps will be taken to develop digital trade and trade in services, which is expected to account for approximately 50 percent of the value of imports and exports in Beijing.
