Article 1 In light of Beijing's current new energy vehicle promotion and application situations, these Measures are developed for the purpose of implementing the Guiding Opinions of the General Office of the State Council on Accelerating the Promotion and Application of New Energy Vehicles (Guo Ban Fa [2014] No.35, the General Office of the State Council) and the Notification on Further Improving the Fiscal Subsidy Policies for the Promotion and Application of New Energy Vehicles in 2016-2020 (Cai Jian [2015] No. 134, the Ministry of Finance); carrying out national strategic decision on developing new energy vehicles (NEVs); adhering to the concept of innovation, coordinated, green, open and shared development; championing the green and low-carbon transportation; effectively promoting energy conservation and emission reduction; improving supporting environment, implementing and improving supporting policies.
Article 2 New Energy Vehicles (NEVs) as mentioned in these Measures refer to battery electric vehicles and fuel-cell vehicles which have legally obtained the licenses to be sold in domestic China.
Article 3 The Municipality encourages the purchase and use of NEVs. Relevant fiscal subsidy polices will be developed accordingly, referring to the Notice of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission on Further Improving the Fiscal Subsidy Policies for the Promotion and Application of New Energy Vehicles (Cai Jian [2018] No. 18, the Ministry of Finance).
Article 4 According to the Detailed Rules for the Implementation of the Interim Provisions on Quantity Control for Mini and Small Passenger Cars in Beijing (2017 Revision), the Municipality implements a policy of quota management on new energy mini and small passenger vehicles. Through the way of waiting for allocation, entities or individuals should apply and use quota in line with the Municipality's relevant quota management regulations on new energy mini and small passenger vehicles. Entities or individuals with quota of ordinary mini and small passenger cars are eligible for purchasing and registering the cars.
Article 5 The Municipality's government organs, institutions and state-owned enterprises at all levels should take the lead in using NEVs. Gradually expand the allocation weight of NEVs in accordance with the rules. With measures such as improving charging facilities, these entities should provide facilitation to their employees in NEVs purchase and give play to the leading role in the society.
Article 6 NEVs manufactures bear the primary responsibility in securing vehicles' safety, quality, post-sales service, emergency support and battery recycle. Manufactures should fully perform their duties, develop quality and safety liability system to ensure NEVs safety operation. Manufactures should also build up monitoring platform and accurately report relevant information in a timely manner following requirements in relevant regulations.
Article 7 In order to provide users' safe and convenient charging services, the Municipality advances the construction of charging infrastructures moderately ahead of the times with reasonable plans and standardized management in an intelligent and efficient way. By following the Implementation Opinions of Further Promoting the Construction and Management of Battery Electric Vehicles Charging Infrastructures (Jing Zhen Ban Fa [2017] No. 36, General Office of Beijing Municipal People's Government) and the principle of combining government guidance and the market mechanism, the Municipality promotes the construction, operation and management of NEVs charging points(piles) in light of the Municipality's development and power distribution network plan.
Article 8 In order to promote market fairness, maintain market stability, regulate market order, ensure consumers' legitimate rights and interests, and create a harmonious, fair, and good consumer environment, the Municipality strengthens market supervision on NEVs sold in Beijing. Consistent random inspections and evaluations will be conducted, covering areas such as product quality, safety, after-sales service. Efforts are aimed at building a unified, open, and orderly competitive new energy vehicle market. For enterprises and individuals that provide false information, violate promises, defraud subsidies, or have other violations of law and regulations, relevant departments should hold them legally accountable and disclose the information to the public in strict accordance with the law.
Article 9 According to the Municipal Inter-departmental Joint Meeting of New Energy Vehicles, the division of responsibilities among relevant departments is as below:
The Municipal Office of the Inter-departmental Joint Meeting of New Energy Vehicles (Beijing Municipal Science and Technology Commission) is responsible for holistically promoting NEVs consumption, advancing technology innovation and demo development, organizing to develop policies facilitating NEVs application, in terms of inventory optimization, transportation, operation, subsidies, infrastructure construction and other relevant subjects.
The Municipal Bureau of Economy and Information Technology is responsible for guiding the new energy vehicle manufactures and product producers that participate in the Municipality's promotion and application actions; It is also responsible for the redemption of city-level subsidies; Together with relevant departments, it should urge manufactures to take the primary responsibility of battery recycling.
The Municipal Finance Bureau is responsible for formulating fiscal subsidy policies.
The Municipal Commission of Urban Management is responsible for the construction and operation management of new energy vehicle charging points (piles).
The Municipal Commission of Transport is responsible for accepting the application for the quota of new energy mini and small passenger vehicles, organizing audits and developing differentiated transportation management policies.
The Municipal Traffic Management Bureau is responsible for NEVs registration, verification and issue of NEVs license plates.
The Municipal Quality and Technology Supervision Bureau is responsible for monitoring and conducting sample inspection of the NEVs sold in Beijing.
Article 10 These Measures shall come into force on January 1, 2018 and remain valid until December 31, 2020. On the date of the issuance, the Administrative Measures for Promotion and Application of New Energy Commercial Vehicles in Beijing (Jing Ke Fa [2017] No.123, Beijing Municipal Science and Technology Commission) shall be repealed simultaneously.
