FBD Registers Rapid Development, Powered by "Finance plus Sci-tech"

Beijing Lize Financial Business District (FBD) is a key functional area in the newest round of action plans for the high-quality development of southern Beijing. The FBD is also the only large-scale centralized construction area within the Third Ring Road. By actively implementing the "Income Doubling Plan" and the "Partnership Plan", the FBD will focus on the development of digital finance, inclusive finance, industrial finance, green finance, and other similar areas, aligning itself with the rising innovative edge of "Finance plus Sci-tech". Unleashing the momentum of high-quality development in Fengtai District, and as a representative of the new era, the FBD will embody "Fengtai speed, Fengtai efficiency, and Fengtai Quality".

Highlights

Construction 

An area of 1.9 million square meters in the south part of the FBD has been put into use, with a current occupancy rate of 81 percent. The year 2023 is expected to see an additional office space occupation of 170,000 square meters.

Ecology

FBD planning has assigned a total area of 2,808 mu (187 hectares) for green space and waters, and 5 major city park clusters. 852 mu (56.8 hectares) of green space has already been opened to the public, with another 157 mu (10.4 hectares) to be added by the end of this year.

Industry

As of the end of July 2023, a total of 1,060 enterprises have been settled in the FBD, including 474 financial enterprises and 440 emerging financial enterprises (accounting for 92.8 percent of settled financial enterprises overall). There are also 284 science and technology enterprises. It is expected that by 2024, the number of enterprises in the FBD will exceed 1,200.

Facilities

The FBD has planned to host nine high-end hotels and two shopping complexes. At present, two five-star hotels and two commercial complexes have been put into operation. In addition, the junior high department of two schools in the business district successfully enrolled candidates as of September last year, with their elementary departments starting enrollments this year.

Building a New International Business District

The FBD has moved in leaps and bounds from its initial foundational building period. Driven by key projects, it has continuously improved its supporting facilities.

At present, an area of 1.9 million square meters in the southern part of the FBD has been put into use, with an occupancy rate of 81 percent. At the beginning of this year, Lize International Financial City officially entered its project launching stage, with a total scale of about 1.6 million square meters. Lize International Financial City plans to become a global vitality center featuring offices and leisure areas, aiming to further attract multinational financial institutions, high-end business headquarters, and other international enterprises and to accelerate the creation of financial sector clusters within Lize.

Simultaneously, following completion the Lize City Terminal will connect the FBD to five subway lines: Line 11, Line 14, Line 16, Lize-Financial Street Line, and Daxing International Airport Express, forming a a five-line transportation hub. Via the city terminal, passengers can handle check-in procedures and baggage check-in. It takes only 20 minutes to reach Beijing Daxing International Airport, promoting connectivity between the FBD and the world, creating an internationalized financial business district, and assisting Lize in becoming a new gateway for international exchanges.

In addition, the FBD is adjacent to three high-speed rail stations: Beijing West Station, Beijing South Station, and Beijing Fengtai Station. Subway Lines 14 and 16 have already been opened. As of now, four roads including the Southern Extension of South Xizhan Road and Jinze Road have been opened, forming a comprehensive transportation network in the southern part of Lize. Well-connected transportation infrastructure provides convenience for businesses in the district as well as residents in surrounding areas.

Boosting the "Oxygen Level" of the Business Environment

In July of this year, the FBD was named a 2022 National Green Low-Carbon Model Case (Park Category), making it the only park in Beijing to receive such an award. The FBD has always aimed for the lowest carbon intensity, with 100 percent of new buildings being green buildings. It has gradually become a benchmark for low-carbon demonstration in high-quality development regions both domestically and internationally.

As a "Beijing Green Ecological Demonstration Zone," the FBD has a planned total area of 2,808 mu (187 hectares) of green space and bodies of water, creating five major urban park clusters, with a total of 852 mu (56.8 hectares) of green space being opened to the public. An additional 157 mu (10.4 hectares) of green space is planned to be added by the end of 2023.

The integration of high-end business and a modern urban forest system is becoming a reality in Lize.

Clustering New Financial and Business Sectors

Rui Insurance has successfully settled in Lize with a registered capital of CNY 56.5 billion, making it the insurance company with the highest registered capital nationwide. Additionally, the global B2B payment infrastructure platform Thunes has established its Greater China headquarters in Beijing. As of the end of July 2023, a total of 1,060 companies have settled in the FBD, including 474 financial enterprises, and 440 emerging financial enterprises accounting for 92.8 percent of financial enterprises along with 284 technology companies.

The Digital Currency Research Institute of The People's Bank of China and the National Digital Financial Technology Testing Center have settled in Lize, successfully hosting two sessions (2021 and 2022) of the China (Beijing) Digital Finance Forum. In the southern D-zone of Lize, a "Digital Fintech Demonstration Park" is being developed, serving as Beijing's designated digital currency trial zone. The "Digital Finance Innovation and Development Alliance" has been established, with more than 20 important financial institutions and companies joining in as the first batch.

Currently, several key financial institutions have also settled in the FBD. The industrial ecosystem and supply chain of "Finance + Technology" in Lize is taking shape, with financial institutions of various types having settled in. This will serve to further promote the clustering of new and modern forms of financial business, aiming to facilitate the burgeoning of a new pattern of financial development in the capital.

The FBD is focused on the layout of the "6552" industrial sectors, including six emerging financial sectors such as banking fintech, insurance fintech, and asset management fintech, as well as five underlying technology sectors such as artificial intelligence and Big Data, five financial professional service sectors such as management consulting, auditing, and accounting, and two infrastructure sectors such as e-CNY and communication services. It is expected that by 2024 the number of enterprises in the Business District will exceed 1,200 and the "Finance plus Sci-tech" ecosystem will have been gradually completed.

Enhancing "Value-added" Services for Enterprises

The FBD is continuously improving its surrounding support facilities, upgrading services for enterprises, and optimizing the business environment. There are also nine high-end hotels and two shopping complexes in its original planning. Currently, two five-star hotels and two commercial complexes have been put into use, including complete cultural facilities, making it a livable and vibrant urban center. As of this past September, the junior high school department of Beijing No.5 Experimental School and Beijing LiZe International Academy have begun to enroll students, and the two schools have begun enrolling students in primary education this year. To create a high-quality "soft environment" for enterprise services, the FBD provides high-quality policy services in areas of funding incentives, housing guarantees, children's education, talent introduction, and transportation, promoting the high-standard development of the FBD through professional and distinctive enterprise services.

At the same time, members of the Lize Federation of Entrepreneurs have been invited to discuss the planning and construction of the FBD. Through events such as the CIFTIS, the Digital Finance Forum, and the EMDC Development and Cooperation Beijing Forum, Lize demonstrates its charm, strengthens the ties between government and enterprises, attracts corporate participation in Lize's development, and builds a "friendship network" for entrepreneurs. Efforts have been made to introduce government services by establishing the Administrative Service Sub-center of the FBD and incorporating relevant departments into the enterprise service system, providing enterprises with "one-stop" services.

The FBD simultaneously improves support facilities for residence, education, healthcare, business, leisure, culture, etc. Its ultimate aim is to create a 24-hour living community with diverse functions and to build a globally influential and vibrant finance city that never sleeps.
