The People's Government of Beijing Municipality, the Ministry of Commerce and the Ministry of Justice:

Your request for instructions on the interim adjustment of the implementation relevant administrative regulations and the departmental rules approved by the State Council in Beijing municipality has been received. The following official reply is hereby made:

I . You are approved to, in accordance with the Plan for Comprehensively Advancing the Comprehensive Pilot Program of Expanding Opening up in the Service Sector of Beijing Municipality, temporarily adjust the implementation in Beijing Municipality of the relevant provisions of six administrative regulations, namely, the Regulation on Travel Agencies, the Provisions on the Administration of Foreign-Funded Telecommunications Enterprises, the Regulation of the People's Republic of China on Certification and Accreditation, the Interim Regulations on Registration Administration of Private Non-enterprise Entities, the Regulation on the Administration of Entertainment Venues, and the Regulation on the Administration of Commercial Performances, and the Special Administrative Measures (Negative List) for the Access of Foreign Investment (2019) (see the Annex for the Catalogue) from the date of issuance of this Official Reply to the expiration of the comprehensive advancement of the comprehensive pilot program of expanding opening up in the service sector of Beijing Municipality.

II . Relevant departments of the State Council and the People's Government of Beijing Municipality shall adjust accordingly the rules and regulatory documents developed by these departments and this Municipality in a timely manner according to the aforesaid adjustments, and establish the administration system appropriate for comprehensively advancing the comprehensive pilot program of expanding opening up in the service sector of Beijing Municipality.

III . Upon expiration of the comprehensive advancement of the comprehensive pilot program of expanding opening up in the service sector of Beijing Municipality, the State Council will adjust the content of this Official Reply according to the implementation information.
