(I) Comprehensively enhancing services for enterprises
The first step consists of "pandemic prevention, economic stability, and enterprise relief" in Beijing Municipality with visits and services oriented to enterprises. The municipality and district officials shall undertake a series of field visits to enterprises aimed at resolving problems and needs, especially in regards to pandemic prevention and control, the resumption of work and production, and the provision of assistance to enterprises, spreading awareness and understanding of policies to ensure enterprises benefit from assistance in a timely manner. Guidance should also be provided to coordinate the resumption of work and production and facilitate enterprises to carry out new businesses and projects and set up new organizations.
The second step consists of strengthening municipal, district, and sub-district and township-level business service mechanisms. To do so, Beijing will make full use of the service mechanisms to adopt targeted policies for enterprises and industries to solve urgent and difficult problems of enterprises and meet the major requirements of industries that are in difficulty and strengthen coordination for enterprises and industries. The quality and efficiency of services for industries and dependencies must be improved, with needs met as soon as possible and every problem addressed. Answers should be given to inquiries included in the service mechanisms in 24 hours. Requests related to the resumption of work and production should be handled within seven days.
The third step pertains to allowing the 12345 enterprise service hotline to play a more prominent role. For greater efficiency, requests received through the 12345 enterprise service hotline will be graded and classified. The process for accepting, processing, and issuing resulting feedback for an appeal will be optimized to shorten the overall handling time. Moreover, enterprise requests will be handled more efficiently by ensuring they are transferred directly to relevant departments and providing more efficient answers to the inquiry.
(II) Vigorously promoting online services in the whole process
First, an attempt will be made to encourage whole-process handling of enterprise-related affairs online. More than 97 percent of government services can currently be accessed online. On this basis, Beijing will accelerate the establishment of a digital service platform to promote online processing, coordinated processing, cross-provincial processing, and processing through relevant applications. At the same time, subsidies for first-time loans to micro, small, and medium-sized enterprises (MSMEs) and deferrals of interest or principal on loans will continue to be encouraged online in pursuit of the goal of providing all enterprise-related affairs online.
Second, preferential business policies can be checked and enjoyed online. To make policies more accessible, government portals at all levels will establish a special section for preferential business policies by the end of August 2022. Quick and accurate inquiry services, interpretations of the latest policies, guidance, and contact information will be provided and released simultaneously in the special section on portals. Enterprises will be informed of benefits available from various preferential policies related to taxes and fees through the electronic platform of the Beijing Municipal Tax Service, which will automatically screen and distribute information related to a phase-based VAT exemption, the "six local taxes and two fees" reduction and exemption, and other similar policies. All eligible enterprises will automatically enjoy the reduction and exemption of taxes and fees without having to apply.
Third, the online office business environment will be optimized. Beijing will continue to promote the application of electronic seals. The electronic seal will be issued to newly established enterprises for free, and existing enterprises in the city will be encouraged to apply for an electronic seal. The application of electronic seals will be promoted primarily in government services, the financial industry, and business. What's more, the electronic seal can be utilized to receive various government services, open bank accounts, apply for bank loans, sign contracts, and participate in government procurement, bidding, issuing certificates, and other business activities.
(III) Providing more considerate services for enterprise establishment and operation
First, Beijing will strive to make the enterprise establishment process more convenient and intelligent. In a bid to help enterprises obtain their registered name in a smoother and more timely manner, Beijing will further optimize business start-up name independent declaration service to automatically and accurately compare registered names and existing names and form a smooth channel for emerging industries to declare enterprise names. At the same time, Beijing will be the first in the country to promote independent publicity of enterprise business scope. Enterprises running special catering services, for example, can showcase characteristic products and promote their characteristic products, featured services, and brand culture through the special business activity column in the "independent publicity" (自主公示) section on the "e-window" (e窗通) platform and publishing relevant information on the Beijing Enterprise Credit Information Website. Beijing will seek to facilitate the establishment of foreign-funded enterprises and allow online identity authentication for foreign nationals who hold a Foreign Permanent Resident ID Card to ensure that the establishment, change, and deregistration of foreign-funded enterprises can be handled entirely online.
Second, rapid access will be granted to enterprises to operate. Beijing will accelerate the promotion of a comprehensive license for consumption fields such as catering, retail, cultural recreation, and rural beds and breakfasts. Service windows will be set up in government service centers for enterprises to process the comprehensive license to ensure enterprises can apply for a business license with one commitment and one set of required materials and start their business after obtaining the comprehensive license. In addition to the comprehensive license, Beijing will promote reform by combining the application of the comprehensive license and joint application for permits and licenses. Enterprises will be able to apply for and obtain their business licenses and other permits simultaneously by filling out and submitting a single set of required materials.
Third, Beijing will optimize the permit handling process. To accelerate the handling process of permits related to enterprise operation and shorten the on-site verification time for enterprises, Beijing will develop and implement remote verification of special food production permits and food business permits in catering services and allow enterprises to submit information related to verification and rectification in videos or other means. Relevant market regulation administrations will review the information and issue permits online. Enterprises that cannot process their industrial production permits, food production permits, and food business permits due to the pandemic will be granted deferrals. Employees in areas under lockdown whose qualifications or certificates have expired will be granted extensions.
Fourth, the process for filing for a business closure will be streamlined. A filing system will be introduced for the closure of market entities. During the closure period, if the market entity cannot be contacted through the registered address or business premise or the market entity stops running its business for over six consecutive months after opening, the above-mentioned behavior will not be considered illegal. If the market entity has difficulty in paying housing provident funds for its employees, it shall be allowed to apply for a reduction in the contribution ratio within 1 percent-4 percent or deferral.
(IV) Offer robust support to enterprises seeking to expand businesses
First, more support will be offered for businesses carried out by micro and small enterprises. Project bidding model texts for government procurement will be improved, reserve quotas for MSMEs added, and price deduction and other preferential policies provided to strengthen the competitiveness of MSMEs in government procurement.
Second, measures will be taken to relieve the financial burdens weighing on enterprises. The approval time will be shortened for enterprises experiencing difficulties in declaring and paying taxes and fees due to the pandemic. Export tax refunds for enterprises will be optimized to simplify the process.
Third, Beijing will carry out targeted policies to improve the efficiency of enterprise operations. Customs clearance efficiency will be improved for high-tech products with allowances made for inspections at the destination. Real estate registration services will be processed online and the online inquiry about real estate through maps will be realized. Guidance will be formulated for second-hand vehicle transactions and ownership transfers. Filing by the Administration of Industry and Commerce for invoices in the ownership transfer will be canceled. A one-stop transaction service will be offered in the trading market in Beijing Municipality and more windows for second-hand vehicle transactions and transfers will be set up in accordance with actual trading volume.
Fourth, enterprise credit repair channels will be expanded. Relevant administrative penalties will be exempted for market entities that cannot declare the 2021 annual report on time because of the COVID-19 pandemic. If the market entity declares its annual report by September 30, it will not be included in the list of enterprises with abnormal operations or marked as abnormal operations. For enterprises that have been included in the list of abnormal operations and changed their business address or declared the annual report, the process for removing their names from the list will be simplified. Beijing will provide services for enterprises that have received penalties and apply for penalty rescission, and provide convenience for enterprises that apply for credit repair after bankruptcy on the Creditchina website. Targeted and classified measures will be taken by banks and other organizations to relieve burdens on enterprises and individuals that cannot repay loans on time due to the pandemic. The deferred repayment will not be reported. The records received by the credit authorities will be open to adjustment. The credit records will be reported in accordance with the adjusted repayments.
