On the morning of May 13, the Standing Committee of the CPC Beijing Municipal Committee held an expanded meeting to convey and study the important speech spirit of Xi Jinping, General Secretary of the Communist Party of China Central Committee, during his inspection in Hebei and the chairing of the symposium on deepening the coordinated development of Beijing-Tianjin-Hebei. Beijing of functions non-essential to its role as China's capital. Efforts should be made to continuously push forward the coordinated development of Beijing, Tianjin, and Hebei, and strive to make it a leading and exemplary area for Chinese path to modernization.

We must prioritize our political standing, always keep in mind our duties and missions, and take proactive measures to vividly translate the blueprint for the coordinated development of Beijing, Tianjin, and Hebei, as envisioned by General Secretary Xi Jinping, into reality. This will contribute to the dynamic practice of Chinese path to modernization.
The meeting highlighted the importance of deeply understanding and firmly grasping the key requirement of relieving Beijing of functions non-essential to its role as China's capital, and further emphasized the need to successfully implement a combination of measures to relieve, rectify, and promote improvement. We must maintain an active and cautious approach, aiming for progress while ensuring stability. We should balance the control of growth and relocation of functions, and give equal importance to reorganization of internal functions and outward relieving of functions. Furthermore, we need to carry out special actions to promote the relocation, rectification, and improvement. We will further control the increase of non-essential functions to Beijing’s role from the source and strictly implement and continuously improve the list of prohibited and restricted industries for new additions. We will continue to relocate general manufacturing companies and consolidate the achievements of relocating regional specialized markets and logistics centers. We will firmly follow the overall national development plan, focus on the relocation of landmark projects, and actively serve and support the transfer of central enterprises headquartered in Beijing, as well as their second-tier and third-tier subsidiaries or innovative business segments to the Xiong’an New Area. We will cooperate with relevant national departments to deepen and improve the policy system for incentivizing and constraining the relocation, and enhance the internal driving force for relocation through market-oriented and rule-of-law means. We will implement a new round of action plans for controlling and regulating the core area, and steadily promote the reorganization of core area functions. We will make overall use of the available space and underground resources resulting from the relocation, prioritizing the protection of central government functions, and supplementing public service facilities.
The meeting emphasized the importance of fully comprehending and implementing the essential requirements for achieving greater success in Beijing's “two new wings” construction. Specifically, this entails promoting the high-quality development of the urban sub-center and providing full support for the development of Xiong’an New Area. In order to achieve these goals, the urban sub-center must handle its relationship with Xiong’an New Area, ensuring an orderly undertaking of functions and populations from the central city area. The “3+1” leading functions should be developed, along with a strengthened service guarantee for Beijing functions of the central city area, thereby achieving co-prosperity between the sub-center and the central city area. The second batch of Beijing’s administrative, enterprise, and public institutions should be relocated to the urban sub-center as soon as possible, freeing up space to strengthen the service guarantee for the core functions of Beijing. Appropriate measures should be taken to manage the relationship with the surrounding areas, with efforts focused on promoting the high-quality development of Tongzhou District and the neighboring Sanhe City, Xianghe County and Dachang Hui Autonomous County in Hebei Province into a demonstration zone. It is crucial to recognize that supporting the construction of Xiong’an New Area is an absolute political responsibility. We should always take supporting Xiong’an New Area as an incumbent political responsibility, and take the implementation of the new round of strategic cooperation agreement between the two places as a traction to build Xiong’an New Area into a high-quality development model.
It’s stressed in the meeting that we need to deeply comprehend and grasp the important requirements of strengthening collaborative innovation and industrial cooperation to further address the issue of regional development imbalance. We should fully leverage our advantages in science and technology and talent, actively promote the construction of international scientific and technological innovation centers and high-level talent highland, and strive to create an important source of independent innovation and a primary source of original innovation in China. We will strengthen the principal position of enterprises in sci-tech innovation and create a favorable innovation ecosystem. We will enhance the efficiency and proportion of the regional transformation of scientific and technological achievements, guide Beijing enterprises in expanding their presence in the Tianjin and Hebei region, and improve the supply chain and industrial ecosystem of enterprises. We will consolidate and expand the foundation of the real economy, focusing on fields such as electronic information, biomedicine, and new energy vehicles, and strive to build world-class advanced manufacturing clusters. We will enhance the leading role of the Beijing and focus on building a modern capital metropolitan area. We will actively promote the construction of transportation and other infrastructure, continue to build a “Beijing-Tianjin-Hebei on rails”, and promote the coordinated development of Beijing airport, inland port, and Tianjin port. We will promote “A Tale of Two Cities” of Beijing and Tianjin, jointly build the Beijing-Tianjin-Hebei National Center of Technology Innovation, and enhance the capacity of scientific and technological innovation-driven growth. We will continue to deepen our support for Hebei, driving better undertakings in areas with the conditions to undertake technology spillover effects and industrial transfers. We will make every effort to optimize the business environment, promote the well-coordinated and inter-connected development of pilot free trade zones, and create a national highland for opening-up to the outside world.
The meeting highlights the significance of comprehensively comprehending and grasping the important requirements of promoting shared prosperity, and further strengthening the sense of achievement, well-being, and safety of the people in the three regions during their coordinated development. Upholding the people-centered approach, we will advance the co-construction and sharing of basic public services. We will intensify employment-oriented policies and facilitate more comprehensive and higher-quality job opportunities in the Beijing-Tianjin-Hebei region. In the fields of education, healthcare, and elderly care, among others, we will deepen the coordinated development across the three regions, foster the expansion of Beijing's top-notch educational and medical resources into Hebei, and promote the prioritized distribution of premium elderly care resources within the area surrounding Beijing. Collectively, we will implement effective post-Winter Olympics heritage utilization to forge the Beijing-Zhangjiakou sports, cultural, and tourism corridor. We will actively push forward the implementation of ecological protection and restoration projects in the northern sandstorm prevention belt, collaborate to combat severe air pollution emergencies, fortify the protection of water sources in Miyun Reservoir and Guanting Reservoir, and construct a green ecological barrier comprehensively.
The meeting calls for a deep understanding and grasping of the important requirements for carrying out thematic education, and further strengthening organizational leadership for collaborative development. We will adhere to the standard of excellence in implementing thematic education, ensuring that it produces practical effects in soul shaping, intelligence improvement, integrity cultivation, and performance promotion. This will further enhance the political and organizational functions of Party organizations at all levels, and provide a strong guarantee for promoting the coordinated development of Beijing, Tianjin, and Hebei. We will fully utilize the role of the Leading Group for Promoting the Coordinated Development of Beijing, Tianjin, and Hebei by the CPC Beijing Municipal Committee and Beijing Municipal People's Government, and increase coordinated efforts. We will continuously improve the coordination mechanism in various fields and at different levels with Tianjin and Hebei, and study the advancement of cross-regional major projects and policy matters.
