On January 16, the Beijing Investment Promotion Service Center held the 2020 Working Conference, which was attended by members of the leading group, all cadres of the organs and affiliated institutions, as well as the heads of investment promotion institutions of all districts (development zones). The meeting carefully summarized the achievements and shortcomings of the work in 2019, clarified the guiding ideology, working ideas and main tasks in 2020, and organized in-depth discussions.

At the meeting, comrade Zhou Xu, secretary and director of the Party group, on behalf of the leading group, made a work report entitled "do our best and work hard to create a new situation in capital investment promotion". Comrade Zhou Xu pointed out that 2019 is the year with the highest density of instructions from municipal leaders on investment promotion work, the year of significant transformation of functions of investment promotion institutions, the year of rationalization and improvement of the party's organizational structure of the Municipal Investment Promotion Service Center, the year of remarkable achievements and growth of cadres and career development of the Municipal Investment Promotion Service Center. The Center thoroughly implements the decisions and arrangements of the CPC Central Committee and the Municipal Government, adheres to the overall working idea of "12345", actively promotes the collaborative work pattern with national investment promotion agencies, municipal economic competent departments and development zones, strives to improve the working mechanism of the investment promotion agencies, resolutely takes on the new responsibility of serving as the housekeeper for key enterprises in the city, and opens up the promotion for the new mode of "two wheel drive" work of high quality projects and high standard service for enterprises, thus, has successfully completed the annual work objectives.

Comrade Zhou Xu pointed out that in 2020, the Municipal Investment Promotion Service Center adheres to the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, shall resolutely implement the work plan of the Municipal Party Committee and the Municipal Government, and firmly seize the important opportunity period for the high quality development of the capital to establish a stable and far reaching future. The Center shall further strengthen the confidence in development, carry forward the revolutionary spirit of ourselves, work hard in internal strength, improve quality and make steady progress. With the goal of "benchmarking the world and building a first-class investment promotion institution and investment promotion system in China", the Center will strive to promote system innovation and finalization, promote the development of public products for investment, build a professional cadre team, and more vigorously promote the capital investment promotion work in the new era to take the lead in the country. The Center shall focus on six aspects: first, improve the theory of investment promotion and establish a standardized work process; second, perform the duties of "housekeeper" and "hotline" at a high level and serve the enterprises at a high standard; third, transform the source structure and efficiency of projects and work hard around the city's projects; fourth, deepen the connotation and highlight the actual effect, and vigorously implement the pattern of collaborative work; fifth, strengthen the construction of government organs and promote the overall improvement of the work; sixth, strive to serve the districts and the development zones and promote the construction of a first-class investment promotion system; seventh, consolidate the educational achievements on the theme of "never forget the initial heart and keeping in mind the mission" and promote the development from strict party governance to in-depth development in an all-round way.

Comrade Zhou Xu stressed that it is necessary to accurately grasp the current development situation domestic, abroad and in Beijing, and deeply understand "six how to look at", namely, how to look at the work achievements in 2019, the great efforts to select and train cadres in 2019, the new service functions of enterprises, the working pattern of investment promotion and synergy, the construction of the Party and its working style, the shortcomings and problems we have. It is also necessary to implement "six how to do", namely, how to implement the guiding principles of 2020, how to do enterprise service work, how to do investment promotion collaborative work, how to do project promotion work, how to do public product development, how to do cadre team construction and working style construction. We should firmly grasp the work requirements and key points, enhance the overall concept, resolutely shoulder the responsibility, and do a good job in all aspects.
