Beijing stands as the global core engine for next-generation 6G communication technology standard-setting and industrial ecosystem development. With forward-looking strategic planning and systematic innovation capabilities, it is the country's first city to achieve breakthroughs in 6G integrated sensing-communication-computing-intelligence test networks; establish space-air-ground integrated testing environments; release provincial/municipal-level 6G development plans; secure the 3rd Generation Partnership Project (3GPP) international standard project approvals; and construct a comprehensive 6G industrial chain collaborative innovation system. Leading global 6G fundamental research paper output and patent applications for three consecutive years, Beijing has become the global 6G technology source and industrial innovation hub, continuously strengthening its influence in international communication technology.

Regarding industrial planning, Beijing focuses its industrial layout in Haidian District, Changping District, and the Beijing Economic-Technological Development Area. Haidian District, as a key northern area in Beijing, hosts communication disciplines in 16 universities under the Double First-Class Initiative (which refers to first-class universities and first-class disciplines), with over 200 top scholars and 14,000 researchers in this field. It accelerates 6G policy implementation and promotes deep integration of mobile communication technology with artificial intelligence (AI), industrial internet, digital twins, and space-air information networks, among others. Changping District has established a "One Core, Two Wings, and Dual Integration" 6G innovation industrial development layout. By 2030, Changping aims to cultivate over 200 high-tech enterprises and specialized and sophisticated enterprises that produce novel and unique products in communications, achieving approximately RMB 30 billion in 6G-related industrial scale. The Beijing Economic-Technological Development Area serves as a major hub for 6G enterprises, housing industry leaders like Beijing Hongshan Information Technology Research Institute Co., Ltd. It achieves globally leading results in ultra-high-speed long-distance transmission and wireless-wired convergence technologies, maintains international leadership in space-air-ground integrated communication and 6G endogenous network security, and sets world records in core technologies concerning fields such as millimeter wave, terahertz, and laser-wireless collaborative communication.
