Beijing Proposes 63 Major Tasks to Upgrade Consumption

Beijing plans to launch 63 major tasks in the next five years for comprehensive consumption upgrading. 

On November 18, at the press briefing on building Beijing into an international consumption center city,  a news was released that Beijing Municipal Commerce Bureau has issued the Plan on Improving the Quality of Consumer Services to Cultivate and Build an International Consumption Center City (hereinafter referred to as the Plan). The 63 major tasks of the Plan cover the construction of new consumption landmarks (24 tasks), cultivation of consumer brand matrix (26 tasks) and the optimization and upgrading of modern circulation system (13 tasks).

In terms of the construction of new consumption landmarks, Beijing strives to improve its international competitiveness in consumption clusters by focusing on Wangfujin, Dashilar and Xidan in the heart of the city, as well as Guomao (China World Trade Center), New Shougang, Wukesong and Lize Financial Business District in the downtown of the city, and to build up a new consumption circle with the Universal Beijing Resort and Canal Business District in Beijing Municipal Administrative Center as the focus. Besides, the city will encourage new urban areas to build comprehensive consumption areas and build Beijing Capital International Airport and Daxing International Airport into "two hubs" for airport-based international consumption.

In terms of the cultivation of consumer brand matrix, the city will step up the implementation of preferential policies to the first stores of commercial brands, encourage the opening of the first stores of excellent brands, promote time-honored brands to keep its tradition while pursuing innovation, and expedite the digital transformation of time-honored brands.

In terms of the optimization and upgrading of modern circulation system, Beijing will speed up the implementation of the Special Plan for Beijing Logistics, strive to pilot the national innovation policies for duty-free shops, and further improve the circulation services.

In addition, Beijing will also focus on 60 major projects. The Plan includes 23 new consumption landmarks, such as the Fengtai Joy Breeze, Shoukai Long for Xiyue Paradise Walk, 21 projects of the upgrading and renovation of traditional business districts including The New  Xidan and TaiKoo Li Sanlintun West District, 5 brand projects, and 11 modern circulation system projects .

The Plan covers 14 unveiled policies on night-time economy and first store economy, as well as 16 upcoming policies concerning intellectual property rights protection, with the aim to comprehensively upgrade the consumption and build Beijing into an international consumption center city.
