On May 19, Chinese Premier Li Qiang presided over the executive meeting of the State Council on implementing the overall work plan and recent measures for building a national unified market, with the Implementation Guideline on Furthering the Regular Regulation on the Use of Medical Insurance Funds deliberated and adopted at the meeting.

 

Endeavors need to be made to speed up the construction of a national unified market that is efficient, standardized, fair and open, and boost the unimpeded flow of commodity factors and resources in a wider scope. Thus, we can give full play to China's advantage of having a deep and vast economy, improve the efficiency of resource allocation, further unleash the market potential, and make better use of global advanced resources and factors, providing strong support for the new development pattern and high-quality development, the meeting said. Besides, the meeting stressed the need to further unify thinking, implement our responsibilities, consciously think and work under the context of big pattern, think outside the box and prevent departmentalism. With regard to the prominent issues of local protection and market segmentation in key areas, we need to carry out special governance, and keep a close eye on them to ensure the practical achievements. Greater efforts should be made to deepen reform, further optimize the basic systems of the market economy, including the property rights protection, market access, fair competition, social credit, etc., enhance the systems of incentives and restraints as well as performance evaluation, and perfect the systems and mechanisms adapted to the national unified market.

 

In addition, the meeting emphasized that medical insurance funds are money that people rely on to support them through old age or meet their basic needs. Furthering the regular regulation on the utilization of medical insurance funds is of vital significance to ensure the safe and efficient utilization of funds, standardize medical service and reduce the burden on people to receive medical treatment. We will implement the responsibilities of all parties involved in the utilization and supervision of medical insurance funds, and further intensify the regulatory responsibilities of medical insurance administrative departments, the review responsibilities of medical insurance agencies, the principal responsibilities of self-regulation of designated medical institutions, and leadership responsibilities of industry departments, as well as the regulatory responsibilities of local governments for matters under their jurisdiction. Additionally, we will optimize the regulation of medical insurance funds, carry out the regular oversight, strengthen intelligent monitoring and social supervision, and further consolidate the regulation network of medical insurance funds. Meanwhile, we will deepen the reform of the utilization and regulation of medical insurance funds, summarize and promote the feasible experiences and practices in a timely manner, establish the regulatory mechanism with equal emphasis on incentives and constraints, and stimulate the endogenous motivation of medical institutions to standardize the utilization of medical insurance funds.
