Notification on the Implementation of the Pilot Scheme for the Acceptance of the Foreigners' Work Permit Applications in China in Some Districts of Beijing

In order to further implement the guidelines of CPC Central Committee's on introducing foreign talents under the new circumstances, step up our efforts to create a relaxed, tolerant environment for the introduction and employment of the talents, improve our work efficiencyimplement the policy of streamlining administration, delegating power, strengthening regulation and improving services, and provide favorable conditions for foreign talents to work in China and develop themselves, Beijing Municipal Human Resources and Social Security Bureau now hereby decided to set up a pilot service window in Chaoyang, Haidian, Shunyi Districts respectively, to handle the foreign talents' application for work permit in China. To ensure that the work is conducted in a smooth and orderly way, you are hereby informed of the related work matters as follows:

1. Clarify matters of acceptance and the responsibility of the Municipal Bureau and the District Bureau. The Human Resources and Social Security Bureau of the pilot District is in charge of the acceptance and certification of the work permit documents for foreigners from registered units in its jurisdiction, including overseas permit, domestic permit, permit extension, change, cancellation and replacement business, and report to Beijing Foreign Experts and Foreigner Employment Affairs Center on a regular basis. It is also responsible for the filing of the documents as required and keeping them for three years. The Center is responsible for the preliminary review, examination, and decision of the work permit for foreigners in the pilot District, as well as the guidance, training, coordination, supervision and inspection.

2. Strengthen organizational leadership to implement responsibilities. Acceptance of the work permit for foreigners in China is a highly policy-oriented work, and should be attached great importance to it. To this end, it is required to (i) equip with competent personnel for the work and specify the responsibilities of each post; (ii) enhance the business training for the service window staff as well as the designated personnel of the employers within the jurisdiction; (iii) act in strict accordance with laws and regulations, carry out the review as required, and implement double-post review; (iv) be stick to the time limit. The service windows are also served as the windows to show the image of the capital city as an international city, and the services need to be continuously improved, the administration need to be constantly standardized and regularized.

3. Enhance inter-agency communication and coordination to ensure the work is carried out in a steady and orderly way. Each pilot district should communication and coordinate with related departments to ensure the smooth implementation of the work, step up publicity efforts to solve problems at work in a coordinated and timely way, and report major problems in time to ensure smooth and orderly progress of work.
