Beijing Unveils Series of Measures to Support the High-Quality Development of Comprehensive Bonded Zones

Recently, the Implementation Opinions of the People's Government of Beijing Municipality on Supporting the High-Quality Development of Comprehensive Bonded Zones (hereinafter referred to as the Implementation Opinions) was released. With 73 measures rolled out, the Implementation Opinions will better give play to the important role of comprehensive bonded zones in the development of the "Two Zones" (China (Beijing) Pilot Free Trade Zone and the National Integrated Demonstration Zone for Opening up the Services Sector), and boost the high-level development of the open economy in Beijing.    

There are three parts in The Implementation Opinions, namely, overall requirements, major tasks and guarantee for implementation. Specifically, the major tasks can be divided into 5 aspects covering 73 measures. The first aspect is to optimize functional positioning, in which 10 measures are introduced with the aim to form a development paradigm where enterprises complement each other with their own strengths and seek development based on their own niche. The second is to improve the quality of development, in which 27 measures are arranged with the focus on 4 aspects, namely, promoting a higher-level development of trade in goods and services, expanding the coverage of bonded services, supporting bonded zones in their efforts to provide better services as a hub, and facilitating emerging business forms. The third is to innovate management mode, in which 15 measures are formulated with the focus on the research and optimization of bonded business mode, the active exploration of smart regulation, and the support for the integration of domestic and foreign trade. The fourth is to enhance investment facilitation, in which 10 measures are unveiled with the focus on the promotion and optimization of mechanisms of business and investment attraction comprehensively. The fifth is to increase the supply of services, in which 11 measures are designed with the focus on strengthening the supply of elements such as talent, land and financial support, and bettering the services provided by bonded areas.
