What is the process for changing a wholly foreign-owned enterprise into a Sino-foreign joint venture?

The enterprises can log in to the Beijing Enterprise Registration E-window Service Platform (website: https://ect.scjgj.beijing.gov.cn), access the “Corporate Services” to handle business change online, or visit the registration authority in person to process it. 

Required documents for the change include: 1. Company Registration (Filing) Application Form; 2. A resolution or decision to amend the company's articles of association; 3. The company's articles of association or the amendment to the articles of association; 4. Copies of approval documents or permits (if the change requires to report for approval by laws, administrative regulations, or decisions of the State Council); 5. The original and copy of the business license; 6. The share transfer agreement or share transfer certificate signed by both shareholders; a copy of the new shareholder's qualification document or natural person identification. If changing a natural person shareholder, the proof of payment or tax declaration related to personal income tax associated with the share transaction shall be submitted.
