Chaoyang District will roll out 7 special action plans and 31 specific tasks this year to accelerate the implementation of its "Hundred Tech Parks" initiative, according to the 2026 Chaoyang Sci-tech Innovation Development Conference held recently.

 By the end of the 14th Five-Year Plan period (2021-2025), the district had built 23 specialized industrial parks, nine of which were recognized as municipal-level parks, including the city's first digital medical park and industrial AI park.

 According to the "Hundred Tech Parks" initiative, Chaoyang aims to complete the overall layout by 2028, with 3 original innovation parks, 10 commercialization parks and 25 specialized industrial parks, making the park cluster a core pillar of the district's sci-tech innovation and industrial development by 2030. The initiative has already attracted over 100 high-quality projects, with 20 new parks slated for construction this year.

The the "Hundred Tech Parks" initiative will be developed in three stages. For the "0-to-1" stage of original innovation, projects such as the Shanhe Wangu Innovation Zone and the China-Japan Friendship Hospital Innovation Center are being promoted. For the "1-to-10" commercialization stage, the district has set up Institute of Industrial Technology Transformation and introduced dedicated policies, while the USTB Chaoyang Science and Technology Innovation Center is also moving forward. For the "10-to-100" industrial clustering stage, incubators will be continuously upgraded, mainly focusing on building clusters for AIGC, digital healthcare and intelligent robotics.

The layout of Chaoyang's industrial parks will focus on three pillar industries: artificial intelligence, industrial internet and technology services. It will also dive into emerging new sectors such as Internet 3.0, digital healthcare, intelligent connected vehicles and future information. The recent conference also promoted Chaoyang's seven key technology parks and launched a partner empowerment program covering eight fields, from computing power and data to IP and financial services, to upgrade park service systems.
