Tongzhou at a Glance

Located at the northern terminus of the historic Grand Canal and the eastern end of Chang'an Avenue, Tongzhou District is often referred to as the “Gateway to the Capital.” As Beijing's sub-center, it plays a vital role in shifting non-core functions out of the city center and in building a “city for the next millennium”. Together with Xiong'an New Area, it forms the “new twin wings” supporting the capital's future development. The district covers an area of approximately 906 km2 and has a permanent population of around 1.846 million. In 2024, it reported a regional GDP of RMB 150.81 billion. Known for its favorable ecological environment and livability, Tongzhou also offers great potential for investment opportunities and industrial growth.

International Exchange Hub

Tongzhou is establishing itself as a key platform for international collaboration, actively attracting top-tier global resources such as international organizations, regional headquarters of multinational companies, and foreign-invested R&D centers. Anchored by the historic Beijing-Hangzhou Grand Canal, the district connects landmarks such as the Central Green Forest Park and the Grand Canal Museum of Beijing, offering vibrant spaces for international cultural exchanges. Industrial System

Tongzhou District is actively developing six key industries — digital economy, modern finance, advanced manufacturing, business services, cultural tourism, and modern seed industry — while strategically investing in three emerging industries of the future: future information, future healthcare, and future energy. These efforts aim to accelerate the growth of new quality productive forces and establish a launchpad for high-end industries of the future.

Digital Economy

Tongzhou is fostering clusters of new platform enterprises, including e-commerce, industrial cloud, and industrial internet platforms, centered around hubs such as Zhangjiawan Design Town and the National Cybersecurity Industrial Park (Tongzhou Park). The district is also promoting urban technology development in key areas like the Universal Beijing Resort, the Central Green Forest Park, and the Grand Canal. With a focus on emerging technologies and real-world applications, such as virtual reality, augmented reality, mixed reality, and artificial intelligence, Tongzhou is building a metaverse innovation ecosystem that integrates R&D, resource clustering, and project incubation. Additionally, construction of the National Cybersecurity Industrial Park is well underway, with an emphasis on attracting industry leaders, advancing core technologies, and developing a national demonstration zone for cybersecurity industry clustering, along with a talent training hub for cybersecurity professionals.

Modern Finance

Tongzhou is building a modern financial system focused on wealth management, driven by financial technology, and characterized by green finance. Centered in the Canal Business District, the district is attracting both domestic and international financial enterprises and branches, and accelerating the introduction of high-quality asset and wealth management firms. It is also deepening international cooperation in green finance and developing a pilot zone for reform and innovation in this area. In parallel, Tongzhou is advancing the integration of technology and finance by attracting financial institutions and large technology firms to establish fintech companies, digital RMB operators, and joint research labs, laying the groundwork for a fully integrated fintech value chain.

Advanced Manufacturing

Through Zhongguancun Tongzhou Park, Tongzhou is accelerating the development of digital workshops and smart factories, fostering integrated circuit industry clusters, and building a base for intelligent manufacturing. It is also driving the deep integration of advanced manufacturing and modern services, especially in areas like next-generation IT, healthcare, robotics, and intelligent equipment. The Huoxian Township Medical and Healthcare Industry Cluster, in particular, is a key area for developing biopharmaceuticals, innovative traditional Chinese medicine, and smart healthcare demonstration projects.

Business Services

Positioning itself as a hub for high-end business activity, Tongzhou is cultivating a headquarters economy across areas such as the Canal Business District, the Administrative Office Area, and Zhangjiawan Design Town. It continues to attract Tier-2 and Tier-3 headquarters of central SOEs, top-performing municipal SOEs, innovative private enterprise headquarters, and regional headquarters of multinational corporations. Efforts are also underway to build landmark commercial buildings, including a number of “billion-yuan buildings”. At the same time, the district is cultivating mid- to high-end retail and premium, vibrant commercial zones, laying the foundation for a modern business services ecosystem.

Cultural Tourism

Anchored by the Universal Beijing Resort, Tongzhou is building a comprehensive “Culture + Tourism” industry ecosystem, developing the canal cultural tourism belt along the Grand Canal while establishing unique cultural tourism attractions in towns such as Zhangjiawan, Songzhuang, and Taihu. The district continues to grow its high-quality cultural and creative industries, rapidly elevating its profile as a cultural tourism destination. The district is also accelerating the high-quality development of the northern section of the Universal Resort, with a series of top-performing cultural tourism projects in the pipeline. Integrating cultural tourism, leisure, creative industries, and technology, Tongzhou is strengthening its global appeal and core competitive edge.

Modern Seed Industry

Tongzhou is advancing the Beijing International Seed Technology Park with projects such as germplasm resource banks, smart control centers, R&D centers, and high-throughput molecular breeding platforms — all aimed at bottleneck breakthroughs in seed sourcing technology. The district regularly hosts major industry events such as the Beijing Modern Seed Industry Exposition and the Corn Seed Industry and Industry Chain Summit, with the goal of building a national seed technology cluster that integrates breeding, exhibition, evaluation, trading, and services — shaping Tongzhou into the “Silicon Valley of Seeds”.
