The Beijing Investment Promotion Bureau, a public institution directly managed by the People's Government of Beijing Municipality, is responsible for attracting business and investments and delivering specialized services to facilitate investment promotion. It undertakes the following main responsibilities:

1. Business and investment attraction. Formulating Beijing's medium- and long-term plans for attracting business and investments, publicizing and presenting the Beijing's investment environment, hosting a variety of specialized investment promotion events both domestically and internationally, facilitating domestic and foreign investors and enterprises to invest in Beijing, and promoting the implementation of high-end, precision and sophisticated projects that align with the strategic positioning of Beijing as the national capital and development priorities for key industries in Beijing; innovating approaches to attracting business and investments and advancing digital transformation in this field; guiding and coordinating investment promotion work across all districts in Beijing (including the Beijing Economic-Technological Development Area).

2. Enterprise services. Providing domestic and foreign investors and enterprises with consulting services on Beijing's investment policies and environment; offering daily liaison, coordination, and problem-solving services to enterprises covered by Beijing's municipal-level “Service Packages;” delivering consultation and services to facilitate enterprise growth in Beijing via the “12345” enterprise service hotline.

3. Outbound investment services. Supporting Beijing's efforts in further opening-up, the Belt and Road Initiative, and international cooperation, leveraging Beijing's channels and resources both outside the city and abroad to support Beijing-based enterprises in “going global,” expanding outbound investment, engaging in international economic and trade cooperation, promoting two-way investment, and fostering enterprise development.
