Beijing, as China's primary hub for automotive innovation and key production base of the industry, has established a nationally leading new energy intelligent connected vehicle (ICV) industrial system. It focuses on developing ICV whole vehicles, smart infrastructure and key components, and intelligent mobility services. Hosting 30% of China's university automotive laboratories, Beijing's National New Energy Vehicle Technology Innovation Center built the country's first full-category, multi-tiered, and full-capacity automotive-grade chip testing platform with globally leading testing capabilities. Beijing pioneered China's first high-level autonomous driving pilot zone, completing its city-scale engineering testing platform version 3.0, covering 600 km² across the Beijing Economic-Technological Development Area, Tongzhou District, and Shunyi District. It leads in cross-provincial policy standardization and demonstration application interoperability, driving toward a globally influential ICV industrial hub.

Beijing concentrates ICV development in Haidian District, Shunyi District, the Beijing Economic-Technological Development Area, and Fangshan District. Haidian District, with Zhongguancun Science City as its focus, is home to numerous universities and research institutions, providing strong intellectual and technological support for industrial development. Shunyi District has formed an industrial ecosystem led by research and development (R&D) and design on the basis of whole vehicle and core component manufacturing, and this ecosystem has extended to business forms such as auto finance, auto sales, exhibition experience, shared mobility, and unmanned driving. As the core area of the Beijing-Tianjin-Hebei ICV cluster, the Beijing Economic-Technological Development Area has established a high-end automobile and new energy vehicle industry system represented by Beijing Benz Automobile (BBAC), BAIC, and Xiaomi Auto. It has gathered ICV enterprises represented by Pony.ai and WeRide, as well as hundreds of well-known component enterprises such as CATL and BHAP. Relying on the Beijing High-end Manufacturing Base, Fangshan District is home to automobile manufacturing enterprises such as Changan Automobile Beijing Co., Ltd.
