Xicheng District released "Several Measures for Accelerating the Development of Digital Economy in Beijing’s Xicheng District (Trial)" (hereinafter referred to as "Measures") recently, which is the first local policy document related to the development of the digital economy in Beijing.

As a functional core area of the capital, Xicheng District has a good environment for innovation, with rich innovative resources and complete digital infrastructure. There are a number of leading digital enterprises based in Xicheng District, building a good foundation for the development of the digital economy.

The "Measures" state explicitly that the digital economy refers to an economic form with data as the key production factor, modern information network as an important carrier, and the application of digital technology as the main feature. The policy will mainly support information transmission, software and information technology service industries, as well as enterprises and institutions that play a leading and exemplary role in the process of digital industrialization and industrial digitalization in the finance, culture, and commerce sectors.

The "Measures" point in ten directions Xicheng District will mainly support, which undertake national and Beijing’s key tasks, as well as the direction of the fund, and also pinpoint main factors for the development of the digital economy.

Through policy guidance, Xicheng District will take three years to introduce and cultivate a group of superior enterprises in the digital economy sector, implement a group of demonstration projects for the application of new scenarios, develop a series of innovative products and service models, and build Xicheng District into an industrial digital empowerment demonstration zone and a digital application scenario leading demonstration zone.
