The Promotion Measures of Changping District to Accelerate the Development of Beijing into an Innovative Demonstration Zone for Urban Integrated Consumption of the International Center for Consumption (hereinafter referred to as the Promotion Measures) is applicable to enterprises and other market entities as independent legal persons engaged in consumption fields, which factually operate in Changping District and have completed industrial and commercial registration, tax registration and statistical registration.

The District will set up special funds to support the development of an innovative demonstration zone for urban integrated consumption of the international center for consumption. It will, in accordance with the actual conditions, provide incentives or subsidies, which are, in principle, given in the form of ex-post subsidy.

Supporting innovative measures for the integration of consumption forms

1. The District will support the integrated development of business, tourism, culture, and sports consumption.

2. The District will support the integrated development of fashion and healthcare consumption.

3. The District will support the integrated development of healthcare and leisure consumption.

4. The District will support the integrated development of digital information consumption.

5. The District will support the integrated development of online and offline consumption.

Supporting measures for improving the quality of consumption-related supply

6. The District will support the quality improvement of automobile consumption.

7. The District will support international brands to launch their first stores in the District.

8. The District will support the first store of domestic brands to settle in the District.

9. The District will support further development of commercial enterprises that are above the state-designated size.

10. The District will support the expansion of small and micro-sized commercial enterprises.

11. The District will support the quality improvement and optimization of key commercial districts.

12. The District will support the planning for emerging business forms of consumption.

Supporting measures for making the consumption market active and prosperous

13. The District will accelerate the development of the night-time economy.

14. The District will support the launch or debut of brands and products.

15. The District will support market entities to carry out activities promoting consumption.

Supplementary Provisions

16. The District Bureau of Commerce will be responsible for developing implementation rules for the Promotion Measures and establishing an evaluation committee for projects to implement policies, as well as regularly collecting and reviewing projects. The District Finance Bureau will be responsible for collection and allocation of the special funds, and be responsible for evaluating, supervising, and examining the efficiency of the use of the funds.

17. The applying enterprises or entities shall be in good operating condition and have a complete financial management system, without any record of major violations of laws and regulations in the last three years.

18. Enterprises obtaining financial support from the Promotion Measures shall undertake that they may not move their registered address and office address away from the District within three years from the date they receive the support. They shall not change the tax obligation, reduce registered capital, or change statistical relationships. In case of any violations, the enterprises involved shall return all the funds obtained according to the Promotion Measures.

19. If eligible for multiple policies of the Promotion Measures or other supporting policies in Changping District, a project or market entity shall be only entitled to the highest level of incentives or subsidies of eligibility. A project or market entity, if eligible for other supporting policies at the municipal level, can apply for policy support at both the district and municipal levels, unless otherwise specified.

20. The Promotion Measures shall be interpreted by the District Bureau of Commerce and shall be implemented from the date of issuance with a one-year trial period.
