Changping District Introduced a New Policy, and Huitian Community Will Build a 10-kilometer Job-Housing Balance Model Area

Recently, Changping District issued the Implementation Opinions on Focusing on Employment Resources in Social Fields to Promote the Jobs-Housing Balance in Huitian Community (for Trial Implementation) (hereinafter referred to as Implementation Opinions), which will combine the development of medical care, health care, old-age care, education, culture, sports and other social fields to give full play to the role of the Future Science City and Huitian Community (hereinafter referred to as Two Areas) in promoting employment, and create a model area of jobs-housing balance with a radius of 10km around Huitian Community.

 

The proportion of people employed in key planning projects shall be no less than 50%. The Implementation Opinions makes it clear that starting from meeting the basic social service needs of the masses, Changping District needs to seize the opportunities of urban renewal actions in Beijing, space construction of the Future Science City, and the development of a new round of special actions in Huitian Community, and promote the implementation of a number of key planning projects in the social field, ensure that project introduction and employment demand forecast, project approval and employment placement, project construction and employment services are carried out at the same time, and promote the proportion of people employed in key planning projects to be no less than 50%. In addition, the Implementation Opinions also encourages and guides a group of social forces to take the initiative to participate, give full play to the driving role of special funds such as regional venture capital and urban development, and attract more social funds to invest in the social field; introduces a group of large-scale, powerful, and professional agencies that are interested in providing human resources services for the development of industries in the social fields, and encourages them to carry out high-end services in the social fields such as talent search, talent evaluation, management consulting, and service outsourcing. At the same time, Changping District will focus on the needs of talents in the construction of “Two-Area Linkage”, “Two Valleys” and “One Park”, and "Two Zones", explore to construct human resources industrial parks in Huitian Community and surrounding areas, and give policy support.

 

Entrepreneurs in Huitian Community will be able to enjoy subsidies without restrictions on household registration. The Implementation Opinions also increased support in implementing entrepreneurship to promote employment. "Entrepreneurs who are eligible to apply for a one-time entrepreneurship subsidy in Beijing and has started up business and increased employment in Huitian Community and surrounding areas will be rewarded with a district-level subsidy of RMB 10,000 for every hired employee holding Beijing hukou in Huitian Community and surrounding areas." Person in charge of Changping District Human Resources and Social Security Bureau said, "For entrepreneurs in Huitian Community and surrounding areas, as long as they comply with relevant policies, they will be rewarded with corresponding subsidies with no restriction on household registration." In addition to entrepreneurs, commercial human resources agencies that recommend people for successful employment in social fields for more than 6 months will enjoy a one-time employment introduction subsidy of RMB 1,000 per person. Commercial human resources agencies actively developing public service jobs in Huitian Community and surrounding areas and focusing on helping college graduates, registered unemployed people and rural laborers from families relocated, receiving low subsistence allowances, disabled and in financial difficulties employed in public service jobs will also be rewarded with a post subsidy of no less than RMB 500 per person per month for up to 3 years.

 

Customized training for employers in the social field will be encouraged. Skills training is an important form to broaden employment opportunities. The Implementation Opinions encourages all kinds of market players to carry out customized training through school-enterprise cooperation with recruitment as the goal so as to improve the employment skill level and adaptation ability of the labor force. "Customized training breaks the limitation of the original subsidy standard catalogue of vocational skills training occupations (type of work) and can set diversified and personalized courses according to different requirements of the jobs. The training content is highly flexible, targeted and operational." According to the relevant person in charge, through the employment skill training in the form of employment docking training, qualified training agencies will be rewarded with training subsidies by the standard of RMB 25 per person per class hour, and the graduate will be supported with a one-time living allowance of RMB 35 per day up to 30 days, and the employing unit that successfully recruit will be rewarded with job-based training subsidies by the standard of RMB 500 per person per month. With the talent advantage of colleges and universities located in Changping District, the Implementation Opinions also proposes that a docking platform should be set up between employing units in Huitian Community and students from colleges and universities located in Changping District, which will guide college students to participate in community services and social practices in Huitian Community and improve their employment and entrepreneurship abilities. Qualified internship units and personnel will be rewarded with subsidies. In order to meet the needs of people and jobs more accurately, Changping District will also set up an employment service platform for permanent residents in Huitian Community, and make good use of online channels such as Huitian Forum, and jointly hold special talent recruitment sessions in key functional areas such as Future Science City, Zhongguancun Life Science Park and Changping Park of Zhongguancun Science Park on a regular basis, providing membership recruitment services for key enterprises, and promoting the accurate matching of human resources and jobs. Furthermore, Changping District will prioritize the building space resources of the Future Science City, give full play to the role of “Two-Area Linkage” in promoting employment, strengthen the connection with Haidian District and Chaoyang District, tap the job resources around Huitian Community, and make every effort to build an employment service circle with a radius of 10 kilometers in Huitian District.
