In order to thoroughly implement the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts, further regulate the administration of Funds for the Preservation and Development of Beijing Traditional Arts and Crafts, and specify relevant standards and requirements, the Detailed Implementing Rules on the Interim Measures of Beijing on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts are hereby issued for your compliance.

Detailed Implementing Rules on the Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts

Chapter I General Provisions

Article 1 In order to strengthen the administration of Funds for the Preservation and Development of Beijing Municipality Traditional Arts and Crafts (hereinafter referred to as "Arts and Crafts Funds" or "the Funds"), specify the supporting orientation of the Funds and give full play to governmental financial funds, according to the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts and the Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts, we hereby formulate the Detailed Implementing Rules on the Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts.

Article 2 Beijing Municipal Commission of Economy and Information Technology (hereinafter referred to as the "Municipal Commission of Economy and Information Technology") is responsible for the collection, implementation, administration, acceptance, and supervision of projects for the Funding of Arts and Crafts Funds. Beijing Arts and Crafts Industry Development Promotion Center assist to the Municipal Commission of Economy and Information Technology to carry out related work.

Chapter II Scope and Use of Arts and Crafts Funds

Article 3 In accordance with the Measures of Beijing Municipality on the Preservation of Traditional Arts and Crafts, Arts and Crafts Funds will root in the "Four Centers" strategic positioning of Beijing Municipality, give priority to support the projects which are conducive to the artistry inheritance and industry development, the acceleration of the strategic and in-depth industrial structure transformation and adjustment and others approved by the municipal government, focusing on the areas of industrial innovative research and development, industrial upgrading, preservation and inheritancepublicity and promotion, talent retaining and training, platform and base building, etc.

Article 4 Arts and Crafts Funds will be allocated by the way of rewards or subsidies. One project can only be funded by one way in principle.

1. Rewards

Completed projects that play a good role in facilitating the preservation and inheritance of traditional arts and crafts shall be given a one-time reward according to the content and effect of their implementation. These projects include:

(1) Gifts design or development of major events at national level.

The entity applying for this reward should provide proof materials for the acceptance confirmation of the gifts for national conferences (events), and the intermediary shall be responsible for verifying the investment and related expenses in the design, development, production publicity and promotion, etc. After the accreditation by the expert panel, the rewards shall be given in accordance to the actual amount of investment and expenses. The maximum amount of the rewards for an individual project shall not exceed RMB3 million.

(2) Beijing traditional arts and crafts treasures award projects.

The project of such kind shall be rewarded according to the relevant provisions stipulated in the Measures of Beijing Municipality on the Accreditation of Traditional Varieties of Arts and Crafts, Masters of Arts and Crafts, Masters of Folk Arts and Crafts (revised in 2017), the specific reward criteria are as follows:

(a) Where a project is accredited as a Chinese arts and crafts treasures project, the person in charge of the design and production shall be rewarded with RMB 50,000-200,000. Among of which: representing by "Yanjing Eight Palace Handicrafts", the person in charge of the design and production shall be rewarded with RMB 100,000-200,000; Where a project is accredited as a Chinese folk crafts or as other types of arts and crafts treasures project, the person in charge of the design and production shall be rewarded with be RMB 50,000-100,000.

(b) Where a project is accredited as Beijing traditional arts and crafts treasures, the person in charge of the design and production shall be awarded an accreditation certificate as well as be rewarded with RMB 20,000-150,000. Among of which: representing by "Yanjing Eight Palace Handicrafts", the person in charge of the design and production shall be rewarded with RMB 80,000-150,000; Where a project is accredited as a Chinese folk crafts or as other types of arts and crafts treasures project, the person in charge of the design and production shall be rewarded with RMB 20,000-80,000.

The above amount of rewards shall be proposed in written by Beijing Accreditation Committee of Traditional Arts and Crafts according to the treasure's crafts and materials, and be reported to the Municipal Commission of Economy and Information Technology for confirmation.

(3) Technologies for the exploring, saving and preservation of varieties of traditional arts and crafts. After the accreditation of the expert panel, an amount of 50% of the investment and expenses incurred after approval shall be rewarded. The maximum rewards for an individual project shall not exceed RMB 500,000.

(4) Projects of Demonstration Studio for Masters of Arts and Crafts in Beijing. After accreditation, an amount of 50% of the approved investment and expenses shall be rewarded. The maximum rewards for an individual project shall not exceed RMB 500,000.

2. subsidies

(1) Where projects of Beijing masters for arts and crafts and masters for folk arts and crafts ("Beijing masters for arts and crafts" for short) are accredited eligible for apprentices-training subsidies, according to the Measures of Beijing Municipality on the Accreditation of Traditional Varieties of Arts and Crafts, Masters of Arts and Crafts, Masters of Folk Arts and Crafts (revised in 2017), are eligible for the apprentice-training subsidies as stipulated in the above measures, these projects shall be subsidized as follows:

(a) A apprentices-training project carried out by Beijing super-class master(s) shall be subsidized RMB 1600 per month.

(b)A apprentices-training project carried out by Beijing first-class master(s) shall be subsidized RMB 1,000 per month.

(c) A apprentices-training project carried out by Beijing second-class master(s) shall be subsidized RMB 600 per month.

(d) A apprentices-training project carried out by Beijing third-class master (3) shall be subsidized RMB 300 per month.

(2) Projects on research & development and innovation of arts & crafts production technology and product as well as large-scale production, of which the approved investment and expenses are no less than RMB 1 million and the investment schedule has been reaching 50% (including) or above, the subsidy shall not exceed 30% of the approved investment and expenses. The maximum subsidy for an individual project shall not exceed RMB 2 million. The subsidy shall be used for the purpose of R&D, patent application, purchase and installing of software and hardware and equipment, renovation and expansion of the production facilities, publicity and promotion.

(3) Platform construction projects that provide professional services for Beijing arts and crafts industry in the areas of creative design, exhibition and trade, testing and authentication, new technology application, of which the total approved investment are no less than RMB 2 million and the investment schedule has been reaching 50% (including)or above, the subsidy shall not exceed 30% of the total approved investment. The maximum subsidy for an individual project shall not exceed RMB 2 million. The subsidy shall be used for the purpose of equipment & software purchase, information system development, the construction, renovation, repair of the service environment and facilities.

(4) Arts & Crafts industry base construction projects which provide research & development, creation, and development space for Beijing arts and crafts industryof which the total approved investment are no less than RMB 3 million and the investment schedule has been reaching 50% (including) or above, the subsidy shall not exceed 30% of the total approved investment. The maximum subsidy for an individual project shall not exceed RMB5 million. The subsidy shall be used for the purpose of equipment & software purchase, information system development, the construction, renovation, repair of the service environment and facilities.

(5) The subsidy for the following projects shall be no more than the total approved investment (or expenses):

(a) Collecting and organizing to create excellent works of arts and crafts;

(b) Exploring, saving, preserving and sorting out materials of traditional arts and crafts;

(c) Related expenses incurred in public exhibition area of Arts and Crafts at China Beijing International Cultural & Creative Industry Expo.

Chapter III Principles and Conditions for the Application

Article 5 Arts and Crafts Funds projects shall be applied by means of public solicitation, orientation-specific, selection and government procurement. The following projects shall be solicited by public solicitation:

1. Gifts design or development of major events at national level;

2. Beijing traditional arts and crafts treasures award projects;

3. Technologies for the exploring, saving and preservation of varieties of traditional arts and crafts;

4. Demonstration Studio for Masters of Arts and Crafts in Beijing awarded projects;

5. Projects on innovation and research & development of arts & crafts products or production technologies, and on large-scale production;

6. Platform construction projects that provide professional services for Beijing arts and crafts industry;

7. Industry base construction projects of arts and crafts;

8. Collecting and organizing to create excellent works of arts and crafts;

9. Exploring, saving, preserving and sorting out materials for traditional arts and crafts.

The following projects shall be solicited by non-public solicitation:

 (1) Apprentices-training projects by Beijing masters for arts and crafts;

(2) Related expenses incurred in public exhibition area of Arts and Crafts at China Beijing International Cultural & Creative Industry Expo;

(3) Expenses incurred in the review of Competition of Beijing Traditional Arts and Crafts, Innovative Design Competition of Beijing Arts and Crafts, Beijing traditional arts and crafts treasures, Beijing masters of arts and crafts and masters of folk arts and crafts, Demonstration Studio for Masters of Arts and Crafts in Beijing, and expenses incurred in the recommendation of Chinese masters of arts and crafts in Beijing;

(4) Expenses incurred in the administration of the organization of application, evaluation and consultation, review and inspection, performance evaluation, inspection and acceptance, for the funding projects of Arts and Crafts Funds.

Article 6 Projects solicited by non-public ways shall be included in the budget of Arts and Crafts Funds, and shall be administered in accordance with the Measures of Beijing Municipality on the Administration of Budget for Municipal Arts and Crafts Projects. Where the project involves government procurement, the Funds shall be administered in accordance with relevant laws, regulations and rules on government procurement.

Article 7 Principles and conditions for applying Arts and Crafts Funds projects by public solicitation:

(1) The project-undertaking entity shall be registered in Beijing as a juridical person, and shall be engaged in R&D, design, production or service in arts and crafts industry.

(2) The project shall be in line with national and municipal policies for preservation and development of traditional arts and crafts.

(3) The project with disputed intellectual property rights or unclear undertakers shall not be funded in principle.

(4) The project that has been funded by financial support from the state or the municipal level shall not be supported in principle.

(5) Before the national or municipal special financial fund project undertaken by the application entity passes the acceptance inspection, the new project application shall not be accepted in principle, except the project is allowed to continue support or required with supporting fund.

(6) The project application entity has no record of serious bad behavior in the departments of industry and commerce, taxation, banking, customs and civil affairs in the past three years, with good operation status and sound financial system.

(7) The economic or social benefits of the application project are significant.

Chapter IV Selection and Funding of the Project by Public Solicitation

Article 8 Releasing notice. According to the funding orientation and the priority areas of Arts and Crafts Funds, the Municipal Commission of Economy and Information Technology shall formulate and post a notice for the project solicitation on its website and other designated media every year. Each application entity shall be responsible for the authenticity and validity of its application information.

Article 9 Project review. For the projects within the scope of self-review by the Municipal Commission of Economy and Information Technology, the Commission shall entrust an intermediary institution to conduct the review and put forward their proposals. The Commission shall deliberate the proposals of the intermediary institution and determine projects to fund.

Article 10 Funds allocation. The Funds shall be allocated in accordance with the provisions of Articles 13 and 14 stipulated in the Interim Measures of Beijing Municipality on Administration of Funds for the Preservation and Development of Traditional Arts and Crafts.

Chapter V Supervision, Inspection and Acceptance of Funding Project

Article 11 The Municipal Commission of Economy and Information Technology shall, according to its respective responsibilities, supervise and inspect the whole process of the allocation and the use of Arts and Crafts Funds as well as implementation and administration of the project.

Article 12 The specific work of the acceptance, adjustment and termination of administration of Arts and Crafts Funds projects shall be carried out in accordance with the Detailed Implementing Rules for Acceptance, Adjustment and Termination of Projects Funded by the Funds for the Preservation and Development of Beijing Municipality Traditional Arts and Crafts.

Chapter VI Supplementary Provisions

Article 13 These Rules shall be interpreted by the Municipal Commission of Economy and Information Technology.

Article 14 These Rules shall enter into force as of the date of its publication.
