Haidian at a Glance

Located in the northwest quadrant of Beijing, Haidian District covers 430 km2 and is home to more than 3 million permanent residents. In 2024, the district recorded a regional GDP of RMB 1.29 trillion. As the heart of Beijing's International Center for Science and Technology Innovation, Haidian is a fertile ground for innovation, entrepreneurship, and business growth, and with its strategic location, stands out as one of China's most dynamic, appealing, and innovation-driven districts.

The district features over 700 cultural landmarks — most notably the “Three Hills and Five Gardens” historic complex — and hosts the northern campus of the Palace Museum, where traditional heritage and modern civilization come together in striking contrast.

Economic Performance

Haidian's GDP surpassed RMB 1 trillion for the first time in 2022, reaching RMB 1.1 trillion in 2023.

By 2024, it hit RMB 1.29 trillion.

Its economic structure is dominated by the tertiary sector (92.63% of GDP), followed by 7.36% from the secondary sector and 0.01% from the primary sector.

Science and Technology Parks

What began as the “Street of Electronics” grew into the New Technology Development Pilot Zone, and now the Innovation Center for Science and Technology. Now recognized as a symbol of China's high-tech industry, Zhongguancun is home to the country's most concentrated pool of strategic science and technology resources, injecting strong momentum for technological innovation, and stands as the country's largest hub for high-tech enterprises with leading independent innovation capabilities.

Social Services

To support high-quality development in education, Haidian has expanded access to inclusive preschool programs and established a national demonstration zone for high-quality and balanced development of compulsory education. It is also promoting diverse and specialized development in senior high schools, while accelerating the development of group-based school networks. A total of 43 education groups — such as Beijing 101 Middle School, the High School Affiliated to Renmin University of China, and Zhongguancun No. 3 Primary School — now cover all public primary and secondary schools in the district.

The healthcare system includes 6 comprehensive medical alliances, 6 specialized medical alliances, 22 tertiary hospitals, and 35 secondary hospitals, with family doctor contract services available to all residents across the district.

To address talents' housing needs, Haidian has increased the supply of public and affordable rental housing by building on collectively owned industrial land, converting non-residential buildings, and revitalizing existing housing stock.

For elderly care and community services, the district operates 65 elderly care institutions and 160 community service stations. Residents also have access to 10,000 service outlets covering 8 categories of essential daily living services, ensuring full coverage of basic community-based convenience offerings.


Industrial System

Haidian has developed a “1+X+1” modern industrial system to serve as a core engine for the development of new quality productive forces. In this framework, the two “1”s — artificial intelligence and sci-tech services — act as drivers supporting the rapid development of strategic emerging industries such as pharmaceuticals and healthcare, integrated circuits, commercial space, and new energy, as well as future industries including embodied intelligence, quantum technology, 6G, intelligent connected vehicles, and the metaverse.

Artificial Intelligence

Haidian is home to 5 state key laboratories and 4 new R&D institutions in the AI field, supported by a talent pool of 12,300 professionals. The district has built a fully independent and controllable AI technology ecosystem covering the entire value chain — from chips and frameworks to large-scale models, data infrastructure, and computational services. It also hosts 26 AI unicorn enterprises, accounting for 60% of Beijing's total, and has registered 87 large-scale AI models — roughly 70% of the city's filings. In 2024, the district's core industries reached a total output of RMB 282.27 billion, and its AI industrial cluster was recognized as China's first national-level advanced manufacturing cluster.

Sci-Tech Services

Haidian provides end-to-end professional services across the entire technology-innovation chain, continuously strengthening its capabilities in R&D and engineering services while expanding key areas such as startup incubation, technology transfer and commercialization, intellectual property services, testing and certification, and industrial design. These efforts accelerate the commercialization of innovation outcomes and drive the rapid growth of high-quality enterprises, providing a solid strong foundation for all sectors. In 2024, the district hosted 1,100 large-scale enterprises with a combined revenue of nearly RMB 300 billion.

Pharmaceuticals and Healthcare

Guided by its dual role as a pilot zone for AI-powered pharmaceuticals and healthcare and a demonstration zone for medical-engineering interdisciplinary innovation, Haidian is leading the way in the advancement of innovative drugs, high-end medical devices, and intelligent healthcare technologies, aiming to set a new standard for the integration of intelligent technology and healthcare. The district is home to over 770 pharmaceutical and healthcare enterprises, including 20 listed companies, 7 unicorn enterprises, and 32 national-level “Little Giant” enterprises specializing in cutting-edge niche technologies. In 2024, the total industry output reached RMB 105.95 billion.

Integrated Circuits

Haidian is at the forefront of China's integrated circuit industry, with strengths in AI chips, computing and microcontrollers, communication chips, storage and main control chips, and analog chips. The district is home to over 240 enterprises in this field, including both major design leaders and a range of innovative enterprises, with 10 of them publicly listed. It also hosts key innovation platforms and new R&D institutions in the integrated circuit field, including Tsinghua University's Beijing Innovation Center for Future Chips and the Beijing Open Source Chip Research Institute.

Leveraging the research strengths of universities and research institutions, Haidian has developed a collaborative innovation hub that integrates industry, academia, and research. It also features thriving industrial clusters, including IC-PARK, Phase II of the Integrated Circuit Design Park, Zhongguancun No. 1, and the Environmental Protection Park — all of which attract a concentration of listed enterprises and high-growth enterprises in the integrated circuit industry. In 2024, the district's integrated circuit industry recorded revenue of RMB 43 billion, representing a year-on-year increase of approximately 13%.

Commercial Space

As the designated hub in Beijing's “Southern Rockets, Northern Satellites” aerospace strategy, Haidian is home to leading national players such as the China Aerospace Science and Industry Corporation and the China Aerospace Science and Technology Corporation, and was one of the first regions in both Beijing and the country to develop a commercial space sector. Backed by strong technological capabilities and extensive industrial resources, the district holds a commanding position nationwide. It has built a comprehensive industrial ecosystem spanning satellite development, ground operations and maintenance, and applications in communication, navigation, and remote sensing — forming China's strongest space industry cluster.

Today, Haidian hosts over 200 space enterprises and related institutions, accounting for 60% of Beijing's total. This includes 11 listed companies and 27 national-level “Little Giant” enterprises specializing in cutting-edge niche technologies. In 2024, the district's space industry generated approximately RMB 30 billion in revenue. Haidian has also developed more than 10 commercial satellite constellations — accounting for nearly one-third of China's total—with over 100 satellites currently in orbit. Institutions such as the Beijing FutureSpace Space Technology Institute and the Commercial Aerospace Innovation Center have been established to advance shared technology development and foster collaborative innovation in commercial space, as well as to further strengthen the industry's agglomeration effect within the district.

New Energy

Haidian boasts a well-developed energy ecosystem covering the full value chain — from energy production, transmission, and distribution to storage, consumption, and supporting services. Key focus areas include hydrogen energy, new energy storage, digital energy, and CCUS.

It is home to a cluster of subsidiaries of central SOEs such as China Energy Investment Corporation, China National Nuclear Corporation, and China Huaneng Group, as well as a number of industry-leading enterprises including Beijing Sifang Automation Co., Ltd., HyperStrong Energy Technology Inc., CAS Cryogenics Co., Ltd., Soyo New Energy Technology Co., Ltd., HiNa Battery Technology Co., Ltd., China Energy Storage National Engineering Research Center Co., Ltd., and Guoneng Rixin Technology Co., Ltd.

Haidian is also developing a Future Energy Industrial Park, accelerating the adoption of AI in energy applications, and expanding its digital energy industry. In 2024, the industry generated over RMB 100 billion in revenue, supported by a network of 19 listed companies, 19 national-level “Little Giant” enterprises specializing in cutting-edge niche technologies, 124 SMEs specializing in cutting-edge niche technologies, and 21 innovation platforms and research institutions.

Embodied Intelligence

Building on its strengths in AI technology, Haidian has developed a distinctive innovation ecosystem tailored to the embodied intelligence industry. It is home to approximately 200 enterprises specializing in embodied intelligence and robotics, including 3 listed enterprises, 2 unicorn enterprises, and 16 national-level “Little Giant” enterprises specializing in cutting-edge niche technologies. The district has been designated as a specialized industrial cluster for robotics-focused SMEs, and has established a full industry chain centered on the core elements of embodied intelligence: the “brain” (AI models), the “cerebellum” (control systems), and the “body” (robotics hardware).

Haidian is now ramping up efforts in embodied large-scale models and full-stack robotics solutions, marshalling its innovation resources to establish high-caliber platforms including the Beijing Institute for Embodied Intelligence, the Embodied Intelligence Innovation Platform, and the Embodied Intelligence Robotics Research Institute. Supporting this innovation pipeline are industrial parks such as the Zhongguancun Embodied Intelligence Innovation Industrial Park and the Zhongguancun International Robotics Industrial Park, designed to accelerate the development of an integrated innovation ecosystem encompassing technological R&D, outcome commercialization, and industrial incubation.

Quantum Technology

Hosting the majority of Beijing's core quantum technology enterprises, Haidian has laid the foundation for an industrial landscape focused on three key areas: quantum communication, quantum computing, and quantum precision measurement. In the Shangdi area, the district has established two landmark facilities — Beijing's first Zhongguancun Quantum Technology Future Industrial Park and China's first Zhongguancun Quantum Technology Incubator — providing affordable office space and incubation services to support enterprise growth.

6G

Haidian is a hub for top-tier enterprises in general-purpose hardware, instrumentation, wireless technology, core networks, and transmission systems. It is also home to some of China's top universities, research institutions, and industry organizations, such as Tsinghua University, Peking University, the Chinese Academy of Sciences, Beijing University of Posts and Telecommunications, Beihang University, the China Academy of Information and Communications Technology, and X-NET. With a mature mobile communications ecosystem, a solid industrial foundation, and a fully developed value chain, Haidian is uniquely positioned to drive deep integration between 6G and complementary industries such as AI, soft and hard infrastructure, and information security.

Intelligent Connected Vehicles

Haidian is developing an intelligent connected vehicle ecosystem centered on autonomous driving and smart cockpit technologies. This includes related services such as certification, testing, and cloud-based platforms. The district is home to nearly 100 key players in the field, including industry leaders like Baidu, Didi, and Horizon Robotics, with more than 10 listed. In 2024, the industry’s total output value reached approximately RMB 20 billion.

Metaverse

Haidian has developed a comprehensive roadmap for the metaverse across three key pillars: soft and hard infrastructure, core technologies, and demonstration applications. The district leads in AI, hosting nearly 1,000 enterprises, accounting for about two-thirds of Beijing's total. In the blockchain sector, Haidian accounts for 190 registered projects approved by the Cyberspace Administration of China, representing about one-quarter of the city's total. It has also attracted over 100 key enterprises across critical segments in the extended reality (XR) value chain — from XR hardware and operating systems, to computing and transmission, display modules, content creation and rendering, spatial computing, digital-native applications, and digital human avatars.
