Implementation Plan of Demonstration Project for Intelligent and Green Development of Traditional Chinese Medicine in Beijing

In order to carry out "Guidelines on Accelerating Scientific and Technological Innovation and Development of Medicine and Health Industry in Beijing", accelerate the implementation of intelligent manufacturing projects in the field of medicine and health, strengthen the integration and innovation of traditional techniques and modern technologies in the area of traditional Chinese medicine (TCM), promote the establishment of a standardized data management system for TCM, as well as improve the overall level of the city's TCM industry, push forward intensive, efficient and green development of the industry, this implementation plan is here formulated in light of the actual situation of the city. It is valid in the period from 2018 to 2021.

1. General requirements

(1) Basic ideas

For the implementation of the plan, we will:

- Give full play to the advantages of the capital city in sci-tech innovation, use modern science and technologies to stimulate the vitality of TCM industry, step up efforts to improve the modernization and intellectualization of the production, equipment and techniques of TCM, and accelerate the transformation and upgrading of TCM enterprises, so as to achieve the intensive, efficient and green development of the industry as well as ensure the product quality.

- Give full play to the advantages of science and technology resources of TCM, press ahead the widespread application of digital technology, facilitate the integration of the R&D and production of TCM with information technology and intelligent manufacturing technologies, develop the capacity for the transformation of sci-tech achievements and for the hospital-made preparations, so as to enrich the innovative varieties of TCM.

(2) Main objectives

For the implementation of the plan, we will set the followings as our main objectives:

- Speed up the development of a standard system for the intelligent and green manufacturing of TCM and build a digital integration standard in line with the characteristics of TCM development as well as an evaluation index system for the green production of TCM.

- Build an innovation system for TCM engineering, and initially develop an original innovation capability for the modeling and intellectualization of the techniques, make breakthroughs in upgrading of the key equipment, realize a system integration with key elements of intelligent manufacturing, speed up the development of innovative capabilities of core technologies for TCM engineering.

- Foster and develop benchmark and demonstration enterprises, focus on the implementation of 5 to 10 intelligent green projects in TCM as well as a number of industry-leading intelligent green factories of TCM. The demonstration project will achieve a 20% reduction in operating costs, 20% increase in production efficiency, 10% reduction in defective products, 10% increase in energy efficiency, and a significant reduction in water consumption of RMB10,000 of industrial added value.

- Implement the industry-wide demonstration of technological upgrading, lead the intelligent and green transformation and upgrading in TCM production, and make an overall improvement in the innovation and manufacturing capabilities of the TCM production and equipment enterprises. By 2020, the scale of TCM industry will reach RMB54 billion.

2. Major Projects

(1) Demonstration project of intelligent production of TCM preparations

Develop digital workshops and smart factories for the large variety and commonly used TCM. Carry out the development and application of key technologies and techniques for online quality monitoring and control, data acquisition and integration management, and technique modeling; promote the application of manufacturing execution system (MES) and process analysis technology (PAT) in the production of TCM preparations; optimize the key technique parameters such as extraction, solid-liquid separation, concentration, drying and preparation formation, and establish standardized and high-level production standards for TCM preparations; develop the application of advanced pharmaceutical technology in solid oral preparation of TCM to improve the powder compressibility and granule solubility as well as to improve the quality stability and uniformity of TCM products; construct integrated manufacturing equipment, automatic control, and industrial software systems for intelligent production of TCM preparations to achieve a digitalized, networked and intelligent production line/workshop/ factory.

(2) Demonstration project of intelligent production of TCM decoction pieces

Aiming at the problems of insufficient inheritance of traditional processing technology, low level of process control and backward equipment, and on the basis of inheriting the processing theory and traditional experience of TCM, use intelligent perception and intelligent control technology to build online data acquisition, modeling and quality control system, and realize the objectification of "processing experience"; promote the production of decoction pieces from manual and simple machinery to automation and intelligent operation, and realize the accurate and standardized management of the whole process of production technology and material formulation, ensure the quality of products is uniform and stable, improve production efficiency and reduce energy consumption; facilitate TCM decoction pieces production enterprises to carry out the intelligent upgrading of workshops and production lines, promote the demonstration and application of digital workshop for TCM decoction pieces; construct integrated manufacturing equipment, automatic control, industrial software and other technologies and systems for intelligent production of TCM decoction pieces to achieve an application service supporting system that integrated digitalized, networked and intelligent production line/workshop/ factory.

(3) Demonstration project of intelligent pilot test for TCM

In view of the lack of modularization and flexible integration of pilot test platform in the process of TCM research and development, and in accordance with the principle of "modularization, automation, digitalization, and intelligentization", develop the pilot test platforms carrying on the transformation of sci-tech achievements and the hospital-made preparations of TCM, design and manufacture the key pilot test equipment to achieve the connectivity and information integration, the automatic acquisition and storage of the production data, and the online quality control for the key links of the pilot test of TCM, so as to meet the requirements of the extraction, preparation, packaging & production, and quality test; construct integrated manufacturing equipment, automatic control, industrial software and other technologies and systems for Intelligent pilot production of TCM to achieve an application service supporting system that integrated digitalized, networked and intelligent production line/workshop/ factory.

3. Guarantee measures

(1) Strengthen organizational leadership. Establish a collaborative working mechanism between the Municipal Commission of Economy and Information and Technology, the Municipal Food and Drug Administration, and the Municipal Administration of Traditional Chinese Medicine, strengthen the communication and coordination between these agencies, timely solve the problems in special projects and in project construction, and jointly promote the development of TCM in the city.

(2) Establish industrial alliance. Innovate the organization mode for the industrial alliance, in collaboration with TCM enterprises, TCM hospitals, TCM research institutes, equipment integrators, professional industrial park operators, etc., to jointly initiate the "Alliance for the Innovation and Development of TCM", under which the "Specialized Committee for the Intelligent and Green Development of TCM" is specifically responsible for the organization, promotion and follow-up of special projects, support the Committee to take the lead in formulating the industry standards, building the key generic technology platforms, providing the technology consulting and guidance, so as to form a TCM partnership economy circle.

(3) Strengthen follow-up advancing. Led by the "Specialized Committee for the Intelligent and Green Development of TCM", carry out "one-to-one" consultation for the intelligent and green development of all TCM production enterprises, work out the intelligent and green upgrading plan for each TCM production enterprise, guide the enterprise to carry out the upgrading in line with the plan, and assess the effect of the upgrading; prepare the "Report on Intelligent and Green Development of TCM in Beijing" annually to conduct the performance tracking and evaluation of the development.

(4) Increase financial support. Increase financial support for special projects. For the key projects included in major projects, the financial support shall be given at the amount of upper limit stated in the Commission 's measures for the administration of the fund for high-end, precision and sophisticated industries; for the intelligent and green upgrading project of the whole industry, the financial support shall be given in accordance with the Commission's measures for the administration of the special funds for "intelligent manufacturing" and "green manufacturing".
