The Implementation Plan of Shijingshan District for Further Optimizing Business Environment and Better Serving Market Entities (hereinafter referred to as the Implementation Plan) consists of three main parts and 34 tasks among which 23 are municipal-level tasks and 11 are characteristic innovations from Shijingshan District.

I. General Requirements

Shijingshan District shall strictly follow the instructions of the Central Committee of the Communist Party of China (CPC) and the State Council on deepening the reform to streamline administration, delegate power, strengthen supervision and optimize services, and optimizing the business environment. The District shall uphold the principle of market-orientation, rule of law and alignment with international standards, and seize the opportunity presented by the development of the Integrated National Demonstration Zone for Opening up the Services Sector and China (Beijing) Pilot Free Trade Zone. By taking into consideration the local conditions and adopting advanced innovative practice, the district shall further promote the reform for optimization of the business environment with more targeted measures and practical results, and implement reform measures in a practical and precise manner to provide strong support for the development of the industrial transformation and upgrading demonstration zone in western Beijing, offer more convenient services and more satisfactory experience to enterprises and the mass in handling affairs, enhance market entities' sense of gain in the reform for a better business environment, and spare no effort in creating a new hub for improving business environment in the capital

II. Key Tasks

First, Shijingshan District will create a more efficient environment for investing. The District will streamline the approval process for investment projects, further promote the land use approval reform, deepen the approval system reform for engineering projects, comprehensively elevate the service level of the government and innovate the approval system for urban renewal projects.

Second, Shijingshan District will create a more convenient market environment. The District will further lower the threshold for market access, optimize the market access environment for new forms and models of business, and deepen the reform of separating business licenses from operation permits. It will continuously improve the financing environment and reduce financing costs for micro-, small and medium-sized enterprises (MSMEs). The District will deepen the reform of government procurement, bid and tendering, and explore new scenarios for the convenience of market entities.

Third, Shijingshan District will create a more open environment for investment and trade. The District will facilitate two-way business and investment of enterprises, and improve the foreign trade service level. Meanwhile, it will offer more convenient services for the life and work of international talent, strengthen the development of professional service brands for international talent, and build a comprehensive service platform for international commercial affairs and talent.

Fourth, Shijingshan District will create a more stable employment environment. The District will lower the standards and simplify the conditions for employment in some industries, thus encouraging the flow and flexible employment of talent.

Fifth, Shijingshan District will create a better environment for governance. The District will concentrate on improving the government service quality, continue to optimize tax payment services, and facilitate real estate registration. Meanwhile, it will promote intelligent government services, reinforce the innovative application of credit and improve the efficiency of policies.

Sixth, Shijingshan District will create a more standardized environment for regulatory enforcement. The District will vigorously promote the full coverage of supervision featuring "random selection of supervisors and supervised targets, public notification of the supervision results". The District will strengthen the whole-process credit supervision, promote innovative supervision that is inclusive and prudent, explore smart supervision models and further standardize the supervision and enforcement.

Seventh, Shijingshan District will create a fairer environment based on the rule of law. The District will enhance judicial protection for civil and commercial cases, establish and complete the enterprise bankruptcy system, strengthen intellectual property protection, and offer customized judicial services.

III. Organizational Support

Shijingshan District will reinforce the organizational leadership, improve the long-term mechanism, and enhance communication between government and enterprises. The District will promote the implementation of preferential policies for enterprises, establish a regular mechanism for putting forward policy suggestions, and extensively carry out publicity and training.
