On the morning of December 23, the Municipal Investment Promotion Service Center held a leading group meeting of the Party members to convey and study the spirit of the 11th plenary session of the 12th CPC Municipal Committee. The meeting was presided over by Comrade Zhou Xu, secretary and director of the Party group of the Municipal Investment Promotion Service Center, with the participation of members of the leading group of the Party members of the Center and responsible comrades of relevant departments of the central organ. The meeting focused on the work report and speech spirit of Comrade Cai Qi at the 11th plenary session of the 12th CPC Municipal Committee, and the report of Comrade Chen Jining on the economic and social development of the city. The meeting also made arrangements for further study and implementation of the spirit of the 11th plenary session of the 12th CPC Municipal Committee.

The meeting put forwards the requirements as follows. The Municipal Party committee proposed that we should adhere to Xi Jinping's guidance of the ideology of socialism with Chinese characteristics in the new era, fully implement the spirit of the 19th CPC National Congress, the 2nd, 3rd, 4th plenary sessions of the 19^th CCCPC and the Central Economic Work Conference, thoroughly implement the spirit of General Secretary Xi Jinping's important speech in Beijing, enhance the "Four Consciousnesses", strengthen the "Four Confidence", and achieve "Two Maintenance", adhere to the goal and task of building a moderately prosperous society in an all-round way, adhere to the general tone of seeking progress in stability, achieve a high political position and strong pertinence. We must integrate our thoughts and actions into the decision-making and deployment of the Municipal Party Committee, and use the spirit of the plenary session of the Municipal Party Committee to guide all aspects of the city's investment promotion work.

The meeting pointed out that it is an important task to study and implement the spirit of the 11th plenary session of the 12th CPC Municipal Committee. We should conscientiously convey the spirit of the learning conference, deeply understand the city's work plans and requirements, consciously match the standards and tables with the city's central work, and earnestly enhance the sense of urgency and mission of the work. In accordance with the strategic positioning of the capital city and the requirements of high-quality development, and with the goal of keeping the first-class investment promotion institutions both domestic and abroad, we should vigorously implement the Two-wheel Drive Policy of promoting high-quality projects and high-standard service of enterprises, and serve the high-quality development of the capital's economy at a higher level. We must implement the general requirements of Party building in the new era, further consolidate the main responsibilities of Party governing, insist on putting the party's political construction in the first place, persist in arming the brain with Xi Jinping's socialist ideology with Chinese characteristics in the new era, strengthen the leadership group and cadre team's building, strengthen the grassroots Party organization construction, pay close attention to the construction of the style of work and the construction of a clean government, and provide a solid political foundation for the completion of various tasks with high quality.
