On May 3, the last day of the May Day holiday, Yin Li, Secretary of the Beijing Municipal Committee of the CPC, came to the Beijing Social Welfare Institute 1and Beijing Jishuitan Hospital to inspect the work of production safety and fire hazard investigation and rectification. He emphasized that production safety is a major livelihood issue, which matters people's well-being and high-quality economic and social development, and cannot be relaxed in the slightest. All departments and units at all levels should resolutely implement the requirements of the CPC Central Committee, always tighten the string of production safety, with the spirit of extreme responsibility to the people, and promote the special action of large-scale investigation and rectification with a high sense of responsibility, preventing problems from the source and details, fundamentally improving the ability to prevent and resolve risks, and making every effort to ensure the safety of people’s lives and properties, and ensuring the safety of Beijing.

 

Beijing Social Welfare Institute 1 is a large comprehensive elderly care institution that integrates elderly care, nursing, medical care, and rehabilitation. It currently holds over 500 elderly residents. Yin Li visited the control room, mini fire station, and elderly living quarters to inspect the fire equipment, operation of fire doors, and the setup of fire evacuation routes. He pointed out that elderly care institutions are places where elderly people live together, and there should be no room for any mistakes in fire safety work, considering the limited mobility of the elderly. It is necessary to strengthen safety responsibilities, improve fire safety systems, enhance daily safety management, comprehensively identify hidden dangers, rectify problems one by one upon discovery, effectively plug loopholes, and eliminate blind spots. It is important to equip the facility with complete fire equipment, improve emergency plans, regularly conduct fire safety training, fire extinguishing, and emergency evacuation drills, ensuring that in the event of an accident, the response will be immediate and effective. Electrical circuits, gas pipelines, etc. should be regularly inspected and maintained to provide fire safety education and knowledge dissemination for elderly residents, and ensure safe use of fire and electricity.

 

In the outpatient building of the Xinjiekou District at Beijing Jishuitan Hospital, patients and their families move around in an orderly manner. Whether the fire-fighting facilities in the building are complete, how to effectively manage the electrical use of medical equipment, and whether the fire exits are unobstructed... Yin Li thoroughly inquired and inspected one by one, conducting on-site discussions with the hospital and fire department leaders to further improve the capacity for safety precautions. He pointed out that hospitals are critical areas for fire safety and must strictly fulfill their responsibilities and should focus on prevention and prioritize early intervention. By considering the actual situation of the hospital, a comprehensive approach involving technical measures and human prevention should be implemented to enhance the monitoring of safety hazards and conduct dynamic inspections. To effectively manage and mitigate risks, it is important to identify their origins and address even the seemingly insignificant aspects. Proactive measures should be taken to detect and rectify issues, seal any potential vulnerabilities, and tackle problems at their nascent stages. A steadfast commitment to comprehensive problem-solving is essential. Following a comprehensive investigation, prompt compilation of problem lists and assignment of responsibilities is vital. Meticulous planning is required to devise rectification plans, clearly delineate deadlines and accountable parties, address any security weaknesses and frailties, and ensure the rectification process is exhaustive and thorough. Encountering inadequate or incomplete rectification efforts should not be tolerated under any circumstance. It is imperative to firmly guard against all types of safety incidents. It is necessary to strengthen the safety production supervision system at the city, district, and township levels, while continuously enhancing the modernization of safety production governance is crucial. Greater awareness of safety production should be improved to foster active engagement across society so that safeguards against safety risks can be bolstered.

 

During the May Day holiday, Yin Li also went to the Beijing Municipal Administration Center of Parks, Beijing Zoo, Olympic Forest Park, Forest Park South Gate Station of Metro Line 8, Beijing Olympic Tower, etc. to inspect work such as production safety, urban operation assurance, etc. by the style of “Four Nos and Two Straights”, and pay tribute to the cadres and employees who stick to their posts on the front line.
