Article 8: The evaluation and recognition of excellent SMEs in Beijing adhere to the principles of openness, fairness, and impartiality. The process implements a notification and commitment system and involves public solicitation, voluntary application, online submission, online review, and on-site inspection.
The gradient cultivation platform for excellent SMEs (https://zjtx.miit.gov.cn/) serves as the application and review platform for the evaluation and recognition of excellent SMEs in Beijing. SMEs meeting the conditions can log in to the cultivation platform to fill in the required enterprise information and submit corresponding materials.
The platform is constructed by the Ministry of Industry and Information Technology, while the Municipal Economic and Information Technology Bureau and district-level authorities manage respective accounts and permissions.
Article 10: The recognition process for Beijing SMEs utilizing specialized and sophisticated technologies operates on an open, year-round application basis with quarterly reviews. Each application cycle begins at 0:00 on the first day and concludes at 24:00 on the last day.
District-level authorities organize applications. Innovative SMEs listed in the public announcement can apply via the cultivation platform based on their industrial and commercial registration locations.
During the application cycle, district authorities evaluate application materials and supporting documents against the recognition standards, conduct on-site inspections, and submit evaluation conclusions and recommended enterprise lists within the first ten working days of the next quarter.
The Municipal Economic and Information Technology Bureau verifies the recommended enterprises from each district, provides feedback on the verification results and reasons for rejections, and publicizes the verified enterprise list.
During the public announcement period, district authorities address inquiries related to enterprise appeals. Enterprises facing no objections during the public period will be officially recognized as Beijing SMEs that use specialized, sophisticated technologies, with certificates and plaques issued by the Municipal Economic and Information Technology Bureau.
