The Beijing Municipal Administration for Market Regulation has issued work plans to further optimize the business environment in the city for four consecutive years. These plans mark the beginning of a new era for the start-up process of enterprises. Entrepreneurs will only need to fill out a single form, submit it through a designated website, have their request processed through a single window, and receive their license - all within just one day. Moreover, the license obtained will be recognized throughout the city.

The Beijing Municipal Administration for Market Regulation has introduced more than 100 key measures in recent years to deepen market access system reform, enhance supervision and law enforcement mechanisms, create a fair market environment for competition, optimize government services, and strengthen law-based management. To help entrepreneurs process applications at one time, Beijing has promoted the mode of "joint processing of business license and relevant permits" to 11 application scenarios such as medical device sales, pharmacies, restaurants, beverage shops, supermarkets (convenience stores), bookstores, outpatient departments, private kindergartens, and accounting firms. This measure enables a more efficient method of obtaining licenses and permits as applicants only need to submit one application and can receive simultaneous approval right before collecting their licenses and permits, reducing the steps that an enterprise needs to go through to a minimum. In addition, the approach has also realized "one completion for all, one change for all and one cancellation for all" in license and related permit issues.
