Shijingshan at a Glance

Shijingshan District, named after Shijing Mountain — the sacred mountain in ancient Beijing — is one of Beijing's central urban districts and the first to be named a National Forest City. As the birthplace of the capital's modern industry, Shijingshan has played a historic role since the founding of the People's Republic of China, and has been honored five times by the State Council for its outstanding efforts in the revitalization of old industrial bases.

Covering an area of 84.38 km² and home to 561,000 permanent residents, the district combines ecological livability with economic strength, recording an urban green coverage rate of 54.46% and a regional GDP exceeding RMB 130 billion in 2024.

Educational Resources

Upholding the vision of “bringing quality education to every child's doorstep,” Shijingshan has established a development paradigm featuring vertical leadership from eight educational consortia and horizontal collaboration among four cross-district school zones. It has also refined its integrated education model spanning primary through senior high school, and has successfully opened several top-performing schools within residential neighborhoods. These include the Shijingshan Campus of the Affiliated High School of Peking University; the Yuanyang Campus of Beijing Jingshan School; Beijing Jingyuan School; Beijing National Day School Shijingshan; the Shijingshan Campus of Beijing No. 171 High School; Peking University Elementary School, Shijingshan; and the Shijingshan Campus of Huangchenggen Primary School. These neighborhood schools have consistently delivered strong academic results and rising public satisfaction.


Industrial System

Shijingshan District is shaping a modern “2+4+4” industrial system encompassing leading industries, specialty industries, and future industries. The district is committed to solidifying and expanding its two pillar industries — information technology and modern finance — while upgrading and diversifying its specialty industries, including science fiction, artificial intelligence, the industrial internet, and virtual reality. At the same time, it is proactively planning for future industries, including advanced information technology, space exploration, smart manufacturing, and innovative healthcare.

Information Technology

Shijingshan is fostering the development of its gaming and e-sports industry clusters, introducing policies to support high-quality development. By hosting large-scale professional tournaments, the district is unlocking new opportunities presented by the “E-Sports+” initiative, encouraging innovation in digital content, and accelerating the development of new digital infrastructure. Efforts are also underway to develop a data services ecosystem, with initiatives including hosting the High-Quality Data Asset Development Conference, operating the Data Asset Circulation Innovation Center, launching Beijing's first platform for managing digital assets derived from science fiction content, and establishing the Beijing Future Digital Space Innovation Pilot Zone.

In support of the city's pilot zone for data infrastructure systems, Shijingshan further designated three key areas as strategic zones: the northern section of Shougang Park, a Large-Model AI Industry Cluster Zone, and the Zhongguancun Industrial Internet Industrial Park.

Modern Finance

Shijingshan continues to strengthen its consumer finance sector with a “three credit card centers and one consumer finance company” development model. The three centers are affiliated to China Everbright Bank, Huaxia Bank, and Postal Savings Bank of China, while the consumer finance company refers to Beijing Sunshine Consumer Finance Co., Ltd. In addition, the district has hosted the Digital Finance Forum at the Global Digital Economy Conference for three years running, and has established Beijing's first comprehensive digital RMB pilot zone, pioneering China's first commercial application of real-name car insurance payments using the digital RMB.

In parallel, the district is actively advancing industrial finance development. It has set up a parent fund for modern innovation industries and seven sub-funds for emerging industries, creating a “1+X” fund cluster with a total scale of RMB 3 billion. This initiative has attracted more than RMB 3 billion in private capital and supported over 100 projects now included in the municipal fund reserve.

Science Fiction

Shijingshan District is rapidly emerging as a hub for the science fiction industry, now home to more than 230 enterprises spanning the entire value chain. In 2024, the industry generated RMB 15.3 billion in revenue, with both the number of enterprises and total output making up nearly one-third of the city's total figures. The district has fostered a strong concentration of top-tier science fiction resources, continuously refining its industrial ecosystem and sharpening its competitive edge. In particular, the science-fiction gaming sector saw operating revenues surge to RMB 10.37 billion in 2024, underscoring the industry's strong growth momentum.

Artificial Intelligence

Shijingshan is at the forefront of the “AI+” initiative, actively piloting application scenarios across key vertical industries. It was the first district in Beijing to release a dedicated work plan and supporting policies for the development of a Large-Model AI Industry Cluster Zone. With a focus on intelligent computing, the district is constructing a 10-PFLOPS supercomputing center, establishing itself as one of the four core hubs in Beijing's computing power corridor. To accelerate large model innovation, it has established a Large-Model AI Industry Cluster Zone and launched a number of major platforms and institutions. These include the Ministry of Industry and Information Technology (MIIT)'s AI Key Technology and Application Evaluation Center, the Baidu Intelligent Cloud Qianfan Large Model Industry (Beijing) Innovation Base, Volcengine's Large Model Industry Service Platform, and Shijingshan's “AI For Science” Research Platform.

Notable achievements include the opening of the China Media Group (CMG)'s AI-powered building, the selection of seven district-based enterprises for the Beijing General Artificial Intelligence Industry Innovation Partner Plan, and five enterprises making the “2024 Top 50 Large Model Enterprises” list. Additionally, 9 large models are officially filed as national generative AI services, and 28 large model algorithms passed the national filing process for deep synthesis service algorithms.

Industrial Internet

Shijingshan is intensifying efforts to concentrate resources and production factors across key segments of the industrial internet industry, including platforms, software, cybersecurity, and data services. Construction of the Zhongguancun Industrial Internet Industry Park is making steady progress; Phase I of its core zone is now completed and in operation, with over 20 enterprises already on site. Meanwhile, Phase II has reached the topping-out stage, and secondary structural works are well underway. The project has been recognized as a national demonstration base for new industrialization. In 2024, the district's large-scale industrial internet enterprises generated RMB 11.32 billion in revenue.

Virtual Reality

Shijingshan is accelerating the integrated development of its virtual reality (VR) industry through a comprehensive strategy that spans both content creation and hardware manufacturing. The district is now home to over 120 enterprises across the entire value chain — encompassing terminal devices, content applications, distribution platforms, and production tools — with 21 ranked among China's XR Top 100 list. Efforts to embed VR into daily life and industrial production are already showing results, with early success seen in a range of “VR+” applications. Notably, Virtual Point’s motion capture technology has empowered China's first AAA game, Black Myth: Wukong, while China's first metaverse digital experience complex has debuted in the Shougang Park Silo, marking a key milestone in the district's push for integrated VR applications.

Future Industry: Information Technology

Metaverse: Anchored in Shougang Park, Shijingshan is home to China's first metaverse digital experience complex, fostering an integrated ecosystem that blends sci-fi aesthetics with VR.

Optoelectronics: Well Vision has made significant breakthroughs in fourth-generation semiconductor optoelectronic chip technology, while Intelligent Science & Technology Academy of CASIC leads R&D in heterogeneous all-optical networks.

Quantum Information: China Electronics Technology Group Corporation (CETC) has successfully commercialized quantum communication patents, while Longyingzhida FinTech has pioneered the 8M Methodology for quantum fintech, advancing the real-world application of quantum finance.

Future Industry: Space Exploration

In Shijingshan, GEOWAY's software, Atlas's remote sensing big data platform, and Yuantu Technology's dynamic slice-free imaging technology together form the three pillars underpinning aerospace information innovation.

Future Industry: Advanced Manufacturing

Humanoid Robots: In Shijingshan, Leju Tongyan Robotics Technology has established a dedicated data training center for humanoid robots. INSPIRE-ROBOTS has localized the production of planetary roller screw rods, while RealMan commands a strong market presence in terms of core components for humanoid robotic arms.

Smart Mobility: Shougang Park features cutting-edge infrastructure, including 5G-enabled Vehicle-to-Everything (V2X) Communication and V2X testing roads. Both Baidu and JD have logged over 200,000 km in autonomous driving tests on these roads.

Future Industry: Innovative Healthcare

Shijingshan is making robust strides in the healthcare industry of the future. Beijing Darwin Cell Biotechnology Co., Ltd., headquartered in the district, has pioneered AI-powered protein polymer technology, while Beijing Shougang LanzaTech Co., Ltd. has set a new benchmark for carbon-neutral innovation by converting industrial tail gas into bioethanol.
