According to the general arrangement of the preparatory work for the 23rd Beijing-Hong Kong Economic Cooperation Symposium and in order to make a good preparatory work for the current Symposium, from July 15 to 19, 2019, the Municipal Investment Promotion Service Center joined organizations such as the Municipal Commission of Development and Reform, the Municipal Commerce Bureau, the Municipal Financial Supervision and Administration, the Municipal Science & Technology Commission, the Municipal Bureau of Economy and Information Technology, the Municipal Commission of Planning and Natural Resources, the Municipal Health Commission, the Municipal Market Supervision and Administration, the Municipal Drug Administration, the Municipal Intellectual Property Office and the Tongzhou District Investment Promotion Bureau to establish a Preparatory Working Group, made exchanges and discussed with relevant government departments of Hong Kong, Hong Kong organizers and sponsors, business associations, enterprises and conference venues in Hong Kong. All tasks have been successfully accomplished.
I. Basic information
During the stay in Hong Kong, the Preparatory Working Group carried out preparatory docking on important activities and special events of the 23rd Beijing-Hong Kong Economic Cooperation Symposium, actively visited business associations and enterprises, promoted the business environment in Beijing and released two-way investment projects.
First, a joint meeting of hosts between Beijing and Hong Kong was held. The Preparatory Working Group held a joint meeting with eight Hong Kong organizers and sponsors, including the Hong Kong Trade Development Council, the Chinese Manufacturers' Association of Hong Kong, the Chinese General Chamber of Commerce, the Hong Kong General Chamber of Commerce, the Federation of Hong Kong Industries, the Hong Kong Chinese Chamber of Commerce, the Hong Kong Chinese Importers' and Exporters' Association and the Hong Kong Chinese Enterprises Association, reported the main contents of the overall plan of the 23rd Beijing-Hong Kong Economic Cooperation Symposium and the preliminary preparations. The conference focused on listening to the opinions and suggestions of the Hong Kong sponsors, and studied and deployed the specific work of inviting enterprises to participate in the opening ceremony, the symposiums and thematic activities, investment project release, contracted project solicitation and so on.
Second, well preparation for and the docking of important activities. The Municipal Investment Promotion Service Center discussed with the Hong Kong Trade Development Council on the details of the important events of the Beijing-Hong Kong Economic Cooperation Symposium, as well as issues regarding personnel invitation, news publicity, security and so on. The Center also communicated with Jingtai Group on the specific preparations for the conference, invitation of distinguished guests and participants, and studied the establishment of regular working exchange mechanism ot the investment promotion between the two places with the Hong Kong Investment Promotion Agency, as well as the main contents of the thematic activities such as the"Belt and Road" Initiative and the expansion of the service industry.
Third, the preparation and docking of thematic activities have been carried out meticulously. In accordance with the established plan, the responsible units of the thematic activities have docked with the relevant institutions in Hong Kong to communicate and coordinate the preparations for the thematic activities. The Municipal Commission of Development and Reform have jointly carried out in-depth exchanges and discussions on the promotion of the "Belt and Road" construction and thematic activities with the Hong Kong Trade Development Council, the Hong Kong Investment Promotion Agency and the One Belt One Road Association of Hong Kong, and have investigated Lenovo Group, Nanming Holding Company, BAIC Group and Industrial Bank and other key enterprises investing in Hong Kong. The the Municipal Commerce Bureau visited the the Hong Kong Trade Development Council, the Hong Kong Investment Promotion Agency, Jingtai Group, the Hong Kong Cross-border Electronic Commerce Association and the Hong Kong Association of Professional and Senior Administrators, etc. The Bureau publicized the new round of comprehensive pilot opening-up of Beijing's services industry, introduced the China International Fair for Trade in Services Conference, and discussed digital cooperation of service trade with the organizers of Hong Kong. The Municipal Financial Supervision and Administration discussed the scheme of financial thematic activities with Financial Services and the Treasury Bureau, Hong Kong Monetary Authority and other departments, and introduced the situation of the expansion of Beijing's financial industry to Hong Kong Exchanges and Clearing Limited (HKEX), Standard Chartered Bank, the Hongkong and Shanghai Banking Corporation Limited (HSBC), as well as the Hong Kong China Financial Association. The Municipal Science & Technology Commission visited enterprises, alliances and universities such as IOT Solution Limited Company, Hong Kong Exchanges and Clearing Limited (HKEX), Hong Kong Science & Technology Parks Corporation, Compass Innovation Alliance, Hong Kong Polytechnic University, Hong Kong University of Science and Technology and City University of Hong Kong to discuss and dock on-site exhibition of VR technology products in Hong Kong and explore scientific and technological cooperation mechanisms between the two places, planning activities for science and technology innovation, and communicating with the Hong Kong Trade Development Council on the exchange of teams to participate in important exhibitions and events between the two sides. The Municipal Bureau of Economy and Information Technology visited the Director's Office of Hong Kong Information Technology and the Hong Kong Software Industry Association to elaborate on the thematic activities for high-quality economic development between the two places with the Hong Kong side through detailed communication. The Bureau investigated enterprises such as Huasheng Tiancheng Hong Kong Branch and Yonyou Software (Hong Kong) Co., Ltd. to learn from advanced experience and conduct in-depth discussions on the needs of both sides. The Municipal Commission of Planning and Natural Resources exchanged with the Hong Kong Professionals and Senior Executives Association, made deep and detailed discussions focusing on the special events on business environment. They also paid on-the-spot visits to the Architectural Services Department of HKSAR and the City Galley of Hong Kong for the selecting of alternative sites for the thematic events. The Municipal Health Commission visited the office of the National Health Commission in Hong Kong, the Hong Kong Department of Health and the Hospital Authority of Hong Kong, reportedd the general plan of the Beijing-Hong Kong Economic Cooperation Symposium, communicated the draft plan of the special theme events on health cooperation, and discussed in details on signing cooperation agreements and on-site visits. The Municipal Market Supervision and Administration and the Municipal Drug Administration held talks with Hong Kong Food and Health Bureau, City University of Hong Kong and Hong Kong Polytechnic University to discuss and exchange special theme events on food and drug safety cooperation. They also paid on-site visits to Renhe Zhongxi Pharmacy, Universal Pharmacy and Wanning Chain Pharmacy to learn from Hong Kong's advanced experience in drug sales management. The Municipal Intellectual Property Office visited departments, institutions and enterprises such as the Hong Kong Intellectual Property Department, the Hong Kong Customs, the Hong Kong Trade Development Council, the Intellectual Property Committee of the Law Society of Hong Kong, the Hong Kong Institute of Trade Mark Practitioners, the Federation of Hong Kong Industries, Hong Kong Start-ups Association Industrial Creation Space, China Patent Agency Co., Ltd. and made full exchanges on thematic activities on cooperation in intellectual property protection and communicated extensively on hot issues of concern to both sides. The Tongzhou District Investment Promotion Bureau held talks and reached a cooperation agreement on the promotion of key projects to settle in Tongzhou with the Hong Kong Headquarters of Lei Shing Hong Limited and CITIC Limited. The Bureau also inspected thetransportation hub project Hong Kong's Sun Hung Kai Properties, and investigated the layered land transfer and zoning management model of "Airport City Terminal Building", as well as the enterprise access standards of office buildings.
Fourth, visited important business associations and key enterprises. The Municipal Investment Promotion Service Center visited the the Hong Kong Chinese Chamber of Commerce, the Hong Kong Chinese Importers' and Exporters' Association, Sino Group, and invited the leaders of the Chamber of Commerce, member enterprises and top executives of the Group to attend the Beijing-Hong Kong Economic Cooperation Symposium, and also, conducted in-depth exchanges on issues of investment and development in Beijing that the Chamber of Commerce and the enterprises are concerned about, and on actively attracting enterprises to invest in Beijing. At the same time, they also excavated the project information and exchanged the key projects.
Fifth, paid on-the-spot inspection of the conference venues and actively implement detailed arrangements for venues, conferences, security, etc. The City Investment Promotion Service Center led the team and organized the units of the special theme events to make inspections focusing on the Conrad Hong Kong Hotel, Hong Kong Island Shangri-La Hotel and Hong Kong Convention and Exhibition Centre, one by one studied and confirmed the details of the schedule, meeting venue and security. At the same time, the Center also inspected the alternative venues of the Beijing-Hong Kong Economic Cooperation Symposium.
Sixth, carried out publicity and promotion, and released high-quality two-way investment projects. With the opportunity of organizing joint meetings of the sponsors and the visiting of institutions, business associations and enterprises, the Municipal Investment Promotion Service Center actively marketed the New Beijing, publicizing the business environment and related industrial policies of Beijing, and distributed publicity materials such as the Beijing Investment Guide and the 2019 Beijing Foreign Investment Development Report on the spot. The first batch of 25 bidirectional investment projects were carefully released, and two-dimensional codes were added to design in order to make convenience for Hong Kong guests to download and view.
II. Major gains of docking in Hong Kong
First, the Hong Kong business community is enthusiastic and looking forward to actively participating in the Beijing-Hong Kong Economic Cooperation Symposium. Hong Kong people from all walks of life have fully affirmed the rich content design and thoughtful agenda arrangement of the Beijing-Hong Kong Economic Cooperation Symposium, and have expressed that they will actively participate in relevant activities. Particularly at the joint meeting, the sponsors made positive speeches on their respective areas of concern, ways of cooperation and participation in the preparation of the thematic activities. The relevant thematic units, such as the the Municipal Science & Technology Commission, the Municipal Financial Supervision and Administration, the Municipal Intellectual Property Office also responded accordingly. Despite the successful conclusion of the joint meeting's agendas, the various units still have no intention to put an end to it and continued to communicate and exchange for a long time on relevant topics after the meeting.
Second, actively promoted the preparatory work and laid a good foundation for the organization of follow-up activities. Before going to Hong Kong, the office of the Preparatory Committee made full preparations and careful arrangements to assist the responsible units of various thematic activities to implement their work plans and docking contents, held special pre-trip meetings to clarify the responsibility system of the head of the delegation and set up temporary Party branches, which further strengthened political and organizational discipline. During the stay in Hong Kong, the Preparatory Working Group carried out the overall preparatory tasks with the Hong Kong sponsors, and clearly refined the contents of the thematic activities, conducted on-the-spot inspection of the conference venues, implemented specific conference arrangements such as site allocation, layout and site security, and held a summary meeting of the work in Hong Kong to summarize the situation of the docking work. After returning to Beijing, the responsible units of the thematic activities submitted a summary of their work in Hong Kong on time, and actively improved the implementation plan of the thematic activities.
Third, jointly carried out visits and exchanges to further enhance the pertinence and effectiveness. The Municipal Investment Promotion Service Center visited the Hong Kong Investment Promotion Agency jointly with the Municipal Commission of Development and Reform and the Municipal Commerce Bureau, visited the the Hong Kong Chinese Chamber of Commerce jointly with the Municipal Commerce Bureau and Tongzhou District Investment Promotion Bureau, and visited the Hong Kong Trade Development Council and Jingtai Group jointly with the Municipal Commerce Bureau. Through the joint visits of all parties' gathered resources, it is conducive to close communications with relevant departments, chambers of commerce and enterprises in Hong Kong, to the construction of a collaborative and effective investment promotion mechanism, and to the strengthening of publicity and promotion, and the mining of high-quality project information.
III. Work arrangements of the next stage
According to the preparatory work plan, the next step of the office of the Preparatory Committee is to focus on the following tasks. The first is to summarize the work of this trip to Hong Kong, to further improve the implementation plan of important activities and thematic activities according to the work situation and negotiation results of each member unit's docking work in Hong Kong. The second is to coordinate the convening of a report meeting on important activities and to research and deploy protocol arrangements, the invitations of conference, conference organization, news publicity, security and other relevant preparatory work. The third is to coordinate the convening of special events programme reports to supervise the implementation of various special events. The fourth is to do a good job in promoting two-way investment projects in Beijing and Hong Kong, solicit and issue high-quality two-way investment projects, and actively promote a number of major bidirectional investment projects to be signed at the meeting. The Fifth is to invite all relevant units to cooperate closely and work together to complete the whole work successfully.
