On July 14, 2021, Deputy Director Xu Zongjun was invited to attend and address the 2021 Standing Council of Beijing Association of Enterprises with Foreign Investment (BAEFI).

Xu Zongjun in his speech recognized the work of BAEFI in the first half of 2021 and introduced the development policies and progress pertaining to Beijing "Two Districts" to the President, Vice President, and Council Members of BAEFI. Xu also explained how Beijing Investment Promotion Service Center transformed its function, which was mainly reflected in the following "six aspects of overall planning": first, full implementation of investment promotion projects across the city; second, great attention paid to the coordination and planning of significant projects; third, great efforts made to investment promotion activities; fourth, sound policies rolled out to support investment; fifth, the basic information sharing strengthened to attract foreign businesses and investment; sixth, the cooperation between each district and municipal departments in terms of the proactive planning of investment and ensuing service support respectively.

Finally, Xu gave suggestions on the future work of BAEFI. First, it should earnestly study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially the spirit revealed in his speech on July 1st, and comprehend the Party's line, principles and policies. Learning these is conducive to render BAEFI more market-oriented, law-based, and internationalized, and make it embark on a smooth and stable path. Second, BAEFI needs to make use of its own advantages and actively engage in the construction of "Two Districts". It is proposed that each member enterprise should become the investment ambassador of Beijing, so as to promote enterprises on the industrial chain, supply chain, and ecological chain to enthusiastically participate in the construction of "Two Districts" and enjoy policy benefits. Third, BAEFI should give full play to its role of bridge link and make suggestions on the optimization of the business environment in Beijing. The bridge function is to effectively utilize resources in the domestic market and international market and fully integrate the high-end resources in the two markets, giving rise to the synergy or superposition effects. BAEFI should timely notice the development demands of foreign-funded enterprises and collect first-hand information for Beijing's further opening-up, forming valuable and vital research reports. Fourth, BAEFI is expected to continue to provide high-quality membership services and grow stronger. Beijing Investment Promotion Service Center will continue to work sincerely with all departments to serve the customers.
