I. Objectives

Shijingshan District will set up a list of enterprises for cultivation based on their development stages, and focus on supporting specialized, refined, differential and innovative enterprises, especially the development of high-quality small and medium-sized enterprises (SMEs) in such industries as modern finance, science and technology service, digital creativity, new-generation information technology, and high-end business service. By the end of the 14th Five-year Plan period (2021-2025), the District will strive to register 20 national-level "little giants", 40 municipal-level "little giants", and 200 municipal-level SMEs that are specialized, high-grade, and innovation-driven businesses providing distinctive products or services.

II. Main Content

The Measures of Shijingshan District for Promoting High-quality Development of Specialized, Refined, Differential, and Innovative SMEs (hereafter referred to as the Measures) consists of nine articles with detailed stipulations on policies for different aspects: encouraging model and leading enterprises, promoting technological innovation, cutting office space costs, facilitating the introduction of high-level talent, offering individual income tax incentives for senior executives, increasing credit aid, expanding financing channels, providing listing services, and improving targeted service system.

Article 1 of the Measures aims to encourage enterprises to play a demonstrative and leading role, and support more SMEs to focus on "specialized, refined, differential and innovative" business. Enterprises that, for the first time, are certified as national-level "little giants", municipal-level "little giants", or municipal SMEs that are specialized, high-grade, and innovation-driven businesses providing distinctive products or services, will be given an incentive of CNY 800,000, CNY 500,000, and CNY 200,000, respectively.

Article 2 of the Measures aims to improve the capacity of enterprises for technological innovation. The District will support enterprises to increase investment in scientific and technological innovation, focus on the R&D of new technologies and products, and carry out more scientific research projects that are in line with the positioning of the District for development of high-end, precision, and sophisticated industries.

Article 3 of the Measures aims to reduce the office space costs for enterprises. The District will encourage specialized, refined, differential, and innovative enterprises to set offices there with lower rent, so as to reduce their office space costs and stimulate market vitality.

Article 4 of the Measures aims to encourage enterprises to introduce high-level talent. The District will support specialized, refined, differential, and innovative enterprises to introduce high-level talent both at home and abroad by providing more housing subsidies for talent, so as to stimulate the vitality of talent and promote the innovative development of high-end, precision, and sophisticated industries in the District.

Article 5 of the Measures aims to offer individual income tax incentives for senior executives. The District will provide individual income tax incentives for senior executives and technical professionals of enterprises and attract more specialized, refined, differential, and innovative enterprises to complete industrial and commercial registration and tax registration in the District and boost the development of the industrial Internet cluster.

Article 6 of the Measures aims to increase credit aid for enterprises. The District will support specialized, refined, differential, and innovative small and micro-sized enterprises to adopt intellectual property pledge financing, supply chain finance, and other ways of financing to ensure a high-quality financing environment in the District.

Article 7 of the Measures aims to help enterprises expand their equity financing channels. The District will help specialized, refined, differential, and innovative enterprises to obtain capital investment and encourage governmental industry funds to invest in the specialized, refined, differential, and innovative enterprises and complete the capital market service system in the District.

Article 8 of the Measures aims to establish a service mechanism for public listing of enterprises. The District will support the quotation and listing of specialized, refined, differential, and innovative enterprises to assist the industrial transformation and upgrading, as well as the high-quality economic development of the District.

Article 9 of the Measures aims to complete the targeted service system for enterprises. The District will include all specialized, refined, differential, and innovative enterprises in the service system to collect, release, and implement policies in a unified manner. The District will provide one-to-one services for enterprises and improve the precision and efficiency of services to retain high-quality enterprises and continuously optimize the local business environment.
