To implement Guiding Opinions of Beijing Municipality on Accelerating the Scientific and Technological Innovation and the Development of the Intelligent Equipment Industry, and promote high-quality development of Beijing's robotics industry, we hereby formulate the Plan for the period from 2019 to 2022.
I. Basic ideas
We will seize the opportunity brought in by Beijing's building of a national science and technology innovation center, root in a number of backbone enterprises with strong innovation strength, sound industrial foundation and fast market growth, to foster and develop a "4+1" industrial pattern with an focus on the promotion of healthcare robots, special-purpose robots, collaborative robots, warehouse & logistics robots (four types of robots) and one essential component. We will focus on the promotion of the four industrial innovation models, the activation three major application service markets, the implementation of the two coordinated ways for the development of robotics industry, and the development of an ecosystem for robotics industry with Beijing characteristics and even with Beijing-Tianjin-Hebei characteristics at large, so as to build Beijing into an world-known innovation powerhouse and an application and demonstration highland of robtics industry.
II. Main objectives
In general, by 2022, the city will see a significant enhancement in innovation capability and industrial capacity of the robotics, a landmark achievement in demonstration application, and a nationwide influence. To be specific, the main objectives are:
Prominent innovation status in China. We will make breakthroughs in the core and cutting-edge robotics technologies, achieve landmark innovations in the field of new robotic transmission, human-machine interaction and bionics. We will foster and develop more than three collaborative innovation platforms with influence across the country around the industry segments such as healthcare robots, special-purpose robots, and collaborative robots.
Stable growth in industrial capacity. We will constantly improve the supporting system of robotics industry and develop a robotics industry ecology with clear-cut specialization and orderly collaboration across the chain. We will build 2-3 world-leading enterprises, 10 flagships in domestic segment markets and 1-2 distinctive industry bases in the sectors of healthcare robots, special-purpose robots, collaborative robots, and warehouse & logistics robots. By 2020, we will see a total of more than RMB 12 billion revenue from the robotics industry.
Landmark achievements in demonstration application. We will select a number of demonstration application scenarios in robotics innovation and promote the adoption of industrial robots in scenarios like digital workshops and intelligent factories. We will take full advantage of the innovations in service robot and the special-purpose robot and make significant progress in the application of these innovative results in the areas of people's livelihood, public safety, emergency rescue, logistics, so as to press ahead the city's industrial transformation and upgrading, as well as the high-quality economic and social development.
III. Priority tasks
Implementation of "Five-Four-Three-Two" project. To be specific, we will place priority to the development of "Five 'major robotics industry in the field of healthcare robots, special-purpose robots, collaborative robots, warehouse & logistics robots, and an essential component; popularize "Four" industrial innovation model in the aspects of industry-university-research-application collaboration, collaboration between Central SOEs & Central Government Agencies and Beijing local enterprises, incubation and entrepreneurship, and cross-industry integration and; activate "Three" robotics application markets and strengthen the popularization and application of industrial robots and carry out demonstration application in the fields of people's livelihood and public safety; implement "Two" coordinated ways for the development of the city's robotics industry, namely, the improvement of the city's supporting system for robotics industry and the coordinated development of the robotics industry in Beijing-Tianjin-Hebei.
(i) Development of "4+1" industrial pattern
Healthcare robots. We will accelerate the development and deployment of medical robotics technologies and industries, such as orthopedic surgery robots, neurosurgery robots, and nano-robots, promote research on the clinical application of robots, and carry out the R&D and commercialization of core technologies such as remote surgery and safe operation of the next generation of surgical robots. We will carry out the R&D of the key robotics technologies, such as machine learning, tactile feedback, augmented reality, and brain-computer interfaces intended for the application in the area of the elderly caring and health services, and propel the R&D and production of rehabilitation robots, such as multi-functional arm robots, exoskeleton robots, and other rehabilitation robots as well as intelligent nursing robots.
Special-purpose robots. We will accelerate the development of police robots for detection and security check, security patrol, explosive ordnance disposal (EOD), and obstacle disposal to meet the needs of public safety. We will develop firefighting robots for detection, firefighting and smoke extraction, and emergency rescue support to meet the special environmental needs such as malignant accidents, natural disasters, high temperature, high pressure, toxic and harmful. We will develop space robots, UVAs, and surface/underwater robots to meet the needs of special operations such as aerospace, aviation, nuclear engineering, and surface.
Collaborative robots. We will develop collaborative robots with heavy load, visual/tactile recognition, fast programming, and intelligent demonstration teaching, as well as flexible force-sensing collaborative robots with lightweight, joint force perception, joint/space compliance control, no control cabinet, and intelligent process learning for the application in areas of electronic information, auto parts, equipment manufacturing. We will develop flexible collaborative robots with 7-axis redundant degrees of freedom, bionic flexible interaction, and high security for the application in areas of scientific research, education, healthcare, and commercial services,
Warehouse & logistics robots. We will develop compound robots integrating the capability of picking, handling, boxes to people, as well as intelligent warehouse & logistics robots such as UAVs, unmanned vehicles, unmanned warehousing, and unmanned forklifts for the application in fields of intelligent manufacturing, warehouse and logistics. For smart cities, We will develop intelligent parking AGV, intelligent stereo garage, and other intelligent robotics products and solutions.
Essential components of robots. We will develop a range of essential components to enhance the underlying capability of robotics industry. These components include: dedicated servo motors and drivers for high-performance robots, high-precision reducers, encoders, intelligent robot controllers and operating systems, multi-degree-of-freedom dexterous hands, end effectors, joint position, torque, vision, and tactile sensors.
(ii) Promotion of the four industrial innovation models
Industry-university-research-application collaboration. We will integrate advantageous resources in the industry segments, particularly in the field of healthcare robots, special-purpose robots, collaborative robots, etc., and promote the construction of municipal-level industrial innovation centers, so as to meet the major demand for generic technologies in the robotics industry. We will support enterprises where conditions are met, together with universities and research institutes, to build R & D institutions, technology R & D and engineering platforms, so as to break the bottleneck of key generic technologies and essential components, as well as to improve the autonomous supply capacity of key technologies and products. We will support enterprises and users to carry out collaborations in robotics innovation and application in line with upstream & downstream demand & supply capacities and in an application-oriented way, and establish a new integrated organization mode featuring integration, collaboration and cooperation, and benefit sharing across the whole industry chain.
Collaboration between Central SOEs & Government Agencies and the enterprises in Beijing. We will support Central SOEs & Central Government Agencies together with Beijing local enterprises to build technology transfer and commercialization platforms and establish a mode of cooperation in the commercialization of innovation achievements. We will collaborate local enterprises with Central SOEs & Central Government Agencies to jointly carry out the R&D, commercialization, demonstration application projects of robotics.
Innovation for entrepreneurship and incubation mode. We will organize robotics innovation and entrepreneurship competitions, project roadshows and other activities, and invite industry experts, entrepreneurs and investors to act as innovation and entrepreneurship mentors to foster and recommend innovative enterprises and key projects. We will support flagship enterprises to adopt a new organizational mode for R&D and innovation to incubate technology-based SMEs. We will give full play to the role of industrial funds and guide private capital to invest in robotics innovation and entrepreneurship.
Innovation for cross-industry integration mode. We will support traditional manufacturing enterprises where conditions are met to expand their business scopes, carry out R & D, production and integrated application of robotics, and develop robotics system solutions. We will support a new generation of innovative enterprises in information technology, the Internet, artificial intelligence and other fields to combine their application scenarios to develop robotic products, innovate their technologies and modes, and expand application markets, so as to foster a leading domestic robotics industry integration and innovation ecosystem.
(iii) Activating three major application markets
Popularization and application of industrial robots. We will support the popularization of industrial robots,warehouse & logistics robots and system solutions in the electronics, automotive, equipment and other industries, and. We will take major projects such as Xiaomi's 5G smart factory as the demonstration project, drive and facilitate robotics enterprises to actively participate in the construction of digital workshops and smart factories, integrate 5G technology and other new-generation information technologies, and make greater achievements in realizing intelligent and flexible production lines.
Demonstration application of service robots in areas related to people's livelihood. We will continue to promote the development of orthopedic surgery robot application centers, popularize healthcare robots in hospitals, elderly care facilities, and other sectors, and expand real-time operation application scenarios of 5G remote control surgical robots. We will facilitate enterprises to actively participate in national advanced medical equipment application demonstrations and pilot application demonstration projects in smart and healthy elderly care. We will carry out evaluation and benchmarking testing competitions for scenario-based application robots, and support the demonstration application of service robots (such as warehouse & logistics robots) and special-purpose robots (such as security and emergency response robots) in key areas such as the subcenter of the city, Beijing Daxing International Airport, and other major events such as 2020 Beijing Winter Olympic Games, so as to expand the market of the service robots.
Demonstration application of special-purpose robots in areas of public safety. We will build and develop a number of efficient platforms that integrated supply and demand in the fields of police, fire fighting, and emergency rescue robots, and promote their demonstration applications in real operation scenarios.
(iv) Implementation of two coordinated ways for the development of robotics industry
Improvement of the supporting system for robotics industry. We will support enterprises and parks in this industry to build public automation platforms for RaaS (Robot as a Service) and robot processing to satisfy the needs of robotic R & D pilot trial and commercialization. We will facilitate the collaboration and cooperation between robot system integrators and ontology enterprises, as well as those between ontology enterprises and component manufactures, so as to establish an upstream and downstream collaboration and cooperation system. We will support the component manufacturers to accelerate the commercialization of servo drives, motors, reducers and other essential components. We will press ahead essential component manufactures and ontology enterprises to cooperate with the relevant verification and testing platforms, and carry out the benchmarking and verification for the key technologies of essential components of home-made robots.
Promotion of coordinated industrial development of Beijing-Tianjin-Hebei. We will integrate the robotics industry resources of Beijing, Tianjin and Hebei, strengthen the cooperation of industrial chain, support enterprises to make collaborative manufacturing through network, guide supply chain enterprises to make reasonable layout in Beijing, Tianjin and Hebei, and establish a new development mode featuring integration, collaboration and cooperation, and benefit sharing across the whole industrial chain, to drive national development, so as to demonstrate and promote the industrial development across the country.
IV. Guarantee measures
(i) Establishment of an overall working mechanism
We will establish an overall working mechanism for the work collaboration between the Municipal Bureau of Economy and Information Technology, the Municipal Science & Technology Commission, the Administrative Committee of Zhongguancun Science Park, and the major economic and technological development zone such as Beijing Economic-Technological Development Area, so as to promote the Robotics R&D, the commercialization and industrialization of innovation achievements, and the demonstration application of the product. We will support Zhongguancun Science City to consolidate and enhance the demonstration-promotion ability in terms of the original innovation and the transformation of the scientific and technological achievements, guide the robotic industrialization project to pool in Beijing Economic-Technological Development Area, expand their layout in Fangshan, Shunyi, Daxing, Mentougou and other districts, and accelerate the implementation of the key projects. We will collaborate with the competent industry authorities and enterprises in Hebei and Tianjin, to shape into a coordinated development system of robotic innovation chain and industrial chain in Beijing, Tianjin and Hebei.
(ii) Increase of policy support
We will support dominant enterprises, venture capital institutions, scientific research institutes to establish robotics industry innovation fund or industrial venture capital fund. We will facilitate and promote innovation-based enterprises to be listed on the Sci-Tech Innovation Board. We will diversify financial support means, such as financial leasing, credit loans, intellectual property pledge loans, and credit insurance financing, etc., to support the robotics enterprises to grow and prosper. We will implement the policy on the demonstration application for the first (set) of major technology equipment, and increase support for the development and application of the first (set) of robot product.
(iii) Introduction and cultivation of industrial talents
We will make overall use of talent policies of national, municipal and Zhongguancun Science Park, attract domestic and overseas robotics leading talents to develop in Beijing. We will support enterprises to introduce and cultivate high-end robotics talents and teams, encourage enterprises to carry out talent training through university-enterprise cooperation, facilitate enterprises to establish the training center for industrial technology application, and form a multi-level industrial talent team.
(iv) Carry out international exchange and cooperation
We will resort to a series of important events such as World Robot Conference, Zhongguancun Forum, China Beijing International High-Tech Expo, to create world-class exchange and cooperation platforms for the robotics industry, attract and gather global high-end element resources, step up the publicity of Beijing robotics industry policy, and promote the establishment of international organizations, enterprises and institutions in Beijing. We will support enterprises in setting up overseas R & D centers and participate in international cooperation projects.
