The Action Plan for the Development of UHDV Industry in Beijing Municipality (2019-2022)

On March 1, 2019, the Action Plan for the Development of UHDV Industry (2019-2022) (Gong Xin Bu Lian Dian Zi [2019] No. 56) (hereinafter referred to as the Action Plan) jointly formulated by the Ministry of Industry and Information Technology, National Radio and Television Administration (NRTA), and China Media Group (CMG) was released. It makes an overall deployment for the development of UHDV industry in the country.

The release of the Action Plan, the maturity of 5G technology, and the evolution of display technology from high-definition to ultra-high-definition together, usher the UHDV industry into a strategic period of development. Meanwhile, Beijing is speeding up its paces to build itself as a national cultural, scientific and technological innovation center, and has clustered many flagship enterprises and research institutes in key elements, enabling the city to stand out in terms of industrial basis, innovation resources and regional advantages. To further implement the Action Plan, seize the opportunity to boost the development of UHDV industry in Beijing Municipality, build the city into a nation-wide leading 4K/8K UHDV application and industrial base, in a way to accelerate the building of an economic structure featuring high-end, precision and sophisticated industries, upgrade the consumption in electronic information industry, and translate the city into a leading player in the integrated development of UHDV industry, we hereby formulate the Action Plan for the Development of UHDV Industry in Beijing Municipality.

I. Principles and Objectives

We will adhere to the national strategic guidance, take"4K first and 8K second" as the overall technological development roadmap, rely on the basic principles of independent innovation, open and collaboration, intensified integration of sci-tech and culture, and demonstration-application leading, in a way to achieve a wide range of objectives, including (i) making breakthroughs in core UHDV technologies; (ii) achieving autonomous and controllable innovation in product ; (iii) mounting to world-leading players in content production; (iv) keeping pace with the world-wide industrial giants in demonstration application ; (v) attaining scale effect in industrial clusters; and (vi) delivering a live broadcast in 4K UHD TV and a trial live broadcast in 8K UHD TV for Beijing 2022 Winter Olympic Games and Winter Paralympic Games.

First, aiming at the urgent need for the national strategy, we will combine the autonomous innovation with international cooperation, and shore up the short in front-end equipment, core chips and other technologies, so as to achieve the autonomy and controllability in front-end products and the world-leading player in back-end products of the industrial chain. Second, we will build the national-level content production base, improve the shooting and production capacity of UHDV content, and enrich 4K/8K UHDV content. Third, we will establish the innovation platform, in a way to press ahead the localization of the standards in areas of UHDV capturing, production, transmission, display and application, and accelerate the innovative application, coordinated development of tri-networks integration (namely, telecommunications networks, cable TV networks and the Internet) technologies. Fourth, we will make the most of resource advantages in Beijing, place the priority on the demonstration application of "5G + 4K/8K" UHDV, and build it into an important channel and platform for the transmission of Beijing culture. Fifth, we will scale up the industrial clusters, facilitate the growth of pivotal enterprises, propel the development of pillar projects, and boost the demonstration application of 4K/8K UHD technology in typical scenarios, so as to form a world-leading UHDV industry cluster.

II. Major Tasks

(1) Make breakthroughs in key technologies and promote the applications in product and industry

We will make the best of advantages of innovative resources in Beijing, and integrate 5G, artificial intelligence, big data, and cloud computing and other new-generation information technologies. To be specific, we will impetus the demand-driven technology development and support the R&D and the industrial application of the products in the sectors such as the source encoding, display driver chips, high-precision optical lenses, 8K display panels, OLEDs in UHDV industry. We will facilitate the efforts in the removal of the bottlenecks in the technologies applied for 4K/8K UHDV recording, shooting, editing, producing, encoding and decoding devices. We will actively research the remote production technology of 8K UHDV front-end signal as well as the artificial intelligence and edge computing production technology of 8K UHDV, and, develop special shooting devices for 8K UHDV, in a way to formulate internet-based application standards for the public signal production of UHDV and promote the industrial application of related products.

(2) Support the development of collaborative innovation platform network

We will support the establishment of the Collaborative Innovation Center for UHDV Production Technology (Beijing). To be specific, we will collaborate with the industrial giants and the innovation resources of the whole industry chain of "5G + 4K/8K" at home and abroad to build a collaborative innovation center for UHDV production technology, and carry out integrated innovation of 4K/8K UHDV software and hardware. We will autonomously develop and integrate the first domestic 4K/8K UHD broadcasting vehicle, set up the testing environment for experimental trial broadcasting of UHD TV programs and network trial broadcasting of video programs, achieve the integrated verification for self-developed products and advanced foreign products, guide the R&D of the technology in the application of video capturing and broadcasting & production, and carry out the standardized batch production of 8K UHDV content.

We will support the construction of an innovative laboratory for UHD TV application. To be specific, the government agencies and organizations concerned will cooperate with the Academy of Broadcasting Science, NRTA and the Academy of Broadcasting Planning, NRTA to establish Beijing UHD TV application innovation laboratory, collaborate with research institutes and related industrial enterprises in Beijing to initiate a 4K/8K UHD TV application technology innovation alliance, in a way to carry out the formulation of companion standards for 4K UHD TV as well as the research of technological standards for 8K UHD TV. We will support the R&D of pivotal 8K UHDV technologies applied for the process of shooting, producing, storing, encoding, broadcasting, transmission, etc., so as to develop strategic and leading cutting-edge technological achievements with autonomous intellectual property rights and cultivate a new momentum for the development of the industry.

(3) Build a domestically leading broadcast platform and transmission network

We will build a domestically leading platform for the content integration, distribution, and trading. To be specific, we will boost the in-depth cooperation among Beijing Media Network, Beijing Gehua Cultural Development Group, and video websites to jointly create a specialized platform for the integration and distribution, content sharing, and trading of UHD programs. We will guide and regulate the construction of the platform for copyright trading of film and television works, enhance the information management of the copyright trading of UHD film and television works, and further improve the copyright protection.

We will build a domestically leading broadcast platform and transmission network. To be specific, we will support BTV's application to launch a 4K UHD TV channel in 2020. We will carry out trials of 4K UHD transmission of a new generation of terrestrial wireless interactive broadcast TV networks, encourage cable TV HD interactive digital platform and new media IPTV integrated broadcast control platform to build a quality 4K UHD content zone and enrich the 4K UHD content from broadcast institutions from time to time, encourage cable TV and IPTV operators to upgrade their network infrastructure and develop 4K UHD users. By 2020, the administrative village of cable TV optic fiber will be fully covered, and the bandwidth of IPTV optical fiber users will reach 200Mbps. In 2022, at least eight 4K UHD channels will be installed on the cable TV network, and 4K TV users in Beijing will reach 5 million.

(4) Create a nation-wide leading UHDV industry cluster

We will build a national-level creation and production base for UHDV content. To be specific, we will classify and reward the UHDV programs created and produced by film and television institutions in Beijing, in a way to support UHD films and television products. We will rely on Beijing-based film and television industry bases, to shape into the largest UHD film and television shooting center, post-production center, audio-visual program creation base, and film and television production hub. By 2020, 4K UHD programs created and produced by film and television institutions will reach 6,000-hour, and Beijing will have ranked into a world-class UHD film and television production base.

We will build a domestically leading UHDV industry cluster. To be specific, we will make most of the advantages of Beijing in 4K/8K UHD displays, cameras, source encoding, programming equipment, content production, and transmission networks, encourage relevant enterprises to increase investment in product upgrading and technological innovation, promote R&D of 4K/8K UHD equipment, and strengthen the coordinated development of Beijing-Tianjin-Hebei in the areas of high-tech equipment manufacturing of radio and television. In the accreditation of demonstration enterprises in culture and technology integration and the fostering of the UHD high-tech enterprises in the cultural field, we will strengthen the support for the development of key enterprises specializing in UHD TV applications, facilitate the enterprises specializing in UHDV technology, equipment and content production to "go global", strive to build an UHDV industrial park and digital audio-visual industrial park with distinctiveness, clustering effect and complete industrial supply chain. We will set up a 8K UHDV "production and broadcast cloud" system, foster new industrial forms and models such as UHDV "cloud-based sharing", encourage enterprises and institutions to develop cross-screen and cross-network business push notification services, and boost the demonstration application of 4K/8K UHD technology in the areas of smart broadcasting and TV and smart city, so as to build a world-leading UHDV industry cluster.

(5) Carry out demonstration project pilot

By 2019, we will complete the integration of the first domestic 4K/8K UHD broadcasting vehicle. During Beijing International Horticultural Exhibition, we will carry out the verification testing for "5G + 4K/8K" technology roadmap, complete the capturing and programming of over 50 hours of UHDV content, and verify the live streaming technology of UHDV programs of no less than 4 hours. In response to the major state celebrations, we will initiate the application of cutting-edge 8K video technology, and in combination with the 5G technology to carry out small-scale demonstration of targeted broadcast. During FIS Alpine Ski World Cup, we will use advanced technologies in the application of UAV, AI robot, automatic tracking high-speed camera and 5G high-speed backward transmission to resolve the difficulties of UHD shooting and backward in downhill mountain sports, in a way to achieve UHD live broadcast of the sports. During the trial competitions before 2021 Winter Olympic Games, we will test and improve the technical solutions of 8K UHD live broadcast. We will take this as a starting point to actively propel 8K UHD demonstration application, select the scenarios such as cinemas to carry out pilot 8K UHD live broadcast applications in commercial activities such as cultural performances as well as sports events, and select residential and specific public places to pilot the layout of 8K UHD transmission systems, set-top boxes, and display terminal, in a way to carry out regional demonstration live broadcasting and on-demand trial broadcasting.

III Supportive Measures

(1) Enhance the organizational leadership and build a coordinated working mechanism

The Municipal Bureau of Economy and Information Technology, the Municipal Radio and Television Bureau will actively coordinate and collaborate with the Ministry of Science and Technology, the Ministry of Industry and Information Technology, National Radio and Television Administration, China Media Group and other ministerial departments, as well as the Municipal Commission of Development and Reform, the Municipal Science and Technology Commission, the Administrative Committee of Zhongguancun Science Park, the Technology Department of Beijing Organizing Committee for the 2020 Olympic and Paralympic Winter Games, Beijing State-owned Cultural Assets Management Center and other government institutions， give play to the role the industry organizations, and adopt a variety of measures to jointly resolve the major issues in the development of UHDV industry; We will formulate an arrangement of annual priority tasks, press ahead the implementation of major projects, and improve the upstream and downstream industrial chains; We will accelerate the establishment of an end-to-end technology standard system for UHDV and promote the launch of UHD TV channels; We will seek more favorable policies from National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Finance for the development of UHDV industry.

(2) Strengthen policy guidance and increase financial support

We will make an overall use of existing funding resources to support the development of UHDV technology R&D and innovation platforms as well as the industrialization projects. To be specific, we will increase support for the purchase of the first set of UHDV equipment, content production, pilot demonstration, and application promotion by the way of government procurement of related services. We will make full use of the financial funds and government investment funds, and facilitate and regulate the participation of private capital. We will give full play to the role of municipal-and-district-level government financial funds and the government investment funds, positively attract and regulate the participation of social capitals, explore to establish an UHDV industry development fund, focusing on the coordinated investment in the areas of pivotal technologies, content production, industry scale-up and enhancement, and the protection of property rights.

(3) Increase the industrial applications to promote the industry development

We will implement the demonstration projects of UHDV for major scenarios, propose a list of scenario-based UHDV application projects in the areas of radio and television, culture and edutainment, sports event, celebration, healthcare, intelligent transportation, security monitoring, video conference, industrial manufacturing, smart city, etc., make a rational layout of the implementation of planned scenarios, innovate the ways of policy support for scenarios, and build a range of replicable and promotable scenario application models, in a way to and accelerate the iterative innovation and integrated development of UHDV industry.

(4) Expand exchanges and cooperation and strengthen industrial talent cultivation

We will keep up with the trend of the UHDV technology development led by International Organization for Standardization, the industry associations, and leading countries such as Japan and the United States, strengthen the exchanges and cooperation with the Belt and Road countries on the basis of "bringing in" and "going out" as well as a win-win result. We will improve the mechanism for the cultivation of innovative talents, speed up the introduction and cultivation of high-level R&D talents and industrial technical talents of the industry, so as to build a strong professional pool for the development of UHDV industry.
