Action Plan of Beijing Municipality for the Development of the 5G Industry (2019-2022)
5G mobile communication is a strategic pillar for autonomous innovations in the information technology sector of the country, as well as a disruptive change in communication technology. In terms of the development of 5G mobile communication, Beijing Municipality (hereinafter "Beijing") has first-mover advantages featuring sound communication infrastructure, aggregation of innovative talents, strong R&D capability, and a relatively complete industrial chain with flagship enterprises in each element along the chain. In the next five years, a series of major construction projects and events, such as Beijing's sub-center, Beijing Daxing International Airport, Beijing Expo 2019, the 2022 Olympic and Paralympic Winter Games and the upgrade along Chang'an Avenue, will become the platforms for demonstration applications of typical 5G scenarios. The Action Plan is hereby formulated for the purpose of seizing the opportunity and making most of our efforts to speed up the development of the city's 5G industry, shape a high-level, high- precision components, and sophisticated economic structure at a faster pace, and facilitate the high-quality development of the capital city.
I. General requirement
(I) Guiding principles
We shall work under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, firmly keep in mind the strategic positioning of Beijing as the capital city, fully implement the strategic planning of accelerating technological innovations to build a high-level, high-precision components, and sophisticated economic structure, in a way to shape a high-end and high-tech 5G industrial system featuring autonomous-and-controllable -pivotal technology-leading,initiative in the innovation and development of 5G technology, as well as to drive the overall upgrading of the new-generation information technology industry in the capital city through innovation-driven, stock- based increment development.
(II) Development principle
Demand-led. We will stick to the market demand, start with demonstration applications of typical scenarios, and encourage innovations in technology, product, service and business model to drive coordinated development between the 5G industrial chain and industry applications.
Innovation-driven. We will further the capabilities in formulation and setting the industrial standards, strengthen the government-guided, enterprise-led innovation model with coordination among industry, university, research and application, attract high-quality innovation and industrial resources worldwide and continuously improve the core competitiveness of the industry.
Seeking breakthroughs in critical elements. We will concentrate on shoring up the technology weaknesses in the fields such as key 5G components, take the lead in develop application cases in industry application and break the bottleneck on application scenarios.
Ahead-of-schedule layout. We will speed up the network construction and take the lead in realizing 5G hotspot coverage across the country; we will keep the parallel pace in network infrastructure construction and commercialization of 5G technology, and build an industry ecosystem in which operators serve as the main players and featuring win-win cooperation between operators and the upstream and downstream industrial chains.
(III) Development objectives
Network construction objective: By 2022, the investment to 5G network construction by the city's operators shall exceed RMB30 billion, and the network coverage in the capital's core areas, sub-centers, important functional areas and important places will be achieved.
Technological development objective: The city's scientific research institutes and enterprises shall contribute to over 5% of basic patents in 5G international standards and become key contributors to 5G technology standards; major breakthroughs shall be made in key technologies and processes of mass production of medium-high-frequency components above 6GHz.
Industry development objective: The revenue of 5G industry in the city shall be about RMB200 billion, and a revenue up to RMB1 trillion shall be achieved through the information service sector and new forms of business which are driven by the 5G technologies.
II. Major Tasks
Implement the "1551" project. "1" means one breakthrough to be made in the key area of medium-high-frequency core components; "55" means five types of applications for five major scenarios – namely, carry out demonstration applications under the "five" typical scenarios (i.e. 5G autonomous driving, healthcare, Industrial Internet, smart city and UHDV) in line with the requirements of "five" key projects and events (i.e. Beijing's sub-center, Beijing Daxing International Airport, Beijing Expo 2019, the 2022 Olympic and Paralympic Winter Games and the upgrade along Chang'an Avenue); and the last "1" means the fostering of "a range " of new business forms of 5G industry.
(1) Make breakthroughs in key technologies of 5G core components and industrial applications
In the era of 5G, the number of frequency bands that base stations need to support is greatly increased. For each additional frequency band, additional RF components are required. However, the design capability of the corresponding RF components in the country is seriously backward, and the gap in the processing capability of industrial products is even larger, which are the key factors that hold back the development of the country's communication equipment sector. Therefore, it is the city's top priority to make breakthroughs in key technologies of 5G core components and realize industrial application for the development of 5G industry. To be specific,
First, we will build an industrial innovation center for 5G medium-high-frequency components, support enterprises where conditions are meet to build process validation lines for compound semiconductors such as 6 inch gallium arsenide and gallium nitride, actively bring in upstream and downstream resources along the industrial chain, and set up core process teams, in a way to facilitate the maturity of core components, establish an coordinated R&D industrial ecosystem, set up the technology R&D, pilot production validation process lines and product analysis and testing platforms for 5G core components, thereby fundamentally resolving the manufacturing process blank in the country.
Second, we will organize and implement a special project for the design of 5G components, improve 5G chip design tools, organize a number of chip design companies to carry out the R&D for RF antennas, power amplifiers, low noise amplifiers, filters, switches and modules, realize the components such as processor chips, high-end ADC/DAC and high-end phase-locked loops (among others) from zero to one, and make breakthroughs in medium-high-frequency system solution capability.
Third, we will build a R&D and manufacturing base for 5G components, bring in and cultivate a number of component design, critical materials preparation, featured products manufacturing and packaging enterprises with Beijing Economic-Technological Development Area and the third-generation semiconductor industry base in Shunyi District as the main body, and strive to occupy more than10% of the global market in 2022.
(2) Give top priority to five key projects and events and carry out demonstration operations under five major typical scenarios
The development of application scenarios are critical for the commercialization of 5G technology, also a major challenge that need be tackled before large-scale networking. We will take the opportunity brought by the abovementioned five key projects and events, and start from the application requirements of UHDV live broadcast, autonomous driving demonstration operation, cloud robot management, automated logistics, UAVs, security monitoring, etc., to plan to deploy large-scale 5G test networks, take the lead in demonstration application of "five" typical 5G scenarios (i.e. autopilot, healthcare, Industrial Internet, smart city and UHDV), and extend to the people's livelihood services, advanced manufacturing, and urban management, so as to lead the application of 5G in the industry. Meanwhile, we will positively support operators and infrastructure providers in carrying out demonstration networking operations at the major event venues, as well as support BDA and the administrative districts where conditions are met to carry out 5G demonstration operations such as the Industrial Internet in light of their respective characteristics.
1. Autonomous driving. The IoV-based autonomous driving technology requires high network time latency and reliability, and is the main application field of 5G that can be foreseen. To be specific, we will (i) support coordinated R&D of autonomous driving technology and IoV technology, and promote the application of 5G technology on the new on-board computing platform to meet future car-sharing, remote operation, autonomous and assisted driving connectivity requirements; (ii) Second, under the premise of safety and control, we will carry out trial operations of autonomous driving, automated formation driving, long-distance driving test, passenger and freight transport in closed parks, designated municipal roads, designated highways and urban expressways in stages. The specific pilot areas are the Beijing Expo 2019, the city's sub-center, the 2022 Olympic and Paralympic Winter Games and other related areas.
2. Healthcare. The application of 5G technology in the intelligent healthcare industry is mainly through the collaborative application of smart sensors, big data and other technologies in medical equipment and diagnosis and treatment systems to realize real-time monitoring of medical conditions, all-round perception of patients and comprehensive integration of medical resources, and to facilitate the accurate, efficient, intelligent and specialized development of health services. The application of 5G in technology in medical treatment is mainly reflected by the realization of telemedicine coverage, providing telemedicine services such as remote consultation, remote imaging, remote ultrasound, remote ECG, remote pathology, remote surgery and remote telenursing. The specific pilot areas are the Beijing Expo 2019, the city's sub-center, the 2022 Olympic and Paralympic Winter Games and other related areas.
3. Industrial Internet. Industrial Internet is an industry and application ecosystem generated by the all-round and deep integration of the Internet, the new-generation information technology and the industrial system, it is the key comprehensive information infrastructure for industrial intelligent development. 5G technology can meet the needs of ultra-high performance of Industrial Internet with low latency, high reliability and wide coverage. In this application area, we will (i) organize the development of communication equipment and application software intended for specific industries and scenarios, and realize the real-time connection, accurate identification, effective interaction and intelligent control of people, equipment and products; (ii) build an Industrial Internet platform system, accelerate the in-depth integration of 5G technology and industrial control, and support the transformation of manufacturing enterprises to digitalization, networking and intelligentization ; and (iii) facilitate the in-depth integration of 5G, cloud computing, big data and AI with the real economy, support the optimization and upgrading of traditional industries, and foster new forms of business and application models for the intelligent development of advanced manufacturing. The specific pilot areas are Beijing Daxing International Airport, economic and BDA and other related areas.
4. Smart city. 5G technology, when applied to the urban management, will change the way of information interaction, improve the capability of real-time information processing, induction and response speed, enhance the business elasticity and continuity, improve the level of urban intelligent management, and promote the all-round and harmonious development of various social undertakings. In this application area, we will (i) accelerate the construction of 5G and IoT ubiquitous infrastructure, application service platform and data sharing service platform, carry out collaborative innovations in key core technologies such as intelligent sensors and low power WAN networks, and promote the widespread application of 5G technology in the areas of smart parking, smart meter reading, smart lighting, smart buildings, smart pipe networks, smart government, smart communities and smart families;(ii) deploy 5G+ ultra-high-definition cameras at the major event venues and important locations to realize intelligent perception and UHDV monitoring of urban management, such as the management of pollution, crime and traffic, among others. The specific pilot areas are Beijing Daxing International Airport, the city’s sub-center and other related areas.
5. UHDV. As home entertainment enters the 4K/8K era, UHDV applications will become the first mature 5G application scenario. In this application area, we will, with a view to 5G+8K live broadcast of the 2022 Olympic and Paralympic Winter Games, rely on the national UHDV industrial alliance, gather leading players along the video industrial chain, carry out front-end video content production, transmitting-end 5G transmission tests, and joint terminal experiment on pivotal chips and display components, in a way to straighten out the transmission chain of signal production and promote the coordinated development of UHDV and 5G industries. The specific pilot areas are along Chang'an Avenue, the 2022 Olympic and Paralympic Winter Games and other related areas.
(3) Foster new forms of business in the 5G industry and drive the industrial application of 5G hardware and software products.
The construction and demonstration application of 5G network will drive a number of R&D and industrialization projects of 5G hardware and software products, accelerate the iteration and upgrading of traditional industries, promote a large number of new applications and new business models, and speed up the development of digital economy.
(i) We will organize a number industrialization projects of 5G achievements in competitive areas; to be specific, we will press ahead a batch of demonstration application projects as the industrialization projects in the field of 5G large-scale antenna system, RF chips and components, manufacturing, packaging and testing of communication chips, intelligent manufacturing of communication equipment, intelligent operating system for equipment, fundamental and application software, intelligent logistics and unmanned delivery system, and ultra-high speed wireless communication system, in a way to guide the commercialization of 5G innovation achievements, vigorously promote the implementation of 5G from technological research and development to industrialization, and realize large-scale application in the industry.
(ii) We will hold annual 5G innovation and application contests, work with state ministries and commissions, industrial association and alliance, investment institutions and scientific research institutes to identify the application potential and tap a number of innovation and entrepreneurship teams for 5G applications.
(iii) We will organize a group of creating spaces, incubators, and small and medium-sized venture capital institutions to incubate and foster around 100 5G application enterprises which are focused on cross-border integration and innovation between 5G and culture & media, finance, education, logistics and industrial areas, and translate new applications and new business models of 5G into key growth points for future information consumption.
III. Supporting Measures
(1) Strengthen organizational leadership
We will establish a 5G industrial and application development promotion team headed by top municipal leaders and composed of the municipal government departments concerned, strengthen the coordinated promotion mechanism for the industry development, and reinforce the cooperation and collaboration in network building, industrial application and resource allocation. We will encourage all district governments to facilitate the implementation of 5G industrial development and scenario applications in light of their respective conditions. Moreover, we will encourage the TD Industry Alliance and other social organizations to play a coordinating role in standard setting, technological breakthroughs and industry promotion. We will deepen reforms to delegate power, streamline administration and optimize government services when serving enterprises, set up a green channel for 5G networking projects and industrialization projects with municipal coordination and one-stop solution for cross-district base station construction, and accelerate the implementation of the national "5G large-scale network construction and application demonstration project". We will step up our efforts to organize international 5G exhibitions and a series of technological forums to pool innovation resources and create a favorable development environment.
(2) Establish a multi-channel fund support system
We will make full use of existing channels of financial funds to give full play to the role of science and technology funds, funds for high-level, precision-component, sophisticated industries and district-level financial funds. The municipal science and technology department will focus on supporting the creation of standards, technology research and development, and the development of research platforms; the municipal economy and information and technology department will focus on supporting the product industrialization; the government at municipal and district level will jointly support demonstration applications of innovations. We will set up a 5G industry sub-fund under the Science and technology innovation fund, and guide private capital to jointly invest in the development of key 5G technologies and the industry development. We will grant supporting fund to Beijing-based enterprises undertaking major national 5G-related science and technology special projects.
(3) Speed up the demonstration applications
We will give full play to the leading role of Zhongguancun Science Park as a pilot and trial demonstration area, increase the support for 5G original innovations, make most of the policies and measures for government procurement of services and the first set/batch procurement, study and formulate supporting measures for 5G demonstration applications, and remove the barriers of existing systems, mechanisms and policies for applications in the areas such as 5G telemedicine and autonomous driving. We will actively carry out 5G demonstration applications in Beijing’s subways and light rail lines. We will facilitate the collaboration among operators, industrial enterprises and major application demonstration areas, and give application policy guidance.
(4) Step up resource coordination for the construction of base station network
We will revise the Specifications for Design of Communications and Cable Broadcasting and Television Infrastructure for Civil Buildings and base station planning according to the design standards for 5G base stations. The entities concerned shall further improve the 5G field and network test environments. The municipal departments of land planning and housing and urban-rural development shall fulfill their responsibilities of supervision and regulation, and ensure the simultaneous design, construction and completion acceptance of communication facilities for new, renovated and expanded civil buildings and the main building projects. For civil buildings already built, government departments at all levels should take the lead in opening the office buildings and other related resources of their own and subordinate enterprises and public institutions to support the construction of 5G base stations. The municipal land planning and housing and urban-rural development departments shall study and formulate the design standards and administrative measures for integrated poles that integrate municipal lighting, road monitoring, traffic signals, communication base stations and environmental protection monitoring and other functions, so as to realize the "integration of multiple poles", strengthen resource sharing and reduce repetitive construction.
(5) Improve the talent reserve and training mechanism
We will encourage more in-depth cooperation between universities and enterprises, and train a group of technological and skilled talents for the 5G industry with international competitiveness. To be specific, we will rely on the national and the city’s major talent development strategy, support enterprises to adopt a flexible "dual employment" system to attract 5G talents and innovative and entrepreneurial talents in a variety of ways. We will step up efforts to introduce key and core talents in 5G industry worldwide, improve the incentive mechanisms and supporting measures for talent evaluation, attract more overseas high-caliber professionals to Beijing, and promote the development of domestic talent cultivation and scientific research.
(6) Strengthen the development and operation of intellectual property rights
We will strengthen the patent layout in key frontier areas and emerging fields, build a 5G patent pool, increase the support for PCT patent application, and promote the development of an early warning mechanism for IPR in the 5G industry and a public service platform. We will support enterprises to develop, evaluate and test standards based on their proprietary IPRs, and help translate such standards into international standards. We will guide and encourage relevant entities to set up enterprises to foster and operate 5G IPRs. We will make most of the role of the state and the municipal IPR protection organizations in securing, confirming and safeguarding patents in 5G technology, form a batch of achievements and patents of the state’s proprietary IPRs, and establish a mechanism for joint protection, risk sharing and open sharing of the industrial IPRs.
