Located in western Beijing, Mentougou District sits at the western end of Chang'an Avenue. With an area of 1,448 km2 and a permanent population of 400,000, the district's recorded a regional GDP of RMB 30.44 billion in 2024. In recent years, Mentougou has pursued a development strategy focused on ecological preservation, cultural growth, and scientific and technological innovation, actively charting new paths toward green, high-quality development. It is fostering three emerging industries — artificial intelligence, UHD (computational) audiovisual technologies, and innovative cardiovascular pharmaceuticals and medical devices. Strategic Location

Mentougou New Town covers an area of 112 km2 and lies just 21 km from Tiananmen, making it the closest of Beijing's new towns to the city center.

As a key cluster of the capital's 30-minute economic zone, Mentougou New Town offers excellent connectivity, with major expressways such as Lianshi Road, Fushi Road, and Chang'an Avenue providing direct access to central Beijing. The town is just 20 minutes from Beijing West Railway Station, 30 minutes from Tiananmen, and around one hour from both Beijing Capital International Airport and Beijing Daxing International Airport. With Beijing Subway Line S1 running through the town and the Beijing–Yuxian Expressway now open to traffic, Mentougou has become a key transportation hub supporting the integration of the Beijing–Tianjin–Hebei region.

Western Beijing AI Valley — A New Frontier of EFLOPS-Level AI Computing Power

Mentougou is positioning the Western Beijing AI Valley as a flagship of innovation. Supported by an AI ecosystem built on “high computing power + large models + large-scale applications,” the district is cultivating an AI industrial cluster driven by independent innovation, fostering new drivers for high-quality development.

Thriving Ecosystem

As a key node in Beijing's AI development blueprint, Mentougou serves as the western anchor of the city's “one corridor, four poles” computing infrastructure strategy and the pilot zone for Beijing's basic data regulation system. Within the district, the Western Beijing AI Valley, developed in partnership with Huawei, has been named to the Ministry of Science and Technology's “National Open Innovation Platform for Next Generation Artificial Intelligence,” becoming the first licensed public AI computing open platform in the country and making it an official computing power partner to Beijing.

Computing Power Platform

Mentougou has launched a public computing platform delivering 600 PFLOPS of capacity — the largest publicly accessible cluster built through independent innovation. At Western Beijing AI Valley, server rooms have been developed to support an EFLOPS-level computing power cluster. In partnership with Deepexi Technology, Capitalonline, Beijing Energy Holding, and others, the district is constructing Beijing's first 10,000-chipset cluster, striving to become North China's leading hub for intelligent computing.

Data Platform

Mentougou is working closely with the Beijing International Data Exchange and collaborating with leading enterprises, research institutions, industry associations, and other key stakeholders to build a Public Data Set Open Platform. The district and the Exchange are jointly developing a data asset service center and a corpus factory, focused on creating public datasets in weather, audiovisual technology, healthcare, education, and more, providing abundant, precise industry data to support AI model training.

Large Model Platform

Mentougou is advancing a foundation platform for large AI models and has signed memoranda of understanding for cooperation with major players such as Baidu, Alibaba Cloud, iFlytek, JD.com, 360 Security Technology, Baichuan AI, and Z.AI. Together, they are establishing a Large Model Innovation and Empowerment Center, accelerating real-world deployment of vertical large models across 21 flagship application scenarios.

Industrial Ecosystem

Since Mentougou's launch of the first Artificial Intelligence Industry Innovation and Development Conference in 2023, the event has grown steadily in scale, quality, and impact. The 2025 conference — its third edition — will take place under the theme “Accelerating Industry Empowerment through Breakthrough Innovations.”

AI Application Cluster

Mentougou is home to a growing cluster of leading enterprises applying large models across industries such as education and training, security surveillance, industrial manufacturing, and autonomous driving. Notable companies include Midu, MAAS.com.cn, Zelostech, Wbr Data Technology, Goodfull Cloud, and Jiayang Intelligence Security, forming an AI innovation cluster.

Target Policies Supporting Specialty Industries

Mentougou's Ascend Artificial Intelligence Computing Center delivers efficient, accessible, and inclusive computing power services to AI enterprises headquartered in the district, with eligible enterprises receiving subsidy vouchers covering up to 30% of their computing usage.

The district has released the Three-Year Action Plan for the Innovative Development of the AI Large Model Industry in Mentougou District, designed to open up competitive industrial application scenarios and support the establishment of joint innovation centers in areas such as digital audiovisual technology, medical devices, and intelligent manufacturing.

UHD (Computational) Audiovisual Industry

CMG UHD Highland — Beijing Pilot Zone for Innovative Application of UHD (Computational) Audiovisual Technology

The CMG UHD Highland, or CMG UHD Innovation Center, developed by Mentougou with the support of the State Administration of Radio and Television and the Beijing Municipality People's Government, aims to build a world-leading, first-class hub for UHD audiovisual innovation, setting the benchmark for the industry in China.

AI Meets the UHD Audiovisual Industry

With support from CMG's open content resources, Huawei's advanced technologies, and the academic strength of Tsinghua University and Peking University, Mentougou is building a computational audiovisual ecosystem. The focus is on promoting commercialization in three major application scenarios: text-to-video large AI models, AI-based content moderation, and meta human.

Building a UHD (Computational) Audiovisual Ecosystem

As Beijing's Pilot Zone for Innovative Application of UHD (Computational) Audiovisual Technology, Mentougou has partnered with CCTV.com to establish a joint AGI research center and welcomed Huawei's Computational Audiovisual Innovation Center — laying the groundwork for a thriving UHD (computational) audiovisual ecosystem.

Released “Tanzhe Zhikong,” the first independently developed text-to-video large AI model in China.

Innovative Cardiovascular Pharmaceuticals and Medical Devices

ZGC (Mentougou) Cardiovascular Innovation Pharmaceutical Equipment Industrial Park — China's “Heart Valley”

Mentougou is developing the ZGC (Mentougou) Cardiovascular Innovation Pharmaceutical Equipment Industrial Park into a national hub for cardiovascular innovation, bringing together a complete ecosystem for pharmaceuticals and medical devices. Key partners include the National Center for Cardiovascular Diseases at Fuwai Hospital as the source of technological innovation; the Baheal Medical Scientific Research Achievements Transformation Base for commercializing innovation outcomes; the ZGC Jingdiao Smart Manufacturing Innovation Center for prototype manufacturing; and Tigermed-Jyton providing CRO services.

Source of Technological Innovation: Fuwai Hospital (Xishan Campus)

The National Center for Cardiovascular Diseases at the Xishan Campus of Fuwai Hospital, located at the end of Chang'an Avenue, features one state key laboratory and four major research centers. A cardiovascular clinical trial hospital with 150 research beds is nearing completion. Once fully built, the campus will cover approximately 240,000 m2 and include a national healthy lifestyle center, a medical innovation outcome transformation center, a digital medical center, and a 500-bed international hospital.

Innovation Outcome Commercialization Platform: Baheal Medical Scientific Research Achievements Transformation Base

Baheal Medical Inc., headquartered in Mentougou, is a technological innovation-driven health industry corporation. In April 2022, the company established the Baheal Medical Scientific Research Achievements Transformation Base in the district to incubate and develop original pharmaceutical products with “first-in-class” potential and the ability to break through technological bottlenecks, enhancing medical applications through scientific and technological innovation.

Beijing's Incubation Base for Future Industries: Baheal Incubation Base for Innovative Cardiovascular Pharmaceuticals and Medical Devices

Mentougou is advancing a model of developing incubation bases for future industries, built around “leading enterprises + scientific and technological innovation platforms.” Tapping into the clinical strengths of the National Center for Cardiovascular Diseases at Fuwai Hospital and the innovation incubation and industrial resources of Baheal Medical Inc., the district is developing a dedicated platform for commercializing cardiovascular research outcomes, thereby supporting the development and incubation of innovative cardiovascular pharmaceuticals and medical devices, and building a biomedical innovation cluster that integrates industry, academia, and research.

Precision Machining Center for Pharmaceuticals and Medical Devices: ZGC Jingdiao Smart Manufacturing Innovation Center

The ZGC Jingdiao Smart Manufacturing Innovation Center specializes in the R&D, production, and sales of precision CNC machine tools, as well as digital machining engineering services. It has been continuously recognized as a National Enterprise Technology Center since 2019 and was selected among Beijing's first batch of “hidden champion” enterprises in 2021.

CRO Service Platform: Tigermed-Jyton

As a conversion rate optimization (CRO) service platform in Mentougou, Tigermed-Jyton provides CRO services for medical device and in vitro diagnosis enterprises throughout the entire product lifecycle. Its offerings include R&D strategy consulting, testing and inspection, quality management system guidance, clinical trials, regulatory registration and declaration, and post-market services. By streamlining development processes, it helps companies shorten project timelines, lower R&D expenses, and accelerate product commercialization.
