Fangshan at a Glance
Fangshan District, located in southwest Beijing, covers an area of 2,019 km2, with a balanced mix of mountains, hills, and plains — each accounting for about one-third of the area. The district has a permanent population of 1.312 million and recorded a regional GDP of RMB 94.89 billion in 2024.
As a key ecological conservation zone and regional collaborative ecological governance area in southwest Beijing, Fangshan holds strategic significance along the Beijing–Baoding–Shijiazhuang development corridor within the Beijing–Tianjin–Hebei region. It also serves as a demonstration zone for scientific, technological, and financial innovation, transformation, and development, and is emerging as an international tourism and leisure destination blending historical culture with geological features.
Building on four key strengths — robust scientific and educational resources, diverse cultural heritage, abundant ecological assets, and pioneering grassroots governance — Fangshan is working to establish itself as a cultural district rooted in science and technology and education, while developing into a new industrial city centered on new-quality smart manufacturing.
In 2024, Fangshan posted the fastest growth in science services revenue citywide. It also ranked among the top districts in Beijing in several key indicators, including fixed-asset investment, construction and installation investment, construction output, net income of financial institutions, and software and information service revenue.

Regional Highlights
Functional Zone Development
Fangshan adopts a “1+3” functional zoning framework to guide its development. The “1” refers to the center of Fangshan New City, envisioned as a new engine for innovation-driven development, whereas the “3” includes the Beijing High-End Manufacturing Base, Beijing Green Energy and New Materials Industrial Base (Yanhua Area), and the Changyang Leisure and Business District. These zones serve as highlands for advancing industrial development across the region.
High-End, Precision, and Cutting-Edge Industries
Fangshan is anchored by two pillar industries — green energy and new materials — and supported by two specialty industries: intelligent manufacturing and smart medical engineering. This, combined with R&D strengths of the Liangxiang University Town and strong production capabilities at the Beijing High-End Manufacturing Base, shapes a new development model integrating R&D with manufacturing, positioning Fangshan as a new player in Beijing's high-end manufacturing landscape.
Comprehensive Urban Capacity
Education
Fangshan has brought in 26 high-performing educational institutions including Beijing Primary School, Huang Chenggen Primary School, and Zhongguancun No. 3 Primary School, as well as middle and high schools like the Tsinghua University High School, Beijing No. 2 High School, Beijing No. 4 High School, Beijing No. 8 High School, Beijing No. 12 High School, and Beijing National Day School. It also includes institutions for teacher training, such as Haidian Teachers Training College, and comprehensive schools like Yuxin School Affiliated to Capital Normal University.
Healthcare
Fangshan is accelerating the development of the Fangshan branch of Xuanwu Hospital. At the same time, it is working to complete the interior of the new branch of Fangshan Hospital of Beijing University of Chinese Medicine and to finish the main structure of the Beijing BOE Hospital by year's end.
Transportation
Fangshan is served by the Fangshan Line and Yanfang Line of Beijing Subway and the Sub-Center Line of Beijing Suburban Railway. The district is also connected by several major expressways, including the Beijing–Xiong'an Expressway, the Beijing–Hong Kong and Macao Expressway, and the 6th Ring Road, allowing for one-hour travel to the Beijing Sub-Center and the Xiong'an New Area.
Business Environment
Upholding the principle that “everyone contributes to the business environment,” Fangshan is dedicated to delivering top-tier services to businesses. Building on its hallmark “Fangshan Efficiency” (e.g. construction begins upon land acquisition and property certificates are issued upon delivery), the district is advancing toward “Fangshan Quality” — setting benchmarks in services standard and quality — as it builds a reputation for top-tier, all-around business services.

With industry leaders such as HyperStrong, WELION New Energy, and XYZ Storage, Fangshan District is accelerating the development of its new-type energy storage industry and steadily advancing demonstration projects to promote adoption and impact.
New Materials
As the only new materials industrial cluster in Beijing, Fangshan is leveraging the city's China Energy New Energy Industry Investment Fund valued at RMB 10 billion to foster and attract leading enterprises across the entire value chain, with a focus on advanced base materials, critical strategic materials, and cutting-edge new materials.
Smart Manufacturing
With a focus on smart emergency and modern transportation equipment, Fangshan is actively expanding use cases for emergency response technologies. The district is accelerating key projects led by industry leaders such as EHang and Flightwin-Innovation Technology to advance the development of a low-altitude safety and emergency industrial park.
Smart Medical Engineering
Fangshan is fostering a smart medical engineering industrial cluster, expediting the development of the BOE Life Science and Technology Industrial Base and facilitating the local commercialization of innovations from the medical engineering research arms of the Beijing Institute of Technology and Beihang University — paving the way for a new industrial hub in the capital. The district is also tapping into the academic strengths of Beijing Technology and Business University in cosmetic science to explore new growth drivers in the beauty economy.
