On the afternoon of November 1, 2021, Yang Jinbai, Vice Mayor of Beijing, attended the special report meeting by Beijing Investment Promotion Service Center on "2021 Summary of Investment Promotion in Beijing City and 2022 Key Work Arrangement". As Mr. Yang emphasized, the first thing is to further strengthen the investment promotion. It involves a more coordinated business and investment attraction process, and a more improved system for indicators of expectation management in districts and economic development zones. Meanwhile, we should carry out globally influential and practical business and investment attraction activities for city-level brands. With properly arranged major projects of business and investment attraction in Beijing, we should coordinate the process of problem-solving and make efforts in supplementing and bottoming up the dispatching work system of other municipal projects in the city. Second, we need to provide better services for enterprises. It is necessary to concentrate on meeting enterprises' needs to enhance their sense of gain, and reinforce the mechanism of services for them by identifying responsibilities and making practical and unremitting efforts for it. Third, we should also make efforts in optimizing the business environment. By taking advantage of the "12345" hotline that directly faces the enterprises, we can receive and collect advice and complaints about improving and optimizing the business environment, which will contribute to better conditions for enterprises' growth in Beijing. In addition, summaries and interpretations regarding Beijing's policies on business and investment attraction, as well as industrial policies of different sectors should be carried out more frequently. Meanwhile, the continuing publicity of Beijing's efforts in improving its investment environment should be promoted by promotional videos, publicity materials and other means. Last, we need to focus on some priorities. With thorough investigations, we should give play to various platforms, such as provincial, municipal chambers of commerce in Beijing, to motivate private enterprises to tackle problems like unoccupied buildings. The preparation of investment attraction planning should be properly carried out, with a highlight to the differences between investment attraction and industrial planning of various sectors, thus achieving highly efficient plans. Meanwhile, we should make practical efforts for the Beijing-Hong Kong Economic Cooperation Symposium. With the background and requirement of the "Two Zones" Development, we should recognize the core functions of the Beijing Investment Promotion Service Center, so as to optimize and adjust the responsibility structure of the center's divisions and offices.
