Sci-tech services represent a pivotal high-end, sophisticated and cutting-edge industry and one of Beijing's three trillion-level industrial clusters, serving as a crucial engine for economic growth and a cornerstone of its high-end, sophisticated and cutting-edge industrial system. Beijing hosts China's largest technology trading platform — China Technology Exchange — and leads nationally in venture capital markets and tech company incubation ecosystems, with one-third of national startup investment activities concentrated in Zhongguancun. The city offers comprehensive sci-tech services resources, leading all Chinese cities in the number of national key laboratories, state-level incubators, intellectual property agencies, and inspection, testing, and certification institutions. With industrial scale ranking first nationally, Beijing accounts for 10% of China's tech service enterprises, generates 20% of industry revenue, and contributes over 30% of profits.
In terms of industrial planning, Beijing prioritizes development in the "Three Cities and One Area" (Zhongguancun Science City, Huairou Science City, Future Science City, and Beijing Economic-Technological Development Area) and its sub-center, forming well-positioned, rationally distributed industrial clusters featuring coordinated development. In 2024, sci-tech services contributed approximately 12% to Haidian District's GDP, ranking as its second-largest supporting industry. Huairou District, centered around Huairou Science City, hosts major research facilities including the High Energy Photon Source (HEPS), Beijing Electron-Positron Collider II (BEPCII), China Spallation Neutron Source (CSNS), Beijing Electron-Positron Collider (BEPC), Beijing Spectrometer (BES), and gathers research institutes such as the Chinese Academy of Sciences (CAS) Institutes of Physics, Chemistry, Mechanics, Automation, and Geology and Geophysics. Supported by multiple universities, Huairou hosts over 30 above-designated-size sci-tech services entities.
