 Implementation Plan for the "Standards Implementation 100" Project

The Plan, with an implementation period of three years (2018-2020), is hereby formulated in a bid to carry out work arrangements for the Plan for Integrated Development of Informatization and Industrialization (2016-2020), the Guiding Opinion on Further Advancing the Integrated Informatization-Industrialization Management System, and the Action Plan of Beijing Municipality for Promoting In-depth Integration of Informatization and Industrialization and Facilitating Integrated Development of Manufacturing and the Internet, consistently promote the in-depth integration of informatization and industrialization in the city, promote and popularize the integrated informatization-industrialization management system, accelerate technological innovations and management reforms of enterprises, facilitate the transformation and upgrading of the manufacturing industry, accelerate the building of a high-end, high-precision and sophisticated industry system, and create a new landscape of facilitating innovation, transformation and development based on the said integrated management system. Now we issue to you for your implementation in light of your actual conditions. 

I. General Idea

Around Beijing Municipality's development strategy of "high-end, high-precision and sophisticated industries", we will stick to the integration of informatization and industrialization，focus on building the new capabilities of enterprises in the Internet era，further strengthen the management of standardization and evaluation and diagnosis of the integrated informatization-industrialization management system, and the evaluation thereof, facilitate the research and formulation of generic solutions and standards for such integration, reinforce the building of an online/offline coordinated market-oriented services system, and explore ways and methods to effectively implement the management system of the integration. We will guide enterprises in an orderly manner to implement the integrated informatization-industrialization management system at different levels and in varied categories, so as to accelerate efforts to build the core competitiveness of enterprises in the Internet era.

II. Major Objectives

—— By 2020, the city's level of integrated informatization-industrialization development will remain at the top of the national echelon; the coverage rate of standard implementation for the integrated management system among major enterprises in key industries will reach 50%; the passing rate of the evaluation of standards implementation enterprises will reach 60%.

—— Build and improve the city's integrated informatization-industrialization service platform, and systemically enhance the level of support for the standards implementation and evaluation of the management system of the integration.

—— Organize and carry out the citywide training of the integrated informatization-industrialization management system twice a year, with no less than 1,000 participating enterprises.

—— Organize and carry out entrepreneur forums twice a year, with no less than 100 enterprises' senior managers participating in each of the forums, and foster a group of new type of entrepreneurs with advanced development concepts and innovation management capabilities.

—— Organize no less than 1,000 enterprises above designated sizes each year to conduct self-evaluation, self-diagnosis and self-benchmarking regarding the informatization-industrialization integration.

—— Select no less than 100 enterprises each year to carry out the pilot project of implementing the standards of the integrated management system, and with no less than 500 enterprises be selected in total.

—— Promote no less than 20 enterprises each year to pass the standards implementation evaluation of the integrated management system, and promote no less than 100 enterprises in total.

—— Support the building of an information platform for the implementation of the integrated management system of industrialization and industrialization, and set up no less than 30 exemplary enterprises that can effectively implement the integrated management system through the platform.

—— Set up 30 demonstration enterprises in different industries that have went through the evaluation of standards implementation of the integrated management system, and systemically summarize and promote the best practices of these enterprises in standards implementation.

III. Major Tasks

(I) Speed up the implementation of the standards of the integrated management system and the standards compliant

In line with the industrial development needs of Beijing, we will guide enterprises to implement the integrated informatization-industrialization management system for high-end equipment, electronic information, automobiles, biomedicine, aerospace and other key industries at different levels and of varied categories, so as to achieve the full coverage of key areas and competitive industries, and accelerate the formation of a new ecology of industrial chain coordinated development. By 2020, no less than 500 enterprises will be selected to carry out the pilot project of implementing the standards of the integrated management system, and 20 enterprises and a total of no less than 100 enterprises will be promoted to pass the evaluation every year. 

(II) Organize and carry out demonstration of the standards implementation of the integrated management system 

We will organize standards implementation demonstrations by industry for the integrated management system, and systemically sort through the typical practices and results of enterprises that fulfill the requirements for standards implementation, summarize and promote the best practices and achievements of such enterprises based on the new capability building process of enterprises, and products and solutions provided by various types of service providers in respect of strategy, management, process, technology, equipment and finance; By fostering and setting up examples, we will stimulate the enthusiasm and initiative of enterprises to implement essential standards centering on strategic transformation, new capabilities building and the value creation. 

(III) Promote the development and formulation and the application of in-depth integrated solutions of informatization and industrialization

We will encourage manufacturing enterprises, information technology and internet enterprises to work together with consulting service agencies and research institutes to tackle key problems and deepen cooperation, and take the opportunity of implementing the standards of the integrated management system to develop and form multi-level, multi-category and customized integrated system solutions for new type of enterprise capabilities; we will encourage these enterprises to refine the new type of capabilities of the industry to create the generic demand，break through the bottleneck of the generic technologies for the integration of software, hardware and platforms, jointly develop generic solutions for the integration of informatization and industrialization, and carry out interactive experience, test verification and application promotion of the solutions. 

(IV) Continuously conduct self-evaluation, self-diagnosis and self-benchmarking for the integration of informatization and industrialization among enterprises

We will continuously conduct surveys on the development status of informatization and e-commerce among enterprises directly controlled by the Beijing municipality, persistently proceed with self-evaluation, self-diagnosis and self-benchmarking for the integration of informatization and industrialization among enterprises, create a database about the current development status of such integration among enterprises and industrial e-commerce, press ahead with the formulation and release of data maps for the integrated informatization-industrialization development of different districts and key industries in the city, and track and judge the development status of enterprises in terms of such integrated development, development priorities, value results, feature patterns and development trend; we will support research institutes, colleges and universities and enterprises to jointly establish the industrial big data service platforms, research and develop data collection methods, mining and analysis tools and service models, and explore new models of industrial transformation and development based on industrial big data.

(V) Build and improve the online and offline collaborative service system

We will build a service platform that supports the improvement of the whole process of online collaborative management, such as standard implementation, consultation, evaluation and training, etc. of Beijing municipal integrated management system, rely on the platform and software tools to assist and supervise the standards implementation process, help enterprises to realize the standardization and convenience of the standard implementation process, continuously tracks the achievements of the new-type capability development of enterprises, and sets up no less than 30 exemplary enterprises that realize the effective implementation of the integrated management system through the platform; we will standardize the management of consulting service organizations and their personnel, evaluation service organizations and their personnel, strengthen the gathering of platform service resources and the matching of service supply and demand, accelerate the dissemination and sharing of practices and knowledge, and build a market-oriented service system for the improvement of online and offline collaboration.

IV. Supporting Measures

(I) Strengthen organization and coordination

Beijing Municipal Commission of Economy and Information Technology will be responsible for the overall coordination of the "Standards Implementation 100" Project, the municipal government departments, district competent authorities, scientific research institutes, industrial organizations, pilot enterprises, consulting service institutions and financial institutions concerned will be responsible for the joint promotion of the work within their respective responsibilities. We will establish a sound communication and coordination mechanism among all parties, incorporate the development goals into the performance appraisal system of each district, and improve the mechanism for supervision, assessment and information reporting to ensure that all work is carried out and fully implemented.

(II) Increase support

We will continue to provide appropriate incentives and subsidies to enterprises that meet the standards of the integrated management system of Beijing municipality, guide them to consciously evaluate, benchmark and implement the standards, and promote the development of more competitive enterprises; We will support the establishment of exemplary enterprises in the implementation of the standards of integrated management system, and promote the in-depth development of the standards implementation; we will resort to the form of government procurement services to support competitive consulting agencies and solution providers to provide services to enterprises, and to support enterprises to give priority to the use of public cloud and other services purchased by the government; we will promote the combination of the standards implementation and compliance with the corporate credit, bidding and tendering, technological upgrading and financing and credit granting, and expand the scope of public acceptance of evaluation results.

(III) Reinforce publicity and promotion

We will give full play to the role of news media，internet platforms and other channels in publicity, and intensify publicity and implementation of the integrated management system, carry out extensive and in-depth training on the standards implementation of the integrated informatization-industrialization management system, organize a series of training courses in different levels and of varied categories, and improve the understanding and awareness of standards-implementation enterprises, consulting service institutions and information technology service enterprises about the standards implementation of the integrated management system; we will strengthen the sharing of the cases and the promotion of the best practices of the well-performing enterprises in standards implementation for the integrated management system through onsite experience, publicity and implementation training, exchanges and discussions, rewards and punishments.
