Chaoyang at a Glance

Situated in eastern Beijing, Chaoyang District is the city's largest and most populous urban district, positioned as a world-class central business hub, a center for international exchange in science, technology, culture, and sports, a vibrant cluster for international communities, and a dynamic zone where cultural creativity meets technological innovation. Covering an area of 470.8 km2, Chaoyang is home to 3.439 million permanent residents and, in 2024, recorded a regional GDP of RMB 923.01 billion.

As a major gateway for Beijing's global engagement, the district hosts nearly all of foreign embassies in China, 90% of international media agencies, 80% of international organizations and chambers of commerce, over 70% of foreign-invested enterprises and regional headquarters, 65% of foreign financial institutions, and half of all foreign residents in the city.

Chaoyang has also developed a diverse economic structure dominated by finance, leasing, and business services, supported by high-tech and cultural and creative industries, and propelled by future industries such as the metaverse, digital healthcare, and data-driven industry.

Four Pillar Industries

Finance

Chaoyang is home to one of the most concentrated clusters of international financial resources. Its CBD houses over 1,200 licensed financial institutions, including more than 300 foreign-invested entities, accounting for over 40% of Beijing's total. It also offers comprehensive financial licensing coverage across the full spectrum of services.

Major international institutions in the district include foreign banks such as Deutsche Bank and Hana Bank; automotive finance companies like BMW, Toyota, and Volvo; reinsurance companies including Swiss Re, Munich Re, and SCOR; and all three global credit rating agencies — S&P, Moody's, and Fitch. The district also hosts the China representative offices of major international financial organizations, including the International Monetary Fund, the World Bank, and the Asian Development Bank.

Looking ahead, Chaoyang will work to strengthen its ecosystem of international financial institutions and further expand financial opening-up. Efforts will center around five key areas: sci-tech finance, green finance, inclusive finance, pension finance, and digital finance, aiming to build a diversified financial landscape aligned with the CBD's functional positioning and develop Chaoyang as an internationally competitive financial hub with distinctive Beijing characteristics.

Business Services

Chaoyang is rapidly emerging as a powerhouse in the business services headquarters economy. The CBD is home to over 50,000 business service institutions, contributing approximately 24% of the area's total tax revenue. It also hosts more than 230 Fortune Global 500 companies and 120 regional headquarters of multinational corporations — both accounting for nearly half of Beijing's total.

Furthermore, the district attracts 9 of the world's top 10 law firms (e.g., Baker McKenzie, Allen & Overy), 8 of the world's top 10 consulting firms (e.g., McKinsey, Boston Consulting Group, Roland Berger), 8 of the leading 10 HR firms (e.g., Randstad, LinkedIn), 4 of the world's top 10 advertising agencies (e.g., Dentsu, McCann), and all three global credit rating agencies (i.e., S&P, Moody's, and Fitch).

With strong roots in Beijing, a strategic reach across the Beijing-Tianjin-Hebei region, and nationwide influence, Chaoyang is positioning itself as a leading hub for high-end professional services, a premier cluster of professional service resources, and a pioneer zone for open and innovative business service models — supporting high-quality regional economic development through high-end production factors, diverse formats, and advanced industrial capacity.

Cultural Powerhouse

Under the strong leadership of the Chaoyang District Party Committee and Chaoyang District People's Government, the Working Committee and Administrative Committee of the National Cultural Industry Innovation Experiment Zone have made it a priority to promote the high-quality development of the cultural industry. Guided by the “1234” strategy and the broader goal of positioning Chaoyang as a destination for travel, study, business, work, and residence, the district has remained committed to empowering cultural innovation with technology and driving urban development through cultural vitality.

By advancing the “Culture+” strategy and improving both the modern cultural industrial system and the cultural market system, Chaoyang has made notable strides in advancing its high-quality cultural development, significantly contributing to Beijing's vision of becoming a national cultural center, with its national leadership in cultural innovation becoming increasingly prominent.

High-Tech Industries

Chaoyang is a growing hub for cutting-edge industries, including artificial intelligence, digital security, Internet 3.0 (Metaverse), digital healthcare, data-driven industry, photonics and quantum technologies, and integrated circuits.


Pillar Industries in Scientific and Technological Innovation

Industrial Internet

Chaoyang is harnessing the strength of major internet platform enterprises — including Alibaba, Meituan, 58.com, and Douyin — to attract emerging “Internet+” business models across sectors such as consumer services, education, healthcare, transportation, finance, and entertainment, thereby fostering an “Internet+” industrial cluster. The district has also brought in global leaders like Siemens, ABB, and Ericsson, helping to build an industrial ecosystem led by major enterprises and supported by the coordinated development of SMEs.

In collaboration with the China Academy of Industrial Internet, Chaoyang has launched the Beijing Industrial Software Innovation Center. Currently, the district hosts nearly 800 enterprises across the industrial internet value chain, covering key segments including basic hardware manufacturing, software development, platform construction, system integration, data analytics, and intelligent applications.

Artificial Intelligence

In 2024, Chaoyang issued its Three-Year Action Plan for Promoting the Innovative Development and Application of General Artificial Intelligence (2024–2026), along with a series of supporting policies. By the year's end, the district had brought together 587 enterprises across the foundational, technological, and application layers of the AI value chain, accounting for more than a quarter of Beijing's total. This included 308 high-tech enterprises and 134 specialized, refined, distinctive, and innovative enterprises. Key platforms such as the AI Space Industrial Park and the Chaoyang AI Agent Innovation Accelerator are also rapidly taking shape, helping to enhance support services and drive industry growth.

Digital Security

Chaoyang has established a digital security cluster centered around the Jiuxianqiao and Wangjing areas, led by cybersecurity giant 360. The district is now home to over 120 digital security companies, including QingCloud Technologies and Chaitin Tech. Their offerings span the full spectrum of cybersecurity — from foundational infrastructure and core technologies to integrated systems and service solutions — creating a robust product ecosystem and a well-structured industry chain.


Frontier Industries of the Future

Internet 3.0 (Metaverse)

In 2023, Chaoyang issued and implemented the Three-Year Action Plan for Internet 3.0 Innovation and Development (2023–2025), along with a series of supporting policies. It has established two municipal-level specialized industrial parks: the Zhongguancun Internet 3.0 Industrial Park and the Beijing Digital Human Base, and is advancing the development of the NetEase (Beijing) Digital Industry Center. The district is now home to over 1,200 Internet 3.0 enterprises, forming a complete industrial ecosystem integrating all innovation-driven production factors — from supportive policies and pilot use cases to specialized industrial parks, industry leaders, and investment capital.

Digital Healthcare

In 2024, Chaoyang released the Three-Year Action Plan for the Innovative Development of the Digital Healthcare Industry (2024–2026). It is now home to more than 200 digital healthcare enterprises, including listed companies such as Alibaba Health and Mediwelcome, as well as innovative drug developers such as Infinite Intelligence Pharma and Zhongke Shangyi Health Technology. The Zhongguancun (Chaoyang) Digital Medical Industrial Park is the first and only dedicated digital healthcare park in Beijing. Other specialized parks under accelerated development include Beijing Smart TCM Valley, Guoyan Life Science and Technology Park, and Beijing Sinopharm Biotech & Health Industrial Park. Together, they form a “dual-core” industrial layout across the northern and southern parts of the district.

Data-Driven Industries

In 2024, Chaoyang released the Action Plan for Implementing “Data Resources X” Campaign to Build an International Data Resources Industry Cluster (Trial). The Chaoyang Data Industrial Park, located in North Star Century Center, is now operational and houses the Beijing International Data Exchange. Chaoyang has also been selected as one of the city's first cross-border data service stations. An intelligent platform for matching data supply and demand has gone live, and the district has built a “One Center, Six Platforms” service system for data resources to deliver full-spectrum, one-stop services to all data-driven enterprises across the entire value chain.

Photonics & Quantum Technologies

Chaoyang is home to over 140 enterprises across the entire integrated circuit value chain. It has established the IC/PIC Innovation Center of Beijing Electronic Zone High-Tech Group — Beijing's first innovative demonstration park integrating both integrated circuits and photonic integrated circuits. It has also built an ecosystem featuring “one incubation base, three centers, one platform, one service system, one industry alliance, and one dedicated fund. Nearly 50 high-potential enterprises in integrated circuits and photonic quantum technologies have established operations here, including Digital Optical Core, Photoncounts, Meritech, CVITEK, and QBoson.

Aerospace Information

With a strong foundation in the communications industry dating back to the 2G and 3G eras and strengths in the geographic information industry, Chaoyang has partnered with top research institutions, including the Institute of Geographic Sciences and Natural Resources Research and the Aerospace Information Research Institute of the Chinese Academy of Sciences to advance the development of its aerospace information industry. By integrating resources from over 100 geographic information enterprises — such as SuperMap and EV-Image — and leveraging the brand influence of the Zhongguancun Chaoyang Park National Geographic Information Service Export Base, the district is actively turning momentum into innovation, driving industrial growth.

Next-Generation Display

Tapping into its pioneering role and resources, Chaoyang is spearheading the development of the next-generation display industry, powered by industry leader BOE Technology Group. Plans are underway to establish an industrial innovation center, platforms for collaboration between industry, academia, and research institutions, and bases for international cooperation. In addition, the district will establish shared technology platforms for optical simulation and reliability testing. By advancing applications such as XR virtual production and UHD video, Chaoyang aims to accelerate commercialization and cultivate a robust industrial cluster that spans content creation, hardware development, and practical applications.

Consumer Services

Chaoyang stands at the forefront of consumer activity and lifestyle trends, serving as a key driver in Beijing's development as an international consumption center. It leads the city in total retail sales of consumer goods, the number of first-opening stores, and the number of tax-refund and instant tax-refund retailers. Nearly 40% of Beijing's “Night Beijing” landmarks are located in Chaoyang, with the Liangma River International Style Waterfront designated as a national-level premier hub for nighttime cultural and tourism consumption. From culture and tourism to fashion, sports, and the arts, Chaoyang is integrating diverse consumer experiences to shape a vibrant commercial ecosystem valued in the hundreds of billions of yuan.
