BDA at a Glance

Located in southeastern Beijing, the Beijing Economic-Technological Development Area (BDA) spans a land area of 225 km2, and plays a key role in advancing four of China's national strategic priorities: integrated circuits, information security, autonomous driving, and basic data systems pilot zone. It is home to nearly 100,000 businesses and hosts 160 projects backed by 105 Fortune Global 500 enterprises, leading all state-level economic and technological development zones in the number of state-level specialized, high-end, and innovation-driven“Little Giants.”

In 2024, BDA's GDP exceeded RMB 300 billion, and its industrial output surpassed RMB 600 billion for the first time. It is the only zone in China that enjoys the combined preferential policies of six major national-level designations: State-Level Economic and Technological Development Zone, National High-Tech Zone, Zhongguancun National Independent Innovation Demonstration Zone, Integrated National Demonstration Zone for Greater Service Sector Openness, Pilot Free Trade Zone, and Comprehensive Bonded Zone. With this rare policy advantage, BDA has stayed in the first echelon in both development quality and scale among its peers nationwide.

Business Environment

BDA has rolled out a range of multiple “minimum approval” and “optimum service” measures to deliver high public satisfaction and a tangible sense of benefit for businesses, thereby strengthening the “E-Town Service” brand. It is the first in Beijing to pioneer key administrative reforms, including the “notification-and-commitment” approval system, standardized industrial land use, the “chief approval officer” responsibility system, “one single license for any line of business,” “one license for all services,” and “single-license for multi-location business”— enabling operations upon registration and construction upon land acquisition.

To support enterprise growth, BDA has also formed 35 tagged, quantitative criteria covering economic contribution, spillover effects, investment impact, growth potential, market value, and more, and paired key enterprises with dedicated service representatives who provide prompt responses and personalized, one-stop support.

Education

BDA is actively building the “Studying in E-Town” brand by developing a full-spectrum education system from kindergarten to high school, attracting institutions including Beijing National Day School, Beijing No. 2 High School, the High School Affiliated to Renmin University of China, and Beijing Jianhua Experimental School to establish campuses in the area. It also features international schools and bilingual kindergartens that offer global teaching philosophies, diverse curriculum options, and exceptional faculty, meeting the diverse learning needs of children of high-level talents.

Healthcare

With a total of five tertiary medical institutions, BDA has established a tiered medical service network that integrates major general and specialized public hospitals, high-quality private medical providers, and community-level healthcare service centers.

BDA has delivered over 18,000 public rental units for talents, more than 3,600 government-subsidized rental units, and over 3,000 joint-ownership homes.

Commerce

Positioned as a city-level commercial district in southeastern Beijing, BDA has introduced and cultivated a dynamic retail landscape. Landmark complexes including Sam's Club, Paradise Walk, Han's Plaza, and Lippo Plaza together contribute to over 1 million m2 of high-end commercial space.

BDA is consolidating and expanding its four pillar industries: next-generation information technology, high-end automobiles and new energy intelligent vehicles, biotechnology and One Health, and robotics and intelligent manufacturing.

BDA is also strategically positioning itself in six future industries: future information technology, future healthcare, future manufacturing, future energy, future materials, and future aerospace.

Next-Generation Information Technology

BDA has completed BOE's first high-generation liquid crystal display panel production line (8.5th generation production line) in the Chinese mainland, and has supported the mass production of its B20 project, a 6th generation new semiconductor display device production line — spurring the development of an industrial cluster comprising upstream and downstream enterprises such as TPV and Corning.

The area has also established the Beijing Institute of Future Information Technology and the Beijing 6G Laboratory to step up R&D efforts in technologies including ultra-wideband terahertz communications and secure wireless networks, forming an industrial cluster around industry leaders such as ZTE and Hongshan Technology.

High-End Automobiles and New Energy Intelligent Vehicles

With a focus on electrification, intelligence, and connectivity, BDA is advancing the coordinated development of smart city infrastructure and intelligent connected vehicles through a strategic framework centered around “one hub and four bases": the Intelligent Connected Vehicle Innovation Hub, the Automotive Industry Headquarters Base, the Cutting-Edge Technology R&D Base, the High-End Manufacturing Demonstration Base, and the Comprehensive Industrial Support Base — laying the foundation for its vision of an Intelligent Automotive Manufacturing Town.

Today, the district hosts a robust industrial ecosystem comprising a high-end automotive industrial system led by Beijing Benz, a new energy vehicle industry system represented by Xiaomi EV and Beijing Electric Vehicle (BJEV), and an intelligent connected vehicle industry system spearheaded by China Intelligent & Connected Vehicles (Beijing) Research Institute Co., Ltd. (CICV) .

Biotechnology and One Health

BDA is concentrating resources in niche fields such as AI-powered drug development, medical imaging, surgical robotics, and implantable and interventional medical devices, driving the full-scale development of BioPark. It has facilitated the establishment of all six centers under the National Medical Products Administration, and attracted the innovation centers of six global pharmaceutical leaders, including Pfizer and Eli Lilly.

Today, the area hosts close to 5,000 enterprises spanning the entire biopharmaceutical value chain — from chemical drugs and biologics to modernized traditional Chinese medicine, next-generation vaccines, high-end medical devices, and third-party service platforms. Prominent players include Bayer, Sanofi, Tong Ren Tang, the National Institute of Biological Sciences Beijing, SinoCellTech, GE Healthcare, and Pharmaron.

Robotics and Intelligent Manufacturing

BDA has put into operation the National and Local Co-Built Embodied AI Robotics Innovation Center, unveiling “Tiangong,” the world's first full-sized humanoid robot powered entirely by electric drive, at the Beijing E-Town Half Marathon. It has also introduced China's first standard system framework for humanoid robots built around comprehensive task execution capabilities, opened Beijing's only incubation base for future humanoid robotics industry, and established the National Robot Test and Assessment Center (Headquarters) Beijing Evaluation Center.

By supporting the development of public service platforms such as www.mymooo.com and the Jiangfeng Precision Machining Center, and attracting leading robotics enterprises including Ubtech and Xiaomi, BDA has gathered over 100 robotics enterprises — forming one of China's leading robotics industry clusters. Over the next two years, this cluster is expected to drive the deployment of over 10,000 robots across nine major application areas, including high-end manufacturing and education, generating a projected market value of approximately RMB 5 billion.
