Tongzhou District has introduced a new package of policy measures to accelerate high-quality industrial development in Beijing Municipal Administrative Center, a total of 26 measures across six key areas, including industrial cluster development, innovation, specific sector growth, business services, financial support and talent attraction, providing stronger support for building a modern industrial system.

A key feature of the policy is its shift from supporting individual enterprises to fostering an integrated industrial ecosystem. The district will strengthen enterprise cultivation throughout the industrial chain, encourage collaboration among upstream and downstream businesses, and promote coordinated development between large corporations and SMEs. By integrating key industrial sectors with diversified business formats, the policy aims to foster stronger industrial clusters and promote broader regional development.

Innovation also plays a central role in the new policy. The district will support the development of new innovation platforms to provide research, testing and proof-of-concept services, encouraging enterprises to adopt advanced computing technologies, improve carbon footprint management and accelerate low-carbon transformation.

The policy also targets eight priority industries, including cultural tourism, business services, healthcare, modern agriculture, online audiovisual services, e-sports, design and digital advertising. It encourages the development of new consumption scenarios, supports Beijing's development as an international consumption center, strengthens innovation in pharmaceuticals and high-end medical devices, promotes modern seed technology, advances the development of the online audiovisual industry and supports the integration of e-sports with cultural tourism to foster new growth drivers.

The policy also shifts from providing single business services to building a comprehensive industrial support ecosystem, covering government services, application scenarios, industrial space, standards and entrepreneurship support. It includes measures to accelerate administrative approvals and improve the delivery of business support policies. The policy further expands access to real-world application scenarios in fields such as artificial intelligence, big data and cloud computing, while more diversified land supply models, including long-term leasing and flexible land-use arrangements, will also be adopted to lower operating costs and support business growth.

Financial support has also been upgraded from traditional single financing assistance to a multi-level capital ecosystem. The policy promotes financial innovation, green finance and stronger financial services for the real economy, while advancing the pilot reform for the market-based allocation of production factors in Beijing Municipal Administrative Center. By exploring new mechanisms in capital factor reform, the district aims to provide more efficient financial support for industrial upgrading, innovation and sustainable development.
